HomeMy WebLinkAbout2003-05-27 - TB TOWN OF ULYSSES SPECIAL TOWN BOARD MEETING MAY 27, 2003 PRESENT : Supervisor Douglas Austic ; Councilpeople Sue Poelvoorde, Carolyn Duddleston, Lee Scott and Robert Weatherby; Alex Rachun, Code Enforcement Officer; Marsha L. Georgia, Town Clerk Opened meeting at 5 : 30 P . M . Article XVII — Administration Mr. Austic stated that our attorney has some questions and/or changes that need to be made in this section. Design Standards They talked about setting categories under design standards . The Board revisited the Agricultural District they discussed permitted accessory uses , one of the categories would be residential and the farm worker residence, adult & care group , bed & breakfast, elder cottage, and lodge would be under those design standards . Another standard could be Home Occupation Standards and do standards for home occupations, professional office . Small Business standards and have kennel under that . Permitted accessory uses such, as cemetery would be regulated under state standards . *Note — Alex stated that he thinks it has been overlooked in the new zoning to address some sort of standards in the residential district for animals — we have this in our current zoning that could be used . There may have to have standards for bigger type businesses such as hospitals, nursing homes, and life care facilities . Library and museums may need standards for lighting and parking, general standards . The Board is trying to list things that now do not have standards for that they may need . Ms . Poelvoorde stated that the Board is recommending that multiple residence and manufactured home park districts be eliminated but that the standards stay and maybe be added to . When we talked about these two districts we had said that it does not make any sense to have these two districts that can be put anywhere ' s . We have a couple that we have identified . The ordinance states that they can go into R1 and Hamlet Districts . The standards for the two districts may have to be beefed up especially manufactured home standards . The Board went back to uses / standards — fraternal goes into miscellaneous , golf courses, large business , such as Residential Care/Assisted Living Facilities , hospitals, and nursing homes although they will go through site plan review . Discussion followed on page 62 involving exemption of site plan review with buildings less than 4000 square feet in Article VIII - Multiple Residence District, Article IX — Manufactured Home Park District, Article XII — Hamlet Business District, and Article XIV — Light Industrial District . *Note — Some of these districts have been thought to be taken out. The list that needs standards is as follows : Residential Standards - Farm worker residence Home occupations — Lodge, Bed & breakfast, Professional office Animal standard Small Business — cottage industry, kennel Miscellaneous — hunting club, fraternal organization Planting buffers Special Town Board Meeting 05/27/2003 Mr. Austic asked Alex who should come up with these additional standards . Alex suggested that may be have the planning board do it. Ms . Poelvoorde stated to Alex that he knows he will be working with them . So if you wanted to outline for "farm worker residence ask yourself "what do we need that we do not have" in the design standards . Same for lodge, bed & breakfast, professional office, cottage industry, kennel, hunting club and fraternal organization. Discussed what needed to be added to parking standards : 18.3 Standards for Parking in All Zoning Districts Add : Bed & Breakfast — 1 space for each room, or 1 space for every 2 beds Cottage Industry — 1 for each employee plusl space/200 sq. ft. gross business floor area Under Business or professional office add - gross business floor area and 1 space per employee Child group care and adult family group care — 1 each employee Kennel — 1 space per employee and 1 space 100/sq . ft . gross business floor area Include Residential Care/Assisted Living with the Hospital/nursing home parking standards now listed Hunting club and fraternal are listed.
