HomeMy WebLinkAbout2002-10-10 - TB N TOWN OF ULYSSES TOWN BOARD & PLANNING BOARD JOINT ZONING WORK SESSION October 10, 2002 PRESENT: Supervisor Doug Austic, Councilpeople Carolyn Duddleston, Sue Poelvoorde, Lee Scott, and Robert Weatherby; Planning Board Chairman Lorren Hammond and Planning Board Members Richard Coogan, George Kennedy, Mark Ochs, and Rodney Porter, Code Enforcement Officer Alex Rachun, Consultant Planner George Frantz, and Recording Secretary Karin Lanning. The meeting was called to order at 7 : 05 p. m. Mr. Frantz began by noting that he will be speaking to John Anderson of the Tompkins County Health Department about the language for how to fill in abandoned wells within the context of the revised Zoning Ordinance. Mr. Austic asked what would classify a well as "abandoned" and Mr. Frantz replied that the key thing would be that the well was obviously not in use any longer, i. e. the pump is removed . Mr. Frantz also noted that dug wells are a particularly significant concern. Mr. Frantz next stated that he should have a complete final draft of the revised Zoning Ordinance soon. Mr. Rachun handed Mr. Frantz a packet of information and recommendations concerning the zoning of campgrounds. Mr. Rachun went over his recommendations, he feels it would be best to assign campgrounds as a " floating" zone, require wider buffers and greater setbacks from the road and adjoining property lines. The consensus was that 100' setbacks and 20' deep buffer zones should be mandated on all sides of a campground. Mr. Rachun noted that one aspect that he is not sure how to enforce is the number of days campers stay in one place. As a means of addressing this issue, the word "utilized " will be added to the definition of "campers", so that said definition will specify that the " . . . dwelling is designed and utilized for temporary residence. . . " . In regards to campgrounds, the specific designation of spaces for "destination campers" that stay in place year round was also discussed, though no decisions were made. George Kennedy introduced a discussion on how lake front is to be measured, suggesting the Zoning Ordinance establish that lake frontage shall be measured in a straight line measured from the mean high water mark on one side lot line to the mean high water mark on the opposite side lot line, and should stay constant in perpetuity. There was a good deal of discussion as to exactly what Mr. Kennedy meant, and why this would or would not be appropriate. Zoning Map Al There was some discussion on areas to add/remove from the Al district, in particular an area located on the intersection of Cold Springs Road and Jacksonville Road, the property owners of which asked to be included in the Al District . Business/Industry Districts There was extensive discussion about where business and industry districts should be established . The general consensus was that more space should be allotted for these purposes, and that business should be concentrated or clustered as much as possible. One parcel located just north of the Village of Trumansburg on Route 96 was added as a business district, other possible locations were discussed, but no decision was reached. On a related note, Mr. Rachun brought up the fact that one Town of Ulysses property owner is seeking permission to establish a large, but low-impact, business in a residential style building to-be-built on his large parcel, located at the corner of Halseyville Road and NYS Route 96 . Discussion ensued regarding the definition of "cottage industry," which allows a maximum of only three employees, and of zoning for the area of this parcel . 1r � Town of Ulysses 2 \ Joint Town Board/Planning Board Zoning Work Session 10/10/02 Much discussion ensued, in conclusion it was decided that Mr. Frantz will carefully review and consider the zoning along NYS Route 96, and that he will draw in the lot lines to more clearly indicate how much land is being zoned commercial or industrial . The next joint work session was scheduled for Monday, October 20 at 7 : 00 pm. Ms . Poelvoorde stated that the Town Board received correspondence from the Tompkins County Planning Department asking for a Town Board member and a Planning Board member to represent the Town of Ulysses on the Planning Department' s Comprehensive Plan Committee. Mr. Coogan agreed to serve as the Planning Board representative. Action on minutes was tabled to October 20, to give all Board members an opportunity to review the minutes .
