PLANNING BOARD MEETING MINUTES
February 5 , 2003
Members Present: Richard Coogan (Chair), Lorren Hammond, Rose Hilbert, Mark
Ochs, Rodney Porter, and David Tyler.
Others Present: Eileen Jacobs, Planning Board Clerk; Mike Addicott, representing the
Trumansburg Golf Club.
Absent: George Kennedy (excused) .
The meeting came to order at 7 : 06 p . m . Chair Coogan reminded Board members that the
purpose for meeting early was to review additional materials submitted by the applicant
following last month ' s meeting regarding the site plan for a new storage building to be
located on the property of the Trumansburg Golf Course . The public hearing for this
project was advertised to be held at 7 : 30 this evening .
A letter dated February 4 , 2003 from Tompkins County Planning Commissioner to Alex
Rachun, pursuant to 239 review, was reviewed and discussed .
Board members reviewed the infornation supplied by the applicant and made comments .
There was concern regarding the proposed building being located in the middle of a
residential neighborhood, and the effects of noise, lighting, traffic and other factors on the
adjacent dwellings . The Board would like to see possible alternate sites for the building.
The building structure is not defined . Storing and mixing of herbicides and pesticides in
proximity to a pond and wet area were of concern . There were also concerns regarding
the storage and distribution of petroleum products near the pond and wet area.
Public Hearing for Trumansburg Golf Course
At 7 : 38 p .m . the public hearing was opened, and the legal ad was read into the record .
Chair Coogan explained the purpose of the public hearing, which is to listen to comments
and criticisms from the public regarding the proposed site plan . Michael Addicott, TGC
Course Superintendent, was the only attendee at the hearing. There was concern
expressed by some Board members that the neighbors of the project may not have
received adequate information regarding the project since there were no comments or
inquiries made in response to the written notice mailed out to neighboring properties .
Specifically, the address on the legal notices set forth the Halsey Street address of the
applicant ' s clubhouse rather than Pennsylvania Avenue where the construction was
proposed, and a significant distance from Halsey Street .
Mr. Addicott was invited to join the Board at the table and provide any additional
information regarding the proposal .
Board members indicated that the material submitted did not show the exact location of
the building on the site. Such a map would include setbacks from the property line. Mr.
Hammond explained that it is critical that a plan showing the placement of a specific
structure in a specific location be submitted in order to have a record of what is being
considered for approval by the Board . All existing and proposed structures, landscaping,
etc . need to be documented for the review process . The only drawing submitted was a
survey map with a building sketched in .
Mr. Tyler explained that the purpose of site plan review is to make sure a proposal is in
harmony with what is already there, and there is concern by Board members regarding
the impacts on nearby neighbors with regard to noise, traffic, lighting and environmental
factors .

The Board would like to see alternate sites suggested, if possible. The location that the
current building is in impacts a smaller number of neighbors than the proposed location,
and Board members felt strongly that neighborhood issues should be appropriately
mitigated . Mr. Addicott indicated that no other site is possible .
Mr. Coogan pointed out that if the Planning Board approves the site, if it were within 100
feet of the lot line it would need a zoning variance . The Planning Board can only
recommend that the site plan makes sense, the Zoning Board ref Appeals can still deny the
building permit .
Mr. Addicott asked if Board members had taken a look at the site . Some of the Board
members were familiar with the site, but due to all the snow on the ground, it wasn ' t
practical for everyone to visit. Mr. Coogan ' s offer to meet the applicant at the site was
deemed impractical by Mr. Addicott due to the snow .
Board members felt additional items need to be submitted in order to fully understand the
project, and to act on it. Hard copies of all information requested need to be on file .
A topographic map at 10- foot intervals with contours is requimd in order to determine
runoff, particularly with the neighboring pond of Carl Keith.
The road and parking area need to be shown on the site plan, and defined, and should be
buffered from the neighborhood . A proposed courtyard surrounding the building needs
to be shown in the plan, and a landscaping plan also needs to be submitted .
Location and size of the above ground fuel tank and two portable sheds for
pesticide/herbicide storage were not indicated on the plan. Also; information on where
mixing of pesticides will occur needs to be supplied.
Drainage is a concern due to the vehicle traffic, road and parking area being proposed,

fuel storage, herbicide/pesticide storage and landscaping material storage .
A lighting plan and schedule needs to be submitted . This should include the type of
lighting to be used, where the illumination will be directed and when lights will be on
(are they on motion detectors?) .
Planning Board agreed that the information provided by the applicant for this project was
incomplete . The TGC representative did discuss the issues with the Planning Board and
agreed that there were indeed problems with the application . The representative further
agreed to a continuation of the hearing on March 5 , 2003 at 7 : 30 p .m . The opinion of the
Planning Board is that this project was not ready for the Public Hearing because TGC did
not fully disclose all the details of the project nor fully understand the requirements as set
forth in the Town Zoning Laws.
Mr. Addicott left the meeting. Planning Board members discussed some of the issues
that came up at this meeting. It was agreed that the Town Zoning Officer needs explicit
information from the Board regarding what is needed for site plan review . Chair Coogan
expressed willingness to meet with applicants prior to the Planning Board discussions . It
was agreed that applicants should be present at both meetings in which their projects are
being discussed . It is strongly urged that the applicant come in and make a presentation.
The meeting was adjourned .
