HomeMy WebLinkAbout2002-06-27 - TB TOWN OF ULYSSES JOINT TOWN BOARD & PLANNING BOARD ZONING ORDINANCE WORK SESSION June 27, 2002 PRESENT: Town Supervisor Doug Austic, Town Board Member Carolyn Duddleston, Planning Board Members Richard Coogan, David Tyler, Rose Hilbert and Rodney Porter, Planning Consultant George Frantz, Planning Board Clerk Eileen Jacobs. Absent: Sue Poelvoorde, Lee Scott, Robert Weatherby, Lorren Hammon4 George Kennedy and Mark Ochs. The meeting came to order at 7 : 05 p . m. Revisions to Draft Zoning Ordinance for Town of Ulysses 14 .4 Standards for Signs There was brief discussion regarding the lighting of flagpoles, and it was agreed not to attempt the regulation of flagpole illumination unless it becomes an issue. There was discussion regarding whether large billboards (off-premises signs) must be allowed and what a reasonable size for them would be, as 160 square feet in area seems quite large. Mr. Frantz noted that in the proposed ordinance, new billboards would only be allowed in the light industrial district. Mr. Frantz agreed to write up language to allow directional signs for businesses similar to NY state signs. Section 14. 4. 4 #3 — typo "no more that than one sign" Delete #5 Section 14. 4. 5 #4 — " . . . ( 160) square feet in size each . . . " #9 — " . . . identifying a camp, club or outdoor . . . " After a discussion regarding signs in windows of businesses, it was agreed that for the purpose of this ordinance, posters, banners or other advertisements displayed on the inside of a window are not considered signs. There was discussion about outdoor displays such as the bull on the roof of Barangus, and the stock car on the roof of Rascals in the business district, which is not prohibited in the zoning ordinance. It was agreed to consider adding, "no outdoor display of products will be allowed within the front yard setback. " There was a question raised regarding the size of freestanding signs -- #7 " . . . not to exceed twenty (20) percent of the area of the building facade . . . " Mr. Frantz will review and modify this section. Mr. Frantz was asked to make sure that signs required by law are exempt from this ordinance. Section 14. 5 First paragraph "All new atrcets access drives shall . . . " Add to standards that any proposed streets or roads shall be built to municipal specifications. Third paragraph, replace first sentence with "To insure adequate provision for light, air, access and privacy in the arrangement of the buildings to each other, no building shall be closer than 30 feet to any other building. " There was no action to approve minutes . The next meeting was set for July 24, 2002 at 7 :00 p. m. Having no further business, the meeting adjourned at 9: 00 pm.
