Bookkeeping is going well. We don't have any money but it's reconciled. The Health Insurance Consortium has worked out all of its dealings with the Department of Financial Services and their nest board meeting will probable adopt the new municipal agreement. They have to review it ever, five years. They will be expanding beyond the seven counties that are currently involved to include sixteen counties. Budget time is coming up and Mr. Rankin will be getting worksheets to department heads. RESOLUTION 420-058 - 2020 BUDGET ADJUSTMENT MOVED be Supervisor Scheffler, seconded be Councilperson Gamel RESOLVED, that the Town Board hereby approves the following 2020 Budget _adjustment: General Fund, Town Wide: From: Contingence. _1990.4 ..........................$100.00 To: Buildings. _alanm System, A1620.41 Ayes - Clark, Young, Klumpp, Gamel, Scheffler Nays - Resolution Passed W. Rick Fritz, Code/Fire Enforcement Officer - Submitted monthly reports for the Board's review. Things are going along normally. It's been so bot that some people are not so busy. nlichael Perkins, Highway Superintendent - The Highway Department has been busy patching potholes, roadside mowing, mowing cemeteries. Truk #29 sold for $12.000.00. The plow equipment was kept. The Walpole Road project is coming along well and I'd like to say that these guys have done an outstanding job, and I'm very proud of everything they've done. I can't comment enough about everyone who works here: they have done a fantastic job. We got a letter from Tompkins County and we're going to take about a 13.4800 cut in our snow and ice program, which is $27.691.70. The good thing was that we got the CHIPS paperwork together early and got it in and we are one of the few who got all of our money from what I understand. Hopefully we will be oil and stoning in a couple weeks. Councilperson Clark commented on the good job they had done mowing roadsides. Councilperson Gamel - I was up to see the guys the other day on Walpole Road and as I was leaving, one of the neighbors stopped me and said be just wanted to come out to tell me what a great job those guys are doing up there, and how beautiful it looks, and how happy they are up there on Walpole Road with everything. It looks absolutely fantastic. So, thank you guys, all of VOu. Supervisor Scheffler - We have a lot of talent and we appreciate it. April L. Scheffler, RMC, Town Clerk/Tax Collector - Submitted monthly reports for the Board's review. We started selling hunting licenses on Monday. The new system is working but there is a lot to be desired where it is concerned. Town Board Allnutes Page 3 dngnst ll, 2020 Francis Casulto, Attorney for the Town — Was not present. John J. Norman and A. D. Dawson, Town Justices - Were not present. Councilperson Crestal Young as Representative to Joint Youth Program — The Joint Recreation Committee met last week. The pool has been opened. There has only been 40 - 60 people per day. You have to preregister before going and it's only for Groton residents. So, the participation is way down but at least it was open. The lifeguards are college students who will be going back after this coming week so this is will be the last week that the pool is open. We discussed the _adopt a Trail Program that they're putting together to take care of the trails that they established over the past year. They have about four organizations interested and still need about one more organization to take over the remaining section of trail. The Tompkins County Partnership met at the end of Jule and discussed the budget. They had two proposals, one for a 00o increase and one was for a 50o reduction. _after discussing what that would mean and what programs would have to be taken away, in addition to losing a recreation coordinator and assistant if they went with the 50o reduction, and based on what it would actually save people, they decided not to go with that. So, they went with the 00o increase. Ben Nelson, Groton Fire Chief - As with everything this year, there is very little to report. We have had 107 fire calls and 495 EMS calls. We are well under where we were last year at this point. We were around the 700 mark for EMS calls at this time last year. The one location that was such a problem, has gone through a serious administration change in the past week, and things are looking up there. I just did an interview for a part-time paramedic this evening. I am trying to fill our pool of people so we don't have to pay so much overtime for the frill -time people. Councilperson Gamel asked if the numbers were down because of COVID and people just didn't want to go to the hospital. Mr. Nelson said yes, but things were beginning to pick up with more overdoses and recreation type injuries as people enjoy the summer mouths. RESOLUTION 420-059 - ADOPTION OF THE RETENTION AND DISPOSITION SCHEDULE FOR NEW YORK LOCAL GOVERNMENT RECORDS. MOVED by Councilperson Gamel, seconded by Councilperson Klumpp RESOLVED, that the Town Board of the Town of Groton hereby adopts the Retention and Disposition Schechde forNeur 1"orkLocal Government Records (LGS-1), issued pursuant to _-Miele 57-A of the Arts and Cultural _affairs Law, setting forth legal minimum retention periods for local government records and the lawful disposition of those records deemed to be of no value, and be it further RESOLVED, that in accordance with Article 57-A, no records described in the Retention and Disposition Schechde forNeur 1"orkLocal Government Records (LGS-1) will be disposed of until after they have met the minimum retention periods described thereon, and then only following a detennination that such records do not have sufficient administrative, fiscal, legal, or historical value to merit retention beyond the minimum periods. Dan Cerretani has submitted an application to fill a vacant seat of the Town of Groton Planning Board and has been recommended by the Planning Board to fill said vacant seat, now therefore be it RESOLVED, that the Town Board hereby appoints Dan Cerretani to the Town of Groton Planning Board for a teen beginning _-august 11. 2020 and ending December 31. 2020. Ayes - Clark, Young, Klumpp, Gamel, Scheffler Nays - Resolution Passed RESOLUTION 420-061 - RE _APPOINT MONICA C AREY TO PLANNING BOARD MOVE by Supervisor Scheffler, seconded by Councilperson Gamel WHEREAS, Monica Carey has submitted her resignation from the Town of Groton Planning Board, effective Jule 31. 2020 due to the fact that she is retiring under the New York State Retirement System, now therefore be it RESOLVED, that the Town Board hereby re -appoints Monica Carey to the Town of Groton Planning Board for a teen beginning _-august 11. 2020 and ending December 31. 2026. Ayes - Clark, Young, Klumpp, Gamel, Scheffler Nays - Resolution Passed Supervisor Scheffler - We have no idea what is going to happen in the nest few months or nest year. The tax cap is set by the State at approximately 1.50 0. In order to override the tax cap, we have to pass a local law. Hopefully, we don't have to use it, but just to be safe I thought we should pass the law, if the Board agrees. Supervisor Scheffler introduced the following proposed local law: Town Board Allnutes Page S dngnst ll, 2020 Propose Local Law 41 for the Year 2020 A Local Law Overriding the Tai Leve Limit Established in the New York General municipal Law §3-c in and for the Town of Groton Be it enacted by the Town of Groton Town Board, as follows: SECTION 1. LEGISLATIVE INTENT It is the intent of this local law to override the limit on the amount of real property taxes that may be levied by the Town of Groton. County of Tompkins pursuant to New York General Municipal Law §3-e, and to allow the Town of Groton to adopt a Town budget for (a) Town purposes and (b) any other special or improvement district governed by the Town Board for the Fiscal Year 2021, that requires a real property tax levy in excess of the "tax leve limit" as defined by the General Municipal Law §3-c. SECTION 2. UTHORITY This local law is adopted pursuant to Subdivision 5 of the New York General Municipal Law. §3-c, which expressly authorizes the Town Board to override the tax leve limit by the adoption of a local law approved by a vote of sixty percent (600 o) of the Town Board SECTION 3. TAS LEVY LIMIT OVERRIDE The Town Board of the Town of Groton. County of Tompkins, is hereby authorized to adopt a budget for the Fiscal Year 2021 that requires a real property tax leve in excess of the limit specified in the New Fork General Municipal Law §3-c. SECTION 4. SEVERABILITY If any clause, sentence, paragraph, section, article or part of this local law shall be adjudged by any court of competent jurisdiction to be invalid, such judgment shall not affect, impair, or invalidate the remainder thereof, but shall be confined in its operations to the clause, sentence, paragraph, section, article, or part thereof directly involved in the controversy in which such judgment shall have been rendered. SECTION 5. EFFECTIVE DATE This Local Law shall take effect immediately upon filing with the Secretary of State. Councilperson Klumpp - What are the negative impacts if we don't pass it? Supervisor Scheffler - The tax leve has to be under 1.50o. We are limited by State law. Councilperson Klumpp - And we're doing it because we think we're not going to get the fluids that we have in the past? Supervisor Scheffler - We don't know. Our sales tax is down: the Count}, has made cuts: the State will probable make more cuts. _-Mother round of COVID and who knows what's going to happen. Councilperson Young - Have We ever done this before? Supervisor Scheffler - No. Councilperson Young - Does this have to do with the equipment that needs to be replaced? Supervisor Scheffler - If we have to go over, this enables us to. Hopefully, we don't have to use it. It's an insurance police in case we have to go over the limit. We have to set a public Town Board Allnutes Page 6 dngnst ll, 2020 bearing. Then if it's okay with the public and there's no changes, we can vote on it after the public bearing. Councilperson Iilumpp - I would like to set a public bearing, because I'd like to bear what the public thinks and hopefully, we get some people here to voice their opinions, instead of not saying anything to the Board and then complaining about it afterwards. I would like to bear different viewpoints. Mr. Rankin - Just for your information, the Village has adopted this law every year automatically and it's ready to go if we need it. We still try to stay within the tax cap and have had to actually use the law, maybe once or twice. The good thing is, that if you adopt it, and let's say there's an error in the budget that would make it over the cap, if you have the law, it doesn't matter. _after further discussion, a public bearing was set RESOLUTION 420-062 - SET PUBLIC HEARING ON PROPOSED LOCAL LAW 41 FOR THE YEAR 2020 MOVED by Supervisor Scheffler, seconded by Councilperson Young RESOLVED, that the Town Board hereby sets a public bearing for Tuesday.
