TOWN OF ULYSSES
JOINT TOWN BOARD & PLANNING BOARD
ZONING ORDINANCE WORK SESSION
5/30/2002
PRESENT: Town Supervisor Doug Austic, Town Board Members Carolyn Duddleston,
Lee Scott and Sue Poelvoorde, Planning Board Chair Lorren Hammond, Planning Board
Members Richard Coogan, George Kennedy, and David Tyler, Code Enforcement Officer
Alex Rachun, Planning Consultant George Frantz, recording secretary Karin Lanning.
Absent: Excused: Robert Weatherby. Unexcused: Rose Hilbert, Mark Ochs.
The meeting came to order at 7 : 03 pm .
The following revisions to the Draft Zoning Ordinance for the Town of Ulysses were
recommended .
Article IX, Section 5-BI
George Frantz presented a survey of currently existing businesses along Routes 89 and
96, and recommended keeping the front yard setback requirement at 30', with a note that
there be no parking allowed in front yard setbacks. The board members agreed .
Article XIII Section II
Paragraph 2:
Line 4-typing correction-" . . . or whenever the approval of a site plan . . . "
Line 9-" . . . or any conditions previously imposed by the Planning Board in . . . "
Sub-paragraph 1 , lines 3 -4-" . . . 4,000 sq. ft . of gross enclosed space . . . "
Paragraph 3:
Item C-topography will be required by the Planning Board as deemed necessary for
specific projects.
George Frantz will re-work this section as needed . A second list, noting items that the
Planning Board may require in addition to those on the present list was suggested .
Item K-scale of 1 /4 "
Paragraph 5:
Paragraph 2, line 1 : " . . . will conduct a preliminary review meeting on the proposed . . . "
The board members discussed timetables for the preliminary meeting and the public
hearing, determining an application to be complete , and responsibility for turning
applications over to the Planning Board . George Frantz will revise this paragraph as he
deems best, taking into account the ideas and concerns discussed by the board members.
Lines 5-6 : Remove, " . . . and the applicant and property owners within 300' of the site will
receive written notification. "
Paragraph 6:
Line 1 -" . . . the public hearing"
Paragraphs 8-9:
Paragraph 9 was moved. This sentence will be added to the beginning of paragraph 8 .
Paragraph 10:
Paragraph 10 was deleted.
There was no action to approve minutes. The next meeting was set for Wednesday, June
12, 2002; the Planning Board agreed that it would meet to conduct its regular business,
pending business on the agenda, on Wednesday, June 19`h. Having no further business
this evening, the meeting adjourned at 9 : 20 pm.
