HomeMy WebLinkAbout2003-07-08 - TB Town of Ulysses Regular Town Board Meeting July 8 , 2003 Present : Supervisor Douglas Austic ; Councilpeople Sue Poelvoorde and Robert Weatherby; Councilpeople Carolyn Duddleston and Lee Scott absent; Code Enforcement Officer Alex Rachun absent; James Meeker Highway Superintendent and Marsha L. Georgia, Ulysses Town Clerk. Others Present : Christian Boisonnas , Representative Tompkins County EMC . Supervisor Austic called the meeting to order at 7 : 30 pm , and led those assembled in the Pledge of Allegiance to the Flag of the United States of America. APPROVAL OF MINUTES — Regular Town Board 6/10/2003 , Special Town Board 5/27/2003, 6/2/2003 , 6/9/2003, 6/16/2003, 6/30/2003 . After minor changes and/or corrections , Ms . Poelvoorde moved, seconded by Mr. Weatherby to approve the above listed minutes . Mr. Austic aye Ms . Poelvoorde aye Mr. Weatherby aye Adopted. APPROVAL OF MONTHLY CLAIMS Mr. Weatherby moved, seconded by Ms . Poelvoorde to approve the previously examined vouchers #276 through #315 in the amount of $24, 804 . 69 . Mr. Austic aye Ms . Poelvoorde aye Mr. Weatherby aye Adopted. REPORTS OF REPRESENTATIVES Tompkins County Representative Peter Penniman Mr. Penniman reported the County went to the State Commissioners of Corrections on the variances for the jail and were told to move faster with the expansion of the jail . They are not going to keep giving variances for the extra prisoners . So therefore, the County will have to speed up the Capital Projects — who the County and State will have to approve design work for the jail space renovations . The County is looking into allowing Off-Track Betting as a way to bring additional revenue into the County. This has been going on in New York State for several years and was brought up at the County level back in 1979 and 1991 . The legislature of the County approved it but both times it was voted down by referendum . They are looking at bringing it up for a vote again. A follow up on Recreation Partnership — Mr. Penniman stated he has talked with other County Representatives and the general consensus is not to remove it from the County Budget. They plan on having more discussions along with the whole budget process . Christian Boisonnas, EMC Regular Town Board Meeting 07/08/2003 Mr. Boisonnas reported at the last meeting of EMC they discussed "burn barrels" and steps to outlaw. Mr. Boisonnas stated he would feel better to educate people on burning, like what to burn and what not to burn. Ulysses allows people to burn papers in burn barrels . Ms . Poelvoorde agreed education would be the better way to go . The Board felt this would be an upcoming discussion. TOWN REPORTS James Meeker Highway Superintendent Mr. Meeker reported the highway crew finished the concrete pads in the pole barn at the Town Barns, patched highways, did trimming around signs, installed some drive-way culvert pipes and helped The Town of Enfield do some paving and haul stone. Mr. Meeker plans to take the old pick-up truck to auction once he receives the new one on order. He anticipates getting around $ 5/7 thousand for it. Alex Rachun Code Enforcement Officer In the absence of Mr. Rachun, Mrs . Georgia read his report into record. The month of June a total of 4 permits were issued; two single-family, one for an addition and one for educational . Marsha L. Georgia Town Clerk Mrs . Georgia reported a total of $2 ,062 . 50 was collected for the month of June and of that amount $ 820 . 90 was turned over to the Supervisor along with the monthly report. Mrs . Georgia stated she and the deputy will attend a conference in Syracuse DEC is holding for the new DECALS program for conservation licenses . Work is continuing on getting signatures for the easements for the Water District. Board Members and Committees No reports heard. Supervisor Mr. Austic reviewed his monthly report - no questions were heard. OLD BUSINESS Water District # 3 Update (Town of Ithaca, Bolton Point) The contractor is ready to start digging on Monday, July 21 , 2003 . They have been unloading pipe and talking with people as to where they can place their equipment and things like that. They plan on having a meeting soon with the engineers to get a tentative schedule written up . Ms. Poelvoorde asked if the agreements with the Town of Ithaca and Bolton Point were in order. Mr. Austic stated he had a meeting with Bolton Point and Town of Ithaca yesterday. After the meeting, Mr. Austic asked them to draft an agreement so he can have our attorney review and than send it on to the State. Mr. Austic discussed some of the different costs . Flo Tech Status No plan has been received from Flo Tech for Site Plan approval or a PUD application. Other No other old business . 1) Regular Town Board Meeting 07/08/2003 NEW BUSINESS New Pick-up for Highway Department Supervisor Austic stated the Highway Superintendent James Meeker has requested to purchase a new truck that is on State bid . We have the money in the reserve fund. Ms . Poelvoorde moved, seconded by Mr. Weatherby the following : Be It Resolved that the Town Board of the Town of Ulysses approve the purchase of a 2003 F250 Ford pick-up truck with a snow plow in the amount not to exceed $25 ,000 . This resolution is subject to a permissive referendum for the withdrawal of monies from the Highway Equipment Capital Reserve Fund. Mr. Austic aye Ms . Poelvoorde aye Mr. Weatherby aye Adopted. Ms . Poelvoorde moved, seconded by Mr. Weatherby the following : Be It Resolved that the Town Board of the Town of Ulysses declares that the 1995 Ford F250 pick-up truck be declared as surplus equipment when the new truck arrives and allow Highway Superintendent James Meeker to take it to the auction in September 2003 . Mr. Austic aye Ms. Poelvoorde aye Mr. Weatherby aye Adopted. WD# 3 Easements Previously discussed - eight more easements need to be signed. Planning Board / Town Board Meeting Supervisor Austic stated it might be time to have a joint meeting with the Planning Board to discuss the Draft Zoning Ordinance . Mr. Austic will get in touch with Sharon Anderson to be the mediator of the meeting. Mr. Austic will let the Board know the dates available . Hazard Mitigation Supervisor Austic has heard from Kate Hacket in regards to the final copy of the Hazard Mitigation plan and this should be received by the end of July, so the Board will put this on hold until the final is received. The same goes for the review of the 239 1/m from Tompkins County Planning. Other Mr. Austic refreshed the Boards memory on the Reserve Fund that was set up for Water District establishment with the extra sales tax revenue we received last year. We have used some of the money and that is why B1440 .4 account is low. This money will be returned once the District is established for Dubois Road District. We need to have a permissive referendum to move the amount of $6 , 283 from the reserve fund to the savings account in the B Fund . Ms . Poelvoorde moved, seconded by Mr. Weatherby the following : z Regular Town Board Meeting 07/08/2003 Be It Resolved that the Town Board of the Town of Ulysses transfers $6,283 from the Water District Reserve Fund into the B Fund savings account, which is subject to a permissive referendum. Mr. Austic aye Ms . Poelvoorde aye Mr. Weatherby aye Adopted. Other Mr. Austic has been receiving many letters and emails from residents along the lake that are concerned with issues such as noise, pollution, speed, etc . The Town is in receipt of a draft ordinance that the Town of Lansing has put together and has distributed copies to the Board . The Lansing Town Board will be discussing this at their own meeting tonight. The general consensus of our Board is once there is a final draft ordinance the Town of Ulysses along with Lansing and Ithaca will sit down and discuss this .
