TOWN OF ULYSSES
PUBLIC HEARING
11/6/2002
PRESENT : Supervisor Doug Austic, Councilpeople Carolyn Duddleston, Sue
Poelvoorde and Lee Scott, Town Clerk Marsha Georgia
ALSO PRESENT : Richard Coogan, of the Jacksonville Community Association and
Ulysses Planning Board member, David Tyler, George Kennedy and Rodney Porter,
Ulysses Planning Board Members, Lorren Hammond, Chairman of Ulysses Planning
Board, George Frantz, Planner, and Eileen Jacobs, Ulysses Planning Clerk.
Supervisor Austic called the hearing to order at 7 : 00 pm.
The purpose of the public hearing was to hear comments on the Preliminary 2003
Budget.
Supervisor Austic briefly summarized the Preliminary Budget for 2003 , noting that the
government services budget has been reduced by $ 100 ,000, a 5% decrease, unfortunately,
because of the increased Fire Contract, tax bills will actually increase by 10%. Mr. Austic
noted healthy fund balances across the board, supplemented substantially by sales tax
revenue that is significantly above the amount anticipated in the current year's budget .
Mr. Austic also reported that he has spoken to Town of Covert (Seneca County)
Supervisor Brayton Foster about the ever-increasing costs of Fire Protection and the lack
of accounting to municipalities that has been a problem with the Trumansburg Fire
Department in recent years. The Town of Covert is willing to join with the Town of
Ulysses in forming a joint Fire District, which would cause a board of directors to be
elected by the people. Mr. Austic still has to contact the Town of Hector about this.
Mr. George Kennedy asked if the budget still includes funding support for the Cayuga
Lake Watershed Network? Mr. Austic answered that the Town will still support this
organization, and noted that the budget does not cut any services or organizational
support funding.
With no further business, Mrs. Duddleston moved to close the public hearing and close
the Town Board meeting.
