The Town Board of the Town of Harford met for a regular meeting
on January 2,I 1984 at 7s30 p.m. in the Town Highway Garage. Members
present were: Barber, Cross, Canfield, Stoner and Kimmich.
The minutes of the December 5, 1983 and December 29, 1983
meetings w6re read for information only.
The bill's listed on General abstract 1, cliams 1-4, Highway
abstract 1, claims 1-7. Payroll abstract 12, were read. Canfield
® made a motion to authorize the Supervisor to pay these bills. Barber
seconded. All were in favor.

visor's Monthly Statements were presented. Canfield
made a motionapprove these. Cross seconded. d All were in favor.
Our new district Legislature, Sandy Price was introduced. She
indicated the first Legislative meeting of January 3, 1984 would be
assembling. 'She asked if anyone had problems or questions they
would like presented. There were none.
Evelyn'E�rl was present for the Teen Center. Dave Stoner asked
that when water was freshly applied ro tphe skating rink, on the Ball
Field, that someone police the rink toAkids away until it was frozen.
Since Ralph Canfield has asked to resign the Dog Comptroller
position, it as asked if there were any suggestions for a replacement.
There were nolne..,It was decided that a sign be posted in the Post
Offices indicating that the position was vacant.
Leonard Kimmich read his formal' resignation from the position of
Assessor. St.�ner made a motion to accept, it and Canfield secondeds All
were in favor.
Kimmich,introduced a resolution to designate the Cortland Standard
as.the official newspaper of the Town and the First National Bank of
Dryden as -the I official depository.
Further resolved to appoint Stanley�Cross; Deputy Supervisor,
Sharon Se4our; Registpar, Joyce VanDeWeert as Deputy Town .Clerk,
Charles Canfield;,Chairman of the Assessors, Phillip Rumsey; Town

Attorney,.Gordon Leete; Code Enforcement Officer of the Land Use
Ordinance',, and Water Superintendent of the' Harford Mills Water District
Further resolved to set the Town salaries as follows,
The Supervisor's salary of $1,000 to'be paid as follows; $1,000
on or abort D c.'1.
The`Councilmen s salaries of $1,200 to be
• paid as f ollowss $300
each, on -or .a�out ,Dec. 1.
The Town.Justice's salary of $1,400 to be paid as follows: $700
on July,l and $700 on or about Dec. 1.
The Town'Highway Superintendent's salary of $15.000 to be paid as
follows: $576�,�92 bi-weekly. The balance on or about Dec. 31.
The Town Clerk's salary of $1,600 to be paid as follows: $116
a month, 'the balance on or about Dec. 1.
The Assessors' salaries of $1,300 to be paid as follows: Chairman
Charles Canfield $650, Highfield $300, Whitehead $250 on or about Oct. 15.

The Code Enforcement Officer to be paid $375, $187.,50 on

The, Harford Mills Water District #1 Superintendent to be
paid $350, $175 on July 1 and $175 on or .about Dec. 1.
The Election Inspectors' to be paid as follows: $3.35 an
hour election day, pay for two extra hours.
To pay the Janitor of the Town Hall $400 on or, about Dec. 1
To pay the Town Historian $100 on or about Dec. 1.
Board of Review members to be paid $20 each on or about
Oct. 15.
Further resolved to authorize the Highway Superintendent
to spend up to $1,000 on small tools and implements.
Further resolved to set the Town mileage rate at 20(,% a mile.
Further resolved to set the Town Jury rate at $4.00 a"day,
plus mileage.
Further resolved to establish a Petty Cash fund of $50 for
tax collection and $20 for Town Clerk.
Further resolved to hold regular Town Board meetings on the
first Monday of each mgnth* except, when it falls on a holiday,
when it would be the next 'business,;•day. The meetings to be
held in the Towner Highway Garage at 7:30 p.m.
Further resolved to authorize the Supervisor to pay untility
or any other bills that would offer early discounts.
Barber made a motion that these resolutions be accepted.
Canfield seconded. All were in favor. Roll call: Barber;eye,
Canfield;eye, Cross;eye, Stoner;aye, and Kimmich;aye.
Barber motioned to appoint Charles Canfield Chairman of
Assessors. Stoner seconded. All were in favor.
Stoner motioned to appoint Gerald Whitehead to fill the
assessor vacancy. Canfield seconded. All were in favor.
Don Canfield had nothing to report from the Teen Committee
other than the bathroom repairs were to be made yet. Canfield
stated that Ronald Birdsall is willing to make the repairs to
the bathroom in the Town Hall. Canfield will contact Mr.
Birdsall to do the repairs.
The subject of a phone being installed in the Town Hall
was brought up. Don Canfield will get the exact cost of same
in writing from the Telephone Company and will present it at
.the next Town Board Meeting.
Richard Willis has a note from the Office of Emergency
Preparedness regarding the disposal of the old Army Truck.
They have instructed the Town to issue them a letter stating
the truck is no longer useable and to enclose a certificate of
release if we find one in our posesstion. The Town Clerk will
write that letter.

e purpose of holding a --public hearing to review a
pplication for Community Development grant funds on
, 1984 at 7s30 p.m. at the Town Hall. Members present
ere Canf'ie ld ,AStoner, and Kimmich.

The notice for the public hearing on the review of proposed
applicati n for Community Development grant was read as it
appeared �in the Cortland Standard.
John Brundage and his associate Glenn Goldman were present to
talk about the Community Development program. Rehabilitation
andpreservation of homes is the present goal set for the grant.
Mr. Goldman indicated that the funds are Federal and not return-
able to the government. They would -become the town funds to
distribute and use. There are;Federal regulations that must be
adhered to when distribution is being executed. The Town would
then draw up their own additional guidelines for administering
the funds)
After a question and answer period;"Supervisor asked for Board
opinons fiIr a one year Block Grant. Properties for demolition
were discussed. The old store in Harford Mills next to the
railroarditracks was mentioned. Stoner made a resolution to
apply for the grant. Canfield seconded. All were in favor.
The Supervisor declared the hearing'closed.
The minutes of the January 2 , 1984 meeting were read for infor-
mation only.
The bills,listed on General abstract 2, claims 5-16, Highway
abstract �, claims 8-21, Payroll abstract 1, and Water District
#1 abstract were read. Canfield made a motion to authorize the
Supervisor to pay these bills. Barber seconded. All were in
favor.
Mary Ann Negus read and submitted the Town Historian report for
1983.
The Supervisors Monthly Statmments were presented. Barber made
a motion to approve these. Stoneer seconded. All were in favor.
The subject of Dog Comtroller was discussed. It was stated that
so far® no one had indicated interest in the position.
Donald Can'ield will give the information on the Town Hall tele-
phone at the next meeting.

It was decided that the Supervisor will contact Dons Plumbing
and Heating to make the necessary repairs to the faulty wireing
upstairs in the Town Hall and the malfunctioning light outsided.
Canfield indicated that he was not sure when Mr. Birdsall would
be coming io repair the bathroom in,the Town Hall.
Legislator Sandy Price indicated she had been appointed to the
following committees: Legislatirve committees include Budget and
Finance, Eucation, Adgriculture and Environmental affairs and
Planning at Health Chairman. Other committees are Staff Devel-
opment Committee for County Nurses, Board of Health, Community
Services Edard, Capco, Coalition for long Term Advisory Board,
and the neotiating team for Sherrifs Department.
Sandy stat:d that there is Surplus Property Sales in Scotia, New
York® Office supplies to highway equipment are available and she
suggests that we use that service.
The County Legislature authorized the Treasurer to send a check
to Harford for Sales Tax Revenues in the amount of $6.294®04.

Each year the county estimates sales tax revenues. This year
actual receipts were over by $87,000.00.
She asked if there were any questions at this time. Willis
asked how we might get the Green Thumb and Work Relief groups
here to do some work for the town. Sandy suggested that we
invite them to the March town board meeting,
Kimmich reported that Evy Earl is having a problem trying to
keep control of the teens during the meetings and dances. Stoner
said it was her responsibility to report to himself or Canfield
as representatives of the Board. If ! there is a real problem
they will bring it to the Board.
Deputy dog wardens were appointed for this year during the dog
quarantine. They are: Robert Lacey, Lynn Carpenter, Gary Ten-
nat, Leonard Kimmich, and Gordon Leete.
Stoner made a motion to approve Bud Sager.to attend the
Association of Town Meeting in New York City. Barber Seconded.

A letter from the Cortland County Planning Deapartment for
flood control was read by the Supervisor. He suggested that
the April meting be attended.
The Supervisor submitted the bill for Town Insurance from
Strong Agency. It was up from last year by $36.00. It was sug-
gested that next year, Strong Agency be asked to see us first
before renewal and billing. Cross made a motion to approve
payment of the bill. Canfield seconded. ,All were in favor.
Donald Tennant was present regarding the new fire and build-
ing code enforcement. He suggested that the Fire Commissioners
and Town Board get together and decide who would perform these
duties.
The supervisor stated that the permit for the use of salt on
highways has-been received from the Department of Environmental
Conservation. An annual report must be filed each year.
It was decided that Dryden Community Bulletin Board on radio
station WQNY would be used to advertize the Town functions
and meetings.
Kimmich made a motion that Sharon Seymour -i. -purchase, within
reason, the necessary supplies for updating the filing system
and indexing the minutes. Stoner seconded. All were in favor.
Stoner made a motion to approve the minutes. Kimmich seconded.

The Town Board of the Town of Harford met for a regular meeting on
March 5, 1984 at 7:30 p.m. at the Town Highway Garage. Members
present were: Barber, Canfield, Stoner, Cross and Kimmich.
.The minutes of the February 6, 1984 meeting were read for information
only.
The bills listed on General Abstract 3, claims 17°18, Highway abstract
• 3, claims 22-25, Payroll abstract 1, and Water District #1 abstract
were read. Canfield Made a motion to authorize the Supervisor to pay
these bills. Cross seconded. All were in favor.
Agee Steele from the Green Thumb was present to talk about the program
and it guideline . Sheasked that the total man hours required to
paint the Town Hall be estimated. She would also need to see the
building. The Board will get in touch with her as soon as it is known
exactly what is needed from,the workers.
Linda Conte -and inda Lucas 1 rom the Work Relief Program were also in
attendance. Lin a Conte explained the rules, regulations and guide-
lines for the pr gram.
Sandy Price suggested a program for the Teens to be given by the
Sheriffs Depart m nt.
Stoner made a motion to appoint Danny Chase as Dog Comptroller. Canfield
seconded. All were in favor.

Cross made a.motion to',8,xtend the time for collection of taxes to June 1.
Stoner seconded. All were in favor.
Evy Earl was present to represent the Teen Center. She indicated there
was interest.shown by the Teens to find jobs locally this Summer. Evy
asked if the Boa�ld had any ideas for local jobs. Sandy Price will check
with Tom Dumas at the.4H,Camp. -The Board will try to come up with some
contact for Evy io make regarding organization of some type of job
program.
Jim Paschal requgsted premi6sion to give Karate instruction at the Teen
Center. Stoner de a motion to allow Jim to teach Karate with written
parental permiss on.. The written permission will also release the town
from responsibility for injury. Canfield seconded. all were in favor.
Canfield read a letter from the Telephone Company regarding the install-
ation of a semi-public phone in the Town Hall. The cost would be $29.37
monthly and instaIllation fee of $54.41. Barber made a motion to have the
Phone installed in the hallway of The Town Hall. Stoner seconded. All
were in favor.
Lloyd Dedrick was present from Catapiller regarding purchase of a grader.
He presented a f'lm explaining the current methods used to purchase
equipment. PurcLse of D;rydens 1977 grader was discussed. The Supervisor
will check with �he bank to see about burrowing $65,000.00.
Stoner made a motion to approve the minutes. Cross seconded. All were
in favor.

The Town Board of the Town of Harford met for a regular meeting on
April 2, 1984 at 7:30 PM at the Town Highway Garage. Memebers pres-
ent were: Cross, Stoner, and Kimmich.
The minutes of the March 5, 1984 meeting were read for information
only.
The bills listed on General Abstract 4, claims 19-21, Highway Ab-
stract 4 claims 26-37, Payroll abstract 3 and Water District #1
abstract were read. Stoner made a motion to authorize the Super-
visor to pay these bills. Cross seconded. All were in favor.
Stoner made a motion that the Town Clerk use a tape recorder to
record. each meeting. The minutes are to be typed from the recording
Then.;`all board members will receive a copy of said minutes to read
and correct as they see necessary. The minutes are to be read and
formally approved at the following meeting. Cross seconded. All
were in favor.
The Supervisors Monthly Statements were presented. Stoner made a
motion to approve these. Cross seconded. All were in favor.
The Supervisor read a letter from the Department of Fire regarding
a course for Fire Prevention and Building Codes. The Supervisor
suggested that Gordon Leete as Code Enforcement Officer, attend
this course August 1, 1984.
Legislator Sandy Price read a letter from the Virgil Youth Commis-
sion inviting the youth of Harford and Harford Mills to play on the
Baseball and Softball Teams. Notices were issued to be posted in
both towns. George Chevalier asked that it be made known that a
position was open on the Cortland County Planning Board.
Phil Rumsey, our Town Attorney was present to inform the Board that
the Telephone Company will run a line to Lynn McMannis`s property
pending an '.ok from Mr. Glave. It would also run along the town
road and is subject to Town Board approval.
Mr. Rumsey suggested that a notice be given for bids on a Grader
for the Town Highway Garage. Mr. Rumsey said he would be willing
to talk to Dryden Bank regarding purchase of a Bond.
Mr. Rumsey indicated that the Federal Government would approve a
flood area so that residents in that area would be allowed to
purchase flood insurance. This must be done by local law. There
must be a hearing held in order to make this law. Phil Rumsey
will prepare a notice for public hearing at the next meeting on
May 7, 1984 at 7:45 PM.
Mr. Rumsey stated that we can opt our of responsibility for Fire
Prevention and Building Codes. If this is done a local law must
be adopted by July 1, 1984.
George Chevalier mentioned two cite plan reviews that are pending
with the county. He wanted the board to be aware of these should
any .of the members receive any calls regarding a: ,problem.
Esther Twentyman from the Chamber of Commerce was present to hand
out flyers for local interest. She also handed out posters for
an Economic Development Conference on April 14, 1984.
But Sager stated that a problem exists in Harford Mills on the
Carmen property. He felt since the the diveway to the cemetary
bordered their property it` -should be cleaned up. It was decided
that the Code Enforcement Officer ask that it be cleaned up
Stoner made a motion to have Phil Rumsey start the necessary pro-
ceedures to purchase Drydens Grader. Cross seconded. All were in
favor.
Ann Nafsinger has resigned as janitor of the Town Hall. Linda
Williamson is willing to fill the vacancy. Stoner made a motion

for the Summer of 1984. Stoner seconded. All were in favor.
Richard Willis indicated that cinders from Johnson City are
reasonable in price and delivered. It was decided that Willis
will continue delivery from Johnson City suplemented by cinders
drawn from Cornell.

The Town Board of the Town of Harf ord met on May 7. 1984 at 7:30
PM at the Town Hall for a regular meeting and for the purpose of
holding a public hearing to propose Local Law No. 1 for the year
19840 to pr6vide for rights and responsibilities of land owners
in established flood hazard areas. Members present were: Barber,
Canfield Cross, Stoner and Kimmich.
There were then visitors.
The notice for the public hearing was read as it appeared in the
newspaper.
Phil Rumsey explained the purpose of the Local Law No. 1 and
showed the Flood Hazard Map. -He stated that deletions or additions
to this Federal Map can be made by application to the Government.
The Law would provide for special criteria to be met before any
building can take place in the area. After these criteria are in
Place residents in this area would be able to obtain flood insur-
ance.
The Supervisor asked if there were any questions regarding this
proposed Local Law. John Brundage asked if this would restrict
construction. He was told yea. Stan Cross made amotion to
adopt LocallLaw No. 1 for 1984. Stoner seconded the motion. All
were in favor.
The -Supervisor declared the hearing closed.
The minutes of the April 2, 1984 meeting were read for information
only.
The bills listed on General Abstract #5 claims 22-30, Highway Ab-
stract #5 claims 38-50, and Payroll abstract #4 were read. Canfield
made a motion to authorize the Supervisor to pay these bills. Stoner
® seconded. All were in favor.
The Supervisors Monthly Statements were presented. Stoner made a
motion to approve these. Cross seconded. All were in favor.
A verification certificate on a Blanket Bond for all public employees
was signed Py all board members.
The Supervi or read a letter from the Red Cross. The letter states
that unless terminated by either party,
the agreement for disaster is still in force. This
agreement sates that all public buildings may be used during a
disaster. i The Supervisor and Cross
agreed to give their phone 'numbers to the Red Cross for contact.
Termination can be made by a written 30 day notice. Stoner made
a motion to approve this. Canfield seconded. All were in favor.
May 7, 1984
Lynn Carpenter asked who might be responsible for overflow and
flooding from the creek above his house. It was decided that
Lynn would. collect names and dates of flood problems. The Board
will send a letter to Cornell since it involves their property.
One Cite Plan Review for Marie Biviano was returned from the
Cortland Co. Planning Board with a request that the lot size be
increased by 10 feet. George Chevalier read the Town Planning
Board recomendation for an area variance of 10 feet. Stoner
made a motion to approve the Biviano plan without regiring the
lot to be increased by 10 -feet. Cross seconded. All were in
favor.
Legislator Sandy Price said if there were ten or more people in
Harford interested in the food distribution program, it could be
done. She presented material for advantages and disadvantages
of the Fire Prevention and Building Codes. She mentioned the
Sale of Harford Property for taxes. John Brundage asked if there
was hope of a culvert on Daisy Hollow Road. Sandy will check
into it.
The Code Enf'oreement Officer had a request from
for building permit to build, -la Morton Building to be used as a
house on Babcock H611ow Road. All specifications are being met.
The Board had no objections.
Phil Rumsey presented two Bond Resolutions to be considered on
the Purchase of Drydens 1977 Cattapillar Grader. One: a Bond
Resolution to enable us at any time to purchase a bond for
$60,000. The -second being a Bond Anticipation Note with the bank
for Bonding over a long period of time with sort one year notes.
Canfield made a motion to pass these Bond Resolutions and the
Town Clerk will publish a notice stating so within ten days. If
no petition is presented to the Town Board, the Bonds are not up
for refe n uegioner seconded. All were in favor.
The Supervisor mentioned a formal complaint made, regarding the
use of motor cycles on the Town Park. Permission had been gran-
ted to do so two years ago. Charles Cox indicated there has
been damage to his --property and there is potential danger to
children playing in the park and also excessive noise. Stoner
said he would meet with Mr. Cox and the operators of the cycles
and try to reach a:workable agreement amoung them. If there is
a problem with the agreement, it was stated that riding of cycles
in the park may have to be banned.
Stoner indicated there is need for restroom facilities on the Town
Park Property. Stonersaid he would check on the rental of Porta -
johns for the Summer and report to the Board in June. The Super-
visor will check existing Park Funds for the rental.
The Supervisor questioned the use of Highway equipment for pri-
vate use. A request has been made by Mickey White to use a truck
to haul gravel. Phil Rumsey will check what legalities are in-
volved.
John.Brundape presented a possible Town Recreation Plan. __ map
of the planVwas presented. The Tioga Transportation Museum as a
pending agreement with the railroad to take excursions to the Town
of Harford. Financial resouse possibilities would be the Soil and
Conservation Service, Grant Foundations and the HUD Block Grant
application. Mr. Brundage suggested we invite the.Presioent of the
Transportation Museum to Harford and discuss future possibilities.'
The Board was not interested at this time.
A letter was presented from the Cortland County Soil and Water
Conservation District. They have obtained $25,0009' grant through
the N.Y.S. Dept. of Envirnmental Conservation. Richard Willis has
contacted them regarding erosion problems in Greggs Gulf. Each
project would receive $5,000. with no return required.
The Supervisor read a letter from the N.Y-,.Atlantic Inland Inc.
asking permission to speak to the Board regarding Code Enforcement
Service for Fire and Building Codes. Stoner made a motion to ask
them to attend a meeting. Cross seconded. All were in favor.

manner that would not continue to damage his lawn. Willis

The Town Board of the Town of Harford met on June 4, 1984
at 7:30 p.m. at the Town Highway Garage for a regular meeting.
Members present weres Barber, Canfield, Cross, Stoner and
Kimmich.
Therelwere 8 visitors.
The minutes of the May 7, 1984 meeting were read.. Stoner
made a motion to approve the minutes. Cross seconded.
All were in favor.
General Abstract #6 claims 31-39, Highway Abstract #6 claims
51-59, Payroll Abstract #5 and Water District #1 Abst4act
were �eviewed by the board. Stoner made a motion to author-
ize the Supervisor to pay these bills. Canfield seconded.
All were in favor.
John carry President of the Harford Youth Group was present.
He in icated he had a problem with the Club Advisor. The
Board felt that the Advisor, Mrs. Earl, is doing a good job
and her function is essential to the group. Stoner will check
with Ni s . Earl regarding the problems.
Karl Hinkle from N.Y. Atlantic Inland was present to give a
presentation on Fire and Building Code Enforcement. He
recommended that Harford not opt out t: -the County for code
enforcement. He suggests the Town use a professional service.
He presented a sample local law to use as a base. Mr. Hinkle
was hesitant to say how long we have to make a decision and
start a new proceedure. He thought maybe by January 1, 1985.
(xeorgelchevalier was present to ask what criteria the Board
would like to consider for approval of cite plan reviews.
Stoner made
a motion to approve Larry Chase's site plan review.
Canfield seconded. All were in favor.
Legislator, Sandy Price said she notified Walt Tennat about
flood
the problem on Daisy Hollow Road. She said a permit
was issued to
remove beavers from the pond above Mary Smith's
property, to help
the flooding there.
A Resolution, to ask the Governor to reject any'and all
recomendations of the Millonzi Commission
®
was adopted. The
commis sion recommends shifting electricity at hydropower
projects from upstate to downstate.
The Sul ervisor read a letter written by John Brundage regarding
the flood problem in this
area. The people recently affected by
this
problem were mentioned. It was decided that this letter
would be signed by the board members and
sent to Cornell since
the current problem involved their property.
The Su rvisors Montly Satements were presented. Stoner made
a motion
to approve these. Barber seconded. All were in favor.
There hos been no petition regardingthe Permissive referendum
on the Cattapillar yet.

June 4, 1984
Stoner reported the motorcycle problem in the Town Park
seems to have been solved.
It will cost $165.00 per month 1co rent a part-a=john
including pumping once a week. Stoner made a motion to
install one port -a -john at the Town Park. Barber seconded.
All were in favor.
Gordon Leet reported that Carmens are making an attempt to
clean up the clutter around their property.
The Town Clerk suggested that the Board adopt a local law
to add (levey) outstanding water bills on the property tax.
This would have to be completed by November 15th. Stoner
made a motion to contact Phil Rumsey asking him to draw up
Local Law #2 for 1984. Canfield seconded. All were in
favor.
JoAnn Carpenter asked if the board had given further thought
to John Brundage -Os suggestion of a recreation plan. A
couple of Board members have spoken to local people. There
have been mixed reactions.
The Highway Superintendant presented recommeddations and
figures for repair to the first bridge in Greggs Gulf'.
Total cost would be $14,000. The bridge did not pass State
inspection. Stoner made a motion to go ahead with)r-,the pro-
posed repair plan. Canfield seconded. All were in favor.
There was discussion about requirement to attatch beepers
on Highway equipment for backing up.
Ron Birdsall requested a raise of 50t an hour. Barber made
a motion to approve the raise. Stoner seconded. All were
in favor.
Herb Neal has been appointed to the Board of Reveiw.
Linda Williamson is resigning from the Janitors position as
