HomeMy WebLinkAbout2002-05-16 - TB Lg- TOWN OF ULYSSES JOINT TOWN BOARD & PLANNING BOARD ZONING ORDINANCE WORK SESSION May 16, 2002 Present: Town Board Members Doug Austic (Supervisor), Carolyn Duddleston, Sue Poelvoorde, Planning Board Members Lorren Hammond (Chair), Dick Coogan, Rose Hilbert, George Kennedy, Mark Ochs, David Tyler, Code Enforcement Officer Alex Rachun, Planning Consultant George Frantz and Planning Board Clerk Eileen Jacobs. Absent: Lee Scott, Robert Weatherby and Richard Geiger. Supervisor Austic called the meeting to order at 7 : 00 p . m. The meeting began with discussion regarding a meeting previously held with farmers in the Town to get their feelings about the proposed agricultural zoning district. The majority of those in attendance don't necessarily agree with what the Town is trying to accomplish with minimum and maximum lot sizes, particularly the proposed maximum lot size of 3 acres. The farmers felt that their rights to subdivide the land and sell it in the future if they so desire would be lost . Mr. Frantz suggested revising the definition for agriculture lots to allow them to be 10 or more acres. There was vigorous discussion regarding the purpose of the proposed Al zoning district. It is intended to provide better protection for agricultural land resources. Mr. Frantz offered to come back to this group with some options based on this input. There was discussion on how to maintain open space, and how to define open space. There were differing views on this topic ranging from uninterrupted views and vistas and road frontage to large open areas and space between homes. Mr. Frantz suggested that another way to accomplish the goal of preserving open space is with infrastructure. For example, encourage denser development in the commercial areas such as Jacksonville, the south end of the Town, and the Village of Trumansburg. This led to discussion regarding what might happen in the Route 96 corridor when the municipal water system comes in. There was general agreement that it is important to preserve the character of the Town (or the perception thereof) when considering all these issues. There was some discussion regarding Amish and Mennonite farmers who have been moving south toward the Town of Ulysses, and it was thought that this transition that could keep the land in the Town of Ulysses in agricultural production for a long time. There was some discussion on Section 13 . 1 .4 - 13 . 1 . 5 regarding Special Permits. It was agreed to hold discussion regarding 13 . 2 Site Plan Review and Article XIV Design Standards at the next meeting. Mr. Kennedy seconded by Mr. Hammond, moved approval of the Joint Board minutes of March 28, 2002, and it passed unanimously. It was agreed to meet again on Thursday, May 30, 2002 at 7 : 00 p . m. in Ulysses Town Hall . Meeting was adjourned at 9 : 35 p. m .
