The meeting of the Zoning Board of Appeals of the Town of Ithaca was held on April 7 , 1960 , at 5 : 15 P . M . in the Surrogate ' s Court of the Tompkins County Court House as advertised on April 2 , 1960 in the Ithaca Journal . Members present were : William Rolston , chairman ; David Powers , Robert Powers ; Aldus Fogelsanger ; and Constance E . Cobk , secretary . Also present were : Robert J . Wells , Zoning Officer ; and the applicants , George Ideman and Mrs . Nora Dodd . The meeting was called to order by the chairman , Mr . Rolston . The first order of business before the board was to consider the application for special approval for Mr . George Ideman to add twelve bowling alleys to his business on the Judd Falls Road which is presently zoned residential . The building permit had been denied by the Zoning Officer as a violation of Section 4 of the Zoning Ordinance , Mr . Wells stated that the application showed that the proposed addition would be approximately 75 ' x 150 ' in area , and would contain twelve alleys . If this petition is granted , the total number of alleys would be 36 . The pro - perty has frontage on both the Judd Falls Road and Mitchell Street . There are four entrances , three on Judd Falls Road and one on Mitchell Street . In the proposed plan , sufficient space has been allowed for parking - - 145 spaces are shown on the applicant ' s map and it was noted that if the public demand were such , there is 'plenty of area to create additional parking spaces . There is presently parking on three sides of the bowling alleys building and near the highway right - of - way on Judd Falls Road . All the entrances have been kept open all year round . Mr . Ideman stated that the purpose of the proposed expansion is to take care of his present business plus pro - moting new business . He went on to state that the bowling season starts the day after Labor Day , and is therefore , eager to start construction now , since the time schedule for completion necessitates beginning in the early spring . Mr . Ideman further stated that the proposed addition will be in conformity with the other existing buildings , and will be somewhat lower in height than the present center building . The present sanitation facilities are more than adequate to take care of the proposed additional usage . Discussion ensued as to the location of the parking areas , with particular emphasis on the amount of footage required to be kept free of cars from the right - of -way of the highway , to ' the place where parking is permitted . The board members stated that parking should comply with the new zoning ordinance which is expected to be adopted this month . Mr . Ideman sated that he intended to comply and. he would revise the parking plan which was part of his application . . The board discussed the fact that the proposed ordinance designated the area as Commercial " C " , and the proposed use was not objected to by the neighbors . The Board found no adverse effect to property values if parking was routed to . appropriate areas . After further discussion by the board , a motion was duly made and seconded to grant the application of Mr . George Ideman , as revised , subject to the following conditions . 1 . Yard Requirements . a ) The entire frontage of the premises 'owned ' by the applicant on Judd Falls Road shall bf, the front yard and shall extend 30 feet back from the highway right - of -way line . b ) Side yards shall be 20 feet from other properties . c ) The yard adjoining Mitchell Street shall be 30 feet from the street right - of -way line . 2 . Parking Requirements . a ) Three parking spaces shall be provided for each bowling lane owned by the applicant on the premises . b ) No parking shall be permitted in any of the above specified front , side , or other yards . c ) All new lots shall be surfaced with black top , stone , or other material that does not produce dust and shall be graded so as to drain properly . 3 . Access . ' Access drives shall be paved with black top , concrete , or other solid material , and , if business is to be carried on in the evening , shall be adequately lighted . No light shall be placed so as to reflect in an unsafe or objectionable manner on adjoining; properties or public streets . Driveways and walkways shall provide safe access , egress , and traffic cir - culation within the premises of the applicant . The placement , size , and arrangement of access to public streets shall be subject to the ap - proval of the appropriate highway authority . 40 - The application and the map of Mr . Ideman shall be amended accordingly . The motion was passed unanimously . The next order of business was a preliminary hearing of the application of Mrs . Nora Dodd of Dodd ' s Nursing Home on the Elmira Road , to build a second story onto an existing one story building on the rear ( north ) of the present struc - ture , and to install a septic system . Mrs . Dodd stated that that the addition would be made of wood to conform to the rest of the building . Inside stairways would be constructed to lead to existing fire exits . The addition would show approximately twelve feet on the north side when viewed from the road . The area has plenty of water to supply . the new addition . After discussion , the board felt that there was nothing in the application that is inconsistent with the area as it is now zoned " Light Industrial " ; and since there were no objections made at the meeting . The only other buildings in the vicinity are a former school house , two homes , and a proposed greenhouse . The proposed extension would not adversely affect values of neighboring property nor would it be inconsistent with the present or proposed zoning ordinance and map . A motion was duly made and seconded to grant special approval to the petition of Mrs . Nora Dodd ; and. was passed unanimously . There being no further business , meeting was adjourned .
