Final Special Meeting Minutes
May 29, 2019

Call to Order: 7:01 pm
Present: Chair Katelin Olson, John Wertis, Rebecca Schneider, Steve Manley, Planner John Zepko, Town
Board Liaison Michael Boggs, Clerk Maria C. Barry.
Agenda Review: Ms. Schneider MADE the MOTION and Mr. Manley SECONDED the MOTION to approve
the Agenda. The motion passed unanimously.
Business
Board members continued the task of drafting their response to the most recent draft zoning,
specifically hearing input from Mr. Manley, who could not attend the previous night’s meeting.
Members of the Board discussed how to sum up their answers to the Board’s questions: is the 70/30
(Section 212-29.1) approach to subdivision of land in keeping with the goal of Ulysses’ Comprehensive
Plan and will delaying implementation of that plan be detrimental.
A majority of the Board agreed that the 70/30 approach may be a known method of land preservation,
but it is not an appropriate approach for Ulysses. Members also agreed that a significant delay in
implementation would be detrimental for a number of reasons, including creating a rush of subdivision
requests that slow town planning and more uncertainty for property owners. Some members believe
that delaying implementation is more of a political move than a way to meet the goals of the
Comprehensive Plan.
Finally, members agreed upon the following letter: see attached.
Mr. Wertis MADE and Mr. Manley SECONDED the MOTION to adjourn; meeting adjourned at 7:45 p.m.
