SAFETY COMMITTEE AGENDA
Present: Janice Bretscher, Tony Bretscher, Dana Magnuson, Katie Quinn-Jacobs
Location: Ellis Hollow Community Center
1. Tompkins Weekly Article, “Dryden community prepares for the worst” by Cathy
Wakeman appeared in the August 13-19, 2018 edition. Vol. 13, No. 25 The article was
based in part on interviews of the safety committee members.
2. Swift 911 enrollment update
a. No blowdowns this summer. Unusual as May to October is the compressor
station maintenance season. Dana will check in with Stu Berg to see if he has
noticed any blowdown activity.
b. Dana will also touch base with Don Houser to ask about blowdown schedule.
3. Status of Borger Title V application
a. Katie followed up on Tony’s discovery that the permit is up for renewal. Katie
checks every week to see if the draft application has been released from DEC.
b. A 30 day public comment period begins after draft permit is released. Katie has
a contact at the DEC in Cortland, Teri Phelps, who said she would notify Katie
when the draft of the Borger app is completed and ready for public comment.

d. Safety committee will prepare a written response for consideration by the Town
Board for potential inclusion in public comments directed to DEC.
e. Dana will ask Stu Berg to review the Borger application and Tony will ask Tony
Ingraffea to do a review as well.
f. Katie will prepare a first draft based on previous safety concerns submitted to
Dominion in 2017.
4. Preparedness Plan for Township
a. Janice will review material from Beth Harrington, incl plan template
b. Christina Dravis, the 5th safety committee member, may want to assist on this
aspect of the committee work
c. Janice suggested having community preparedness meetings focused on single-or
double issue topics that are rotated through various sites within the township.
5. CNG Trucking Routes for Cayuga Power Plant
a. An informational Community Forum is scheduled for Sep 8th at Lansing
Community Center, 10am-11:30. A half hour demonstration will follow the
forum on route 34B in Lansing where the trucks will pass by en route to CPP.
b. At present, the trucking routes are undetermined.
c. Katie will ask Karen Edelstein at FracTracker for the map of a potential trucking
route that would pass through Town of Dryden. (Action completed: see two
maps attached to the end of this document.)
d. In Otsego County where a CNG trucking program is operational, there have been
8 incidents involving public safety over an 18 month period. Incidents include:
trucks sliding off road, trucks tipping and evacuations of residents due to
inadvertent release of gas.
e. In Otsego County the routes are alternated, so if a similar strategy is used here, it
increases the chance that Route 79 through Dryden may be used.
6. Committee Term Assignments: delayed pending the acceptance of a 5th member
7. 5th Member: Christina Dravis (Etna) would like to join the committee. All agreed that
she would be an asset to the committee generally and a key asset to the disaster
preparedness plan in particular. Dana will invite Christina to join and attend our next
meeting.
8. Next Meeting: the safety committee will meet every 4th Monday of the month, next
date is: Sep 24, 2018 at the Ellis Hollow Community Center.
9. Report to Dryden Town Board:
a. Katie will submit meeting minutes to Town Clerk
b. Janice and Tony will attend the Sep 20 meeting
