Dryden Recreation and Youth Commission
January 25, 2017

Recreation Department Search Committee:
The Committee has developed a job description and timeline for the search. The
timeline has been aggressive in hopes of quickly filling the position but the
Town Board has indicated the end of year financials need to be compiled before
they will know about funding.
The Committee has chosen to go with the Recreation Coordinator job title for
the position as it will, hopefully, generate a larger pool of candidates.
Varna Community Association:
Janet Morgan is the Chair of the VCA.
Several years ago the Center built a playground.
The VCA then began to look for a new project and determined there was a need
for an after-school program. The program started this fall.
Unfortunately, they were informed by their insurance company that they
needed to put a fence around the playground and, thanks to Bailey Place
insurance, they were able to stretch a one month deadline into 6 months (till
the end of May)
They are approaching the DRYC in hopes of getting support for financial
assistance from the Town via the Recreation Reserve funds. At this point, the
VCA has invested their surplus funds into the after-school program and don’t
have funds to put toward the project although they are more than willing to
match with labor.
D. Pamel arrived at 7:20PM creating a quorum of members.
The VCA has an estimate from Whitmore Fence but it is not broken down into
labor and parts. S. Mulinos stated that the DRYC would need to see how much
is parts and whether a “match” with labor will be feasible.
K. Servoss asked J. Morgan to write everything down – the cost of the supplies,
the cost of labor, the other options the VCA is considering, what the exact
circumstances are, the benefits of the after school program and the play
ground, etc.

D. Pamel nominated S. Mulinos for the position of Chairperson and D. Bravo-Cullen
seconded the motion which was unanimously approved.
D. Pamel nominated D. Bravo-Cullen for the position of Vice-Chairperson and P.
Klaben seconded the motion which was unanimously approved.

In terms of the budget, there has been some miscommunication but they are
working hard to get it straightened out and ultimately should not affect the
Commission’s estimated financial aid.
Town Board: Kathy Servoss
A grant has been approved for a bridge replacement on Freese Road.
A draft agreement has been prepared for water/sewer consolidation.
The South Hill Recreation Way is moving forward with an easement from
NYSEG
The governor is pushing for a consolidation of services in the County but
Tompkins County has already started on this.
Fit Trail update: Jack Davison
He has created a pamphlet to distribute to the public.
They have a grant and need $3,750 to purchase the equipment.
S. Mulinos asked Jack for a timeline from the time the equipment is ordered
until it is completely installed.
For the first time ever, all of the football helmets were returned and have been
sent out for reconditioning.
He is working on getting a strong lacrosse program going. Until there are
enough children playing, the school probably won’t get involved.
Review and approval of meeting minutes from November 30, 2016:
D. Bravo-Cullen moved to approve the minutes as presented. D. Pamel
seconded the motion and the minutes were unanimously approved.
P. Klaben left the meeting at 8:10PM causing a lack of quorum.
The Commission continued their discussion regarding the Recreation Reserve Fund.
There being no further official business, the meeting was adjourned at 8:10PM.

Updates for Dryden Recreation & Youth Commission, January, 2017
From Kris Bennett, Tompkins County Youth Services Department
I met recently with Shelley Lester to review budgets and do some planning for
2017. I believe I have confirmed (through looking at the Town’s budget
information online) the amount allocated for 2017 for CCE programs. It would
be helpful to receive this information from the Rec. Dept. and/or town liaison in
the future; Jennifer left before the Town budget was approved and Jack was not
able to help me with this. This information is needed so my department can set
up contracts annually with municipalities for their state and county aid and
contracts with service providers within the municipal system. (For Dryden this
is Cooperative Extension.) Shelley will need guidance and regular
communication with DRYC as the revised youth employment program is set up.
I and another staff member from my department have scheduled a PQA visit to
Lexi/OURS for Jan. 24.
In the past, each commission/council/youth planning group completed an
annual Commission Vitality Checklist to meet one of its contractual
requirements for receiving county funding. This year, instead, the three staff
members from my department who provide technical assistance to the various
commissions will be completing them on behalf of the commissions. We will
then share them, along with recommendations, with each commission.
County Youth Services is making a push thing year to encourage
commissions/councils to think about how to actively include youth/youth voice
in their work. We have created a brief presentation we want to share with each
group at some point during the year, followed by a discussion on this topic.
Results from the Oct. 2016 countywide student survey have come in. I will be
analyzing the results, both at a county and district level, and preparing updates
and reports. Dryden, as always, participated.
