James Farshee, Brenda Farshee, Matt Schwoeble Agenda: Area variance, 15 Cobb St. Meeting called to order at 7:00 PM 15 Cobb St.. Area Variance Applicant: Benjamin Owens Chair Fearn reads the public notice: PLEASE TAKE NOTICE that the Zoning Board of Appeals of the Town of Dryden will conduct a Public Hearing to consider the application of Beniamin Owens for an area variance at 15 Cobb Street, Groton. In order to construct a residential addition to existing house. Mr. Owens requests 11' of relief from the 50' front yard setback requirement set forth in Section 600 of Town of Drvden Zoning Law.. SAID HEARING will be held on Mon. Aug. 28, 2017 at 7:00 pm prevailing time at the Dryden Town Hall, 93 East Main St. Dryden NY, at which time all interested persons will be given an opportunity to be heard. Individuals with visual, hearing or manual impairments and requiring assistance should contact the Town of Dryden at 607-844-8888 x 216 at least 48 hours prior to the time of the public hearing. Fearn to applicant : anything further you would like to add? Applicant: we just need this as this is only way to add on to our house and we have power lines on one side and septic in back and well to other side. Slater: what is the purpose to add on? Applicant: to add a bedroom, we currently have a 2 bedroom, 1 bath and we have a daughter so she need more space, and maybe having a second child making this a 3 bedroom home. Slater: to Board members who did a drive by site visit, will this have any visual impact on the road. Fearn: talks about the trees that in the front and the trees that will come down where construction will be. Matt Schwoeble, builder: says that from the new addition to the shoulder of the road there is still 40+ feet of mow able yard in the front of the addition. Board has no other questions David Sprout: states he reached out to the Town of Groton, but no reply. Fearn asks if anyone has any comments: Patricia Husted is the closest neighbor and she states that she is fine with the addition. She has no issues. Fearn reads the 239 County Review from the Tompkins County Planning. Fearn: we will close the public part of the hearing and as a board will answer the S questions. IN CONSIDERING WHETHER THE REQUESTED AREA VARIANCE IS SUBSTANTIAL. THE ZONING BOARD OF APPEALS FINDS AS FOLLOWS: NO. It goes from 11 feet maximum down to 0, so its probably not substantial. IN CONSIDERING WHETHER THE PROPOSED VARIANCE WILL HAVE AN ADVERSE EFFECT OR IMPACT ON THE PHYSICAL OR ENVIRONMENTAL CONDITIONS IN THE NEIGHBORHOOD OR DISTRICT.
