ZONING BOARD OF APPEALS
MARCH 1111963
A meeting of the Town of Ithaca Zoning Board of Appeals
was held at the Town Highway Building on Monday , March 11 , 1963
at 7 : 30 P . M .
Members of the Board present were : Chairman David F . Powers ,
Robert N . , Powers , WilliambB . Norton , Willian S . Scott , and
Roger Sovocool . ,
Also present were : Zoning Officer Robert J . Wells ,
Thomas Gittin , Courtney Crawford , Dr . Edward Hart , Lewis
r Warren , Douglass Payne , JohnIjLeagans , Gordon Waring , Ernest;
Newbury , David Fails , Richard Kroboth , several residents of
the Town of Danby , and a group from the high school .
This is an appeals signed by the Ithaca Junior-l.,Chamber
of Commerce for a variance in regard to the decision of the
Zoning Officer denying permission to erect a " Welcome Ithaca "
sign on the west side of the Danby Road , about 1700 feet south
of the National Cash Register plant . The sign would be 8 feet:
by 18 feet . Permit was denied under Article III , Sections
4 and 5 of the Town of Ithaca Zoning Ordinance . Proof of
publication was presented .
Mr . Thomas Gitten , representing the Jaycees , stated
that the land was donated by National Cash Register Company
and the money for the sign was donated by local business .
The sign will . not obstruct the view of the lake . The
Jaycees plan to erect ak. total of four signs .
Courtney Crawford stated that the Jaycees were dis -
mayed at the entrance to Ithaca ,
Dr . Edward Hart asked if a count had been made of the
signs in the immediate area . Mr . Wells stated that about
ten signs had been removed from the area in the past year ,
but no official count had been made of those remaining .
Dr . Hart said that the sign is too commercial and that we
have enough signs already .
Lewis Warren , Executive Secretary of . the Chamber of
Commerce , expressed his approval of the sign .
Douglass Payne of 1006 Danby Road stated that no sign adds
to the beauty of an area . He would like to see a turn- off
for visitors to look at the view .
Dr . Hart expressed concern about the distraction of
a sign .

John Leagans of Hanshaw Road stated that the lettering
has been changed from the sample shown . A sign of this type
is evidence of community pride .
Gordon Waring , 125 Christopher Circle , is in favor
of the sign .
Ernest Newbury , North Tioga Street , thinks that the
sign is okay .
David Fails , Trumansburg Road , Mated that if : the sign . :
doesn ': t obstruct the view , can people see it ?
Richard Kroboth , Trumansburg Road , thinks that the sign
will promote tourism .
The Board met in brief executive session and decided
to wait until the ' next meeting to render a decision in
order that they might visit the site collectively .
A motion was made by William Norton and seconded
by William Scott to adjourn the meeting to - April 8 , 1963-
at 7 : 30 P . M . Carried ,
SECOND CASE :
This is an appeal signed by William Lynch of the
William Lynch Excavating Company for a variance in regard
to the decision of theZoning Officer denying permission to
erect a radio communications tower and- equipment house
650 feet south of the Mecklenburg Road to the rear of the
property of Forrest Baker . The tower will be 200 feet
high and the equipment house will be 12 feet by 15 feet .
The permit was denied under Article XI , Section 51 , of the
Town of Ithaca Coning Ordinance . Proof of publication
was presented .
William Merezinger of 1375 Mecklenburg Road is opposed
to the granting of the variance because of the appearance
of the tower .
Mr . Wells presented a letter from Motorola to William
Lynch indicating that the equipment will meet FCC radiation
requirements .
A motion was made by Robert Powers and seconded by
David Powers that the decision be postponed until the
next scheduled meeting to enable Mr . Lynch to present hi=s
own case . He was unable to remain due to ill health .
