HomeMy WebLinkAbout2016-05-25DRYC May 25, 2016 Dryden Recreation and Youth Commission May 25, 2016 Members Present: Stephanie Mulinos (Vice Chair), David Bravo-Cullen, Diane Pamel, Tom Fuchs, Judy Sinicropi Town Hall Staff: Jennifer Jones, Recreation Director Liaison: Dan Lamb, Town Board The meeting was called to order at 7:16PM. Reports: Town Board update: D. Lamb - The Town Board has appointed the eleven (11) member Rail Trail Task Force Montgomery Park Revitalization Project - The Committee believes a Memorandum of Understanding between the Village and the Recreation Department defining the use of the park will suffice to ensure scheduled recreation activities are able to be held without conflict. - The Committee will ask the Recreation Director, J. Jones, for the hours/times she will need for recreation programs - There are two courts at Montgomery Park, perhaps one of them can be reserved for the Recreation department. - The Committee doesn’t yet know what the cost estimate is. D. Bravo-Cullen offered the following resolution: Whereas, the Village of Dryden is engaged in a revitalization project at Montgomery Park; and Whereas, the Dryden Recreation and Youth Commission believe the project will benefit the residents of Dryden; and Whereas, the Dryden Recreation Department has programming that will benefit from a multi- purpose court; and Whereas, the revitalization project includes upgrades/resurfacing of two multi-sport courts; and Whereas, the Village of Dryden and the Town of Dryden Recreation Department will have a Memorandum of Use (MOU) agreement; Therefore, be it resolved, the Dryden Recreation and Youth Commission requests the Town of Dryden Town Board provide support for the project through the use of funds from the Dryden Recreation Reserve Fund. The resolution was tabled until more information can be gathered. Community Space Committee: S. Mulinos - the last meeting was lightly attended - prior to the meeting, some members met with the Dryden cafe board and jointly discussed what the community space might look like. - At the Town Board meeting, the Recreation Department was encouraged to reach out to the community centers to provide more visibility for the centers and to bring some more programming to the centers. Rail Trail Steering Committee: D. Bravo-Cullen The Town Board has approved 11 members for the task force – 4 are from the Town volunteer boards and 7 were drawn from the community. DRYC May 25, 2016 - The first item they will be working on are the easements. They will be starting at the western end - They are going to identify specific people to meet with specific land owners to discuss the land owners needs and concerns. Recreation Department: J. Jones See attached. Review and approval of minutes from April 27, 2016: D. Pamel moved to approve the minutes, with acknowledgement that Ms. Servoss’ resignation from the DRYC is effective May 31, 2016. D. Bravo-Cullen seconded the motion and the minutes were unanimously approved. Brief discussion of recent recruitment: - A couple of members shared their recent attempts to recruit new members for the Commission. - D. Lamb asked how geographically diverse DRYC membership tends to be - He feels the group leans toward the east side of the Town and suggested recruiting from the west side. - S. Mulinos pointed out that everyone has the opportunity to participate; there isn’t any kind of discrimination in terms of membership. She doesn’t like the idea of a divide in the Town – folks tend to associate with their communities and schools. There isn’t any intentional division. Recreation Reserve Fund spending policy? The Commission discussed the possibility of creating a policy for the dispossession of the recreation funds but the resolution creating the Fund may already established the policy. - Will the funds be replenished as they are used? Unlikely considering the current financial situation in the Town. - Can it be tied to the Recreation Master plan? - S. Mulinos is trying to think of a way to streamline the process – hopefully make it easier for the public to understand the purpose of the reserve funds. During the last Town Board meeting, Board members recommended the DRYC rotate the location of their meetings among the community centers and other facilities. Deputy Clerk Erin Bieber will contact the following to set up meeting dates: Varna Community Center Ellis Hollow Community Center Freeville Fire Hall Houtz Hall - Etna Community Center 4-H Acres The Dryden Café Bethel Grove Community Center The Hobasco Lodge on the W est Dryden road Rec Master Plan updates: - S. Mulinos has asked for advice on how to proceed with the update – no one on the current Commission was involved and thus they feel they are missing the intent in some areas. 3 DRYC May 25, 2016 - D. Lamb suggested that the Commission get input from various geographic areas of the Town - J. Sinicropi suggested the Commission review the goals which appear still appear to relevant. Maybe working on the objectives will be a better direction. - S. Mulinos asked if the Commission wants to continue to squeeze it into the meetings? - The Commission’s next meeting will revolve around youth development - J. Jones suggested a smaller group work together to review the Plan. - S. Mulinos - J. Jones - T. Fuchs (in August) - J. Jones will try to contact former members of the Dryden Recreation Committee. Perhaps a meeting with some of the original creators will help guide the update. There being no further business, the meeting was adjourned at 8:40PM. Respectfully Submitted, Erin A. Bieber Deputy Town Clerk May 2016 Recreation Director Report  Community Grants: o The community grant applications have been reviewed and approved by the Town Board. I have started drawing up contract that will go out by the end of the week.  Spring Programming: o Spring youth programs are running smooth with a total of 120 participants in lacrosse, karate, field trips, and track and field. o Our recreation assistant just completed CPR/AED/& First Aid trainings which were held here at the Town Hall. A total of 10 community members were certified. o Our popular co-ed softball league will begin soon and run through the summer. That program is run by our recreation coordinator.  Summer/ Fall Programming: DRYC May 25, 2016 o The Dryden Recreation Summer/Fall 2016 Community Guide is now out to the community. The booklet has been delivered to local schools, posted online, and been advertised in the Dryden Courier. This guide promotes programs from June through October including youth programs, summer pickleball, community events, and even more from local organizations. o There are a number of new summer programs including art, basketball, soccer, and Wednesday night football. o A new adult/family program will be offered this summer i n cooperation with TC3 to hold summer Pickleball at the TC3 courts on Sunday’s though the first week in August and end with a tournament. o Two great summer concerts will be starting soon at Ellis Hollow and the Dryden VFW. o Quickly approaching will be fall programming as well.  Other News: o I have been working close with the Montgomery Park committee to assist with planning and how we can work together to get the park revitalized. o I have also been working with Kyle for the Fit Trail plan. We now have the full support of the Conservation board and will be putting together a formal plan to submit to the Town Board for their support. o As part of a goal to reach the community on more levels, the Recreation Dept will be part of Dairy Day again this year with a cow, bounce house, and information table for summer programs. We will also be present at the Dryden Lake Festival. o Last, I will be going into the local school with the Library Director for more outreach to Dryden Youth.
