PUBLIC HEARING
Cayuga Tool & Die, Applicant/Jeff Brockway, Owner - 700 Stevens Road - TM #31.-1-19.52 -
The Public Hearing was opened at 7:30 p.m. by Chairman Mark Baxendell. The Legal Notice
having been duly published in the Cortland Standard Proof of Publication, has been placed on
file for the record.
Chairman Baxendell recognized Sam Sweeney. who expressed concerns regaling the proposed
business for the follo«-ing reasons. traffic problems. dumpster on the property line being picked up at
an early hour. heacllights from cars reaching his home. noise level and the business hours. P'hoto's
were provided by Nir. Sweeney and the board reviewed them. The photos were not retained for the
record. The board noted the neighbor's residential lot (which was created prior to the Tovni of Groton
Zoi»zg codes requiring a review) was a flag lot where the current driveway is situated %vithin the pole.
This lead previously also been the access to the building Cayuga Tool and Die is now housed in. To
abate lights from cars and noise the possibility of a fence or tree lune to shield the neighbors was
discussed and how that could be accomplished Was not agreed upon. Member Neulnauser was going to
look into the cost of trees. Member Cerretani was going to look into the cost of fencing. The owner was
given the floor who would call the sanitation company to see if they could change the pickup time for
the dumpster. be noted a tree lune when govni would decrease areas of use to him as that corner of
the lot is close to the property lune. Business hours for the general public can be posted Sam to Spm.
which would not hinder his personal right to be on his property at his choosing. His previous offer to
let the board members visit the site and witness for themselves the level of noise. the traffic or lighting
still stood. The board agreed they would go individually.
A Motion that all board members should visit the site individually and a Special Meeting be
conducted on February 4, 2021 was made by Member Lisa Maloney Hahn which was second by
Member Sam Rose. The vote was recorded as follows:

With everyone heard who wished to be heard, Chairman Baxendell
closed the Public Hearing at 7:57 p.m.

Selection of Board Chair
A motion was made by Member Ed Neuhauser to select Mark Baxendell as Town of Groton
Planning Board Chairman for 2021. The motion was seconded by Member Sam Rose with the
vote recorded as follows:
Motion carried.
Ayes: Chair Baxendell Nays: None

Member Maloney Hahn

Member Rose
This becomes Action # 1 of 2021.
Selection of Board Vice -Chair
A motion was made by Member Rose to select Leon Brockway, Jr., as Town of Groton Planning
Board Vice Chair for 2021. The motion was seconded by Member Carey, with the vote recorded
as follows:
Ayes: Chair Baxendell Nays: None

Motion carried.
This becomes Action #2 of 2021.
Selection of Recular Meeting Date and Time
A motion was made by Member Carey to maintain the regular meeting date as the 3rd Thursday
of every month at 7:30pm, second by Member Leon Brockway Jr. with a vote recorded as
follows:

APPROVAL OF MINUTES — 17 DECEMBER 2020
A motion was made by Member Carey to approve the Minutes of the 17 December 2020
Planning Board meeting, as submitted. The motion was seconded by Member Lisa Maloney
Hahn, with the vote recorded as follows:
