TOWN OF ITHACA
ZONING BOARD OF APPEALS
MARCH. 22 , 1962
Informal meeting held at noon at the Ithaca Bowl
on Elmira Road to discuss the rezoning request make by
Mr . Otto Schoenfeld , from R-15 to Multiple Residence , for
the 3 . 3 acre site lying west of Warren Road and north of „
Christopher Circle as shown on revised tentative plan dated
March 12 , 1962 . Present were Chairman Powers , Supervisor
Boynton , Mr . DeForest , Mr .. Norton , Mr ., R . Powers , and Robert
Wells , Zoning Officer .
The general consensus of opinion,-. after discussion ,
on the proposed subject project , seemed to be that this board
would recommend that the Town Board approve the rezoning
request . It was felt that it has been established that there
is a need for Multiple Housing in this general area of the
Town and also that this type use in this location would not
adversely effect this neighborhood which is buffered by woods ,
the Town water tank area , and otherwise surrounded by either
vacant land or other Multiple Housing , and by the area slated
for future school construction . Indications to date show no
objection from the area neighbors with the exception of
Mr . , DeForest , who felt that the growth in the area ( Multiple
Housing and school ) would necessitate his selling and removing
to an area of lesser poplation since he prefers more seclu -
sion .
It was also felt that the proposal was in general
accord with the comprehensive plan of development of the Town
and that the hest interests of the Town and the area would
be served by such zoning .
The following suggestions were , however , thought
to be of importance andjit is requested that they be given
consideration by the Town Board in an effort to protect the
people of the area should this proposal be approved :
1 . Assurance that if the area is rezoned , these
proposed buildings will in fact be built by the organization
proposing same at this location .
2 . Some safeguard against a long drawen- out
construction project ; possibly a completion date or a 'con-
struction schedule . .
3 . The construction :of the new access road and its
proper treatment to eliminate mud and dust 'as much as possible
prior to the start of the actual building construction itself .
This memorandum to be reviewed by Chairman Powers ,
Mrs . Cook , Secretary , and R . J . Wells , Zoning Officer , prior .
to reporting a recommendation to the Town Board .
