HomeMy WebLinkAbout2002-07-24 - TB 75 2- TOWN OF ULYSSES JOINT TOWN BOARD & PLANNING BOARD ZONING ORDINANCE WORK SESSION July 24, 2002 PRESENT: Town Supervisor Doug Austic, Town Board Member Sue Poelvoorde, Planning Board Members Richard Coogan and George Kennedy, Planning Consultant George Frantz, Planning Board Clerk Eileen Jacobs. Absent: Town Board Members Carolyn Duddleston, Lee Scott, Robert Weatherby, Planning Board Members David Tyler, Rose Hilbert, Rodney Porter, Mark Ochs and Lorren Hammond. The meeting came to order at approximately 7 : 05 p . m . Discussion and revision of Draft Zoning Ordinance prepared by George Frantz for the Town of Ulysses (Stilethr-eugh deletes text, underlining adds text .) It was noted that stream buffers should be included throughout more intense zones (all zones except single-family residential), and standards should be developed for these buffers. Section 14. 5 Standards for Land Development in the RM — Multiple Residence District. First line. Each multi-family structure must have access onto a public street. "All new stre s—er access drives . . . " Paragraph five needs to be clarified . Section 14. 6 Standards for Manufactured Home Parks First paragraph needs clarification. Second paragraph, "All interior roads . . . be a minimum of 20 32 feet wide . . . " Tenth paragraph, regarding vegetative buffers "and not less than six (6) feet in height within five (5) years of planting within any yard area. • : • : ' • : : : : . : ' : . : : may" There should also be a buffer between the road and the first lot in the park. Section 14. 7 Standards for Adult Entertainment Businesses Second paragraph add "public park. " Section 14. 8 Standards for Campgrounds Add, "planted buffer" (similar to manufactured home park) . Seventh paragraph, all roads within the campground shall be at least 12 feet in width for one-way traffic, and no less than 20 feet for two-way traffic . Twelfth paragraph, "Wildlife and rodent-proof tight refuse containers shall be provided . . . " Add provision for open recreation space set aside of 5 % or 500 square feet . per campsite. Add provision for vehicle stacking room at entrance to campground. Section 14. 9 Extractive Industry Standards George Frantz will check if there are DEC regulations for stream buffers and incorporate them. Third paragraph, last sentence " An analysis by the applicant shall indicate the any improvements needed necessary to accommodate the weight of vehicles using the facility and traveling on town, county or state roads within the Town of Ulysses. Tenth paragraph, k : - • . . • : : - . Add a separate section for Gas & Oil Drilling Standards . Section 14. 10 Outdoor Lighting Control Standards George Frantz will provide illustrations for this section and insert a paragraph regarding architectural industry lighting standards for each zone . Delete reference to " signs" from third paragraph since it is addressed specifically in Section 14. 4 . Joint Meeting Minutes 7/24/02 2. Section 14. 11. 1 Roadside stands Expand definition to include accessory structure, wagon or trader. Third paragraph, " . . . placed in a manner that limits the sight distance . . . " Section 14. 11. 2 Stables First paragraph, "There shall be at least . . . " Add stream buffer for building. 14. 11. 3 Residential Swimming Pool First paragrph, "water surface area . . , constructed or maintained be-ne any closer than five (5) feet from side or rear property lime," Replace last paragraph with language from provisions of NYS International building code pertaining to required fencing and ancillary structures. 14. 12 Elder Cottage Housing Standards Requires building permit in addition to Special Permit. First paragraph, "at least one of the two shall be a-parent-.6f-gnindpafent-ef related by blood, adoption, marriage (etc. ?) to one of the occupants of the principal residence . . . " Paragraph "Adequate water and sewer disposal to comply with Health Dept. standards. " 16. 11 Abandoned Cellar Holes Revise section to include wells, septic and cesspools per Health Dept. regulations. Having no further business, the meeting adjourned at approximately 9 : 55 p. m.
