HomeMy WebLinkAbout2002-01-16 - PB TOWN OF ULYSSES PLANNING BOARD MEETING January 16, 2002 MINUTES Members Present: George Kennedy (Acting Chair), Richard Geiger, Lorren Hammond, Rose Hilbert, Paula Horrigan, George Kennedy, Mark Ochs, David Tyler. Also, Eileen Jacobs, recording secretary. Others Present: Alex Rachun, Code Enforcement Officer. Acting Chair Kennedy called the meeting to order at 7 : 30 PM. The Minutes of the January 9, 2002 meeting were reviewed. Mr. Geiger moved approval of the Minutes as submitted. Mr. Ochs seconded the motion. Mr. Kennedy began reminded Planning Board members about the attendance and training policy set by the Town Board, copies of which were distributed. He noted that Planning Board members should attend trainings during their first year of appointment, and recommended them as he found the training worthwhile . Mr . Kennedy also shared information contained in a letter of introduction from Edward C. Marx. Mr. Marx was recently appointed as Commissioner of Planning for Tompkins County, replacing Jim Hanson. Mr. Marx' s letter said that he looks forward to meeting board members, discussing issues, and establishing a cooperative working relationship. Proposed Zoning Ordinance Revisions The main order of business for this meeting was discussion of the proposed zoning ordinance. It was agreed that process for review would be to go through the document, one page at time, and flag items for further discussion. The goal would be to deal with broader concepts, rather than typos. After this is accomplished, a joint meeting with the Town Board would be scheduled in compare and discuss issues. Mr. Kennedy handed out zoning maps that were provided by the consultant to help illustrate where various zones were located. After going approximately halfway through the document, page by page (see attached) , it was agreed to continue the meeting on Thursday, January 24, 2002 at 7 : 30 p. m. Mr. Kennedy asked Ms. Horrigan if she would be willing to chair the Planning Board, as he had officially stepped down from that post. Ms. Horrigan declined, and also advised that she has a teaching obligation on Wednesday evenings through April, 2002, which would conflict with the current meeting schedule. Planning Board members present were willing to discuss changing the meeting date, on a short-term basis, to accommodate Ms. Horrigan' s schedule. It was agreed that at the January 24th meeting, the meeting schedule would be discussed and decided. Hammond, seconded by Geiger, moved to adjourn the meeting. Unanimously approved. Meeting adjourned at 9 : 30 PM. Building - broaden definition. 9. No comments. 10. Frontage - lake shore boundary line description incorrect (not mean high water mark - parallel with thread line of the lake). 11 . Home occupation - "including but not limited to"; hotel - inclusion of reference to restaurant inconsistent with New York law definition; handicapped - "being regarded as" (by whom) ? 12. Light industry - "treatment" (heat, pressure-treated?); remove "lodge" definition (doesn't exist in NY law) ; add definition for "inn." 13 . Lot line, front - lake shore frontage (parallel with thread line of the lake). 14. Manufactured home, manufactured home park, mobile home, motor home definitions need clarification. Include modular home & mobile home park definitions. 15 . Nursing home - broaden definition to include all types; research and development enterprise - manufacturing "except as an incidental activity"; restaurant, fast food (drive-through?). 16 . Sawmill - "treating"?; sign, off-premises (discuss pros & cons of billboards) 17. No comments. 18 . 4.2 Right to Farm - "proper use of agricultural chemicals"; 4.3 Permitted Uses - "Kennel" should be listed under "uses allowed by special permit"; Roadside stand - sale of produce and baked goods (not including crafts and other items, flea markets). 19. 4. 3 Permitted Accessory Uses, Customary home occupations - no goods publicly displayed?; 15 foot free-standing dish reference seems unnecessary. 4.4 Uses Allowed by Special Permit - opening paragraph unclear; Church, etc. - "convent" (not legal use). 20. . Extractive industry, Hunting club, lack definitions; Delete "Lodge"; Public & private school, etc. - "dormitory accommodations" (legal use?) ; 4. 5 Lot Area & Yard Requirements - lot area, front yard set back, etc. 21 . Max lot coverage "5%"?; "feedlot"?; delete "lodge. " 22 . 5 .2 Permitted Uses - Communication transmission towers; 5 . 3 Permitted Accessory Uses - delete "free-standing dish" paragraph (see # 19). 23 . What is "Non-commercial garden"? 5 .4 Uses Permitted by Special Permit - define "cemetery." 24. Library, museum - define; 5 . 5 Lot Area & Yard Requirements (see #20).
