11 REGULAR MEETING
The Regular Meeting of the Town of Groton Planning Board was called to order by
Chairman Mark Baxendell at 7:30 p.m.
APPROVAL OF MINUTES — 16 JANUARY 2020
A motion was made by Member Monica Carey to approve the Minutes of the 16 January 2020
Planning Board meeting, as submitted. The motion was seconded by Member Ed Neuhauser,
with the vote recorded as follows:
Ayes: Chair Baxendell Nays: None

Member Rose
Motion carried.
This becomes Action #6 of 2020.

Chairmmi Mark Baxendell noted that the Public bem•uig scheduled regarding this application was riot
beuig field at this meeting (far the second month in a row) due to the failure of the official Newspaper
to publish the required Legal Notice submitted to them by the To« -ii Clark's Office. the Board «rill iiow

Board members discussed possible meetuig dues amongst themselves mid To« -ii attorney Frmi
Casullo. Even -one present agreed that tliey were available on Tliursday. March 511°
«"ith no further discussiom a motion was made by Member Sam Rose, to reschedule a Public
Hearing and Special Meeting for possible action regarding the proposed Wireless
Communications Tower for 5 March 2020 at 7:30 p.m.

The motion was seconded by Member Carey, with the vote recorded as follows:

This becomes Action #7 of 2020.
Member Baxendell asked Attorney Casullo to get ahold of Mr. Kerwin to let him know about the
Special Meeting and Public Hearing. Also, Chairman Baxendell noted that the Board members had
received a 27 January 2020 copy of a letter from Sabre Industries, Robert E. Beacon, PE, Engineering
Supervisor, supplier of the tower/pole, to Jennifer Brown, Program Manager of PI Telecom
Infrastructure, LLC, which included their Structural Design Report. This report was supplied as a
result of the Board's January request to show the details of the tower's breaking point. However,
Chairman Baxendell stated that they needed this shown on a drawing for the subject tower. Member
Sam Rose again questioned what would happen if the tower broke away and fell on the applicant's
onsite utility shed.
At the conclusion of the discussion, Town Attorney Casullo advised that he would contact the Clerk's
Office in the morning to let them know of the proposed 5 March meeting of this Board.
ADJOURNMENT
At 7:38 p.m., a motion was made by Member Ed Neuhauser to adjourn the meeting. The motion was
seconded by Member Leon Brockway, Jr., with all members present voting in favor.
