HomeMy WebLinkAbout2002-05-08 - PB 5 4 TOWN OF ULYSSES PLANNING BOARD MEETING MINUTES May 8, 2002 Members Present: Lorren Hammond (Chair), Richard Coogan, Rose Hilbert, George Kennedy, Mark Ochs, David Tyler (arrived late) . Also, Eileen Jacobs, planning clerk Absent: Richard Geiger (excused). Chair Hammond called the meeting to order at 7 : 35 p.m. Review of Minutes The first order of business was to review the Minutes of April 10, 2002. Mr. Kennedy moved approval of the Minutes of April 10th. Ms. Hilbert seconded the motion. Mr. Coogan abstain Mr. Hammond aye Ms. Hilbert aye Mr. Kennedy aye Mr. Ochs aye The motion passed 4-0- 1 . Mr. Kennedy reported on a meeting held on May 4th by George Frantz with local farmers. Mr. Frantz had read through farming section of the proposed zoning ordinance to get the farmers' reactions. Mr. Kennedy said that he felt that farmers were generally pleased that farming had been acknowledged and addressed separately by the Town. Concerns were raised by the farmers about the proposed two-acre minimum building lot. Mr. Kennedy said that he explained that the lot size is an attempt to provide for open space as called for in the Town' s comprehensive plan. There was also concern about the proposed maximum building lot size of three acres. Some planning board members were not aware that a maximum lot size was being proposed in this district, and there was discussion regarding the rationale for this provision which is intended to preserve farm land and open space. Minutes of August 27, 2001 . After a review, some revisions were suggested. Mr. Tyler moved that the Minutes of August 27th be approved as amended. Mr. Ochs seconded the motion. Mr. Coogan abstain Mr. Hammond aye Ms. Hilbert aye Mr. Kennedy aye Mr. Ochs aye Mr. Tyler aye Motion passed 5-0- 1 . There was discussion regarding the need to revise the current tower ordinance. Mr. Tyler suggested that at least an entire meeting should be devoted to discuss and amend of the tower ordinance, and that it has the same level of importance as the zoning ordinance revisions. Minutes of January 24, 2002. Ms. Hilbert moved that the January 24th Minutes be approved without revision. Mr. Kennedy seconded the motion. Mr. Coogan abstain Mr. Hammond aye Ms. Hilbert aye Mr. Kennedy aye Mr. Ochs aye Mr. Tyler aye The motion passed 5-0- 1 . Planning Board Minutes of 5/08/02 __ 2 Ms. Hilbert raised concerns she had regarding the potential impact of feedlots locating in the Town. Mr. Ochs explained about the operation of feedlots, and the amount of acreage necessary to accommodate manure production as required under the Water Quality Act which was enacted in 2000 by the New York State Department of Environmental Conservation. Ms. Hilbert agreed to raise this issue at next joint meeting of the Planning Board and Town Board to make sure it is discussed and fully addressed. The next regular Planning Board meeting will be held on Wednesday, June 12, 2002 at 7 : 30 p.m. in Ulysses Town Hall.
