He has started to work on the 2021 budget. The retirement bill did go down somewhat but everything else will probably go up. RESOLUTION 420-064 - 2020 BUDGET ADJUSTMENT MOVED by Supervisor Scheffler, seconded by Councilperson Gamel RESOLVED, that the Town Board hereby approves the following 2020 Budget _adjustment: General Fund, Town Wide: From: Contingency. _1990.4 .............$2.050.00 To: Cemeteries. _8810.4 ...................500.00 _-auditing. _1320.4 ....................1.550.00 Ayes - Clark, Young, Klumpp, Gamel, Scheffler Nays - Resolution Passed W. Rick Fritz, Code/Fire Enforcement Officer - Submitted monthly reports for the Board's review. Nothing new happening. Working on pennits and inspections. nlichael Perkins, Highway Superintendent — We've been busy installing culvert pipes, ditching, hydro -seeding, shoulder repairs, roadside mowing and preparing for putting on oil and stone on Old Stage Road tomorrow. Also, some cold -patching and hauling sand for the winter. April L. Scheffler, RMC, Town Clerk/Tax Collector - Submitted monthly reports for the Board's review. They will be placing the shed for food scrap collection nest week. Francis Casullo, Attorney for the Town - Had nothing to report. John J. Norman and A. D. Dawson, Town Justices - Were not present. Councilperson Crestal Young as Representative to Joint Youth Program — There has been some vandalism on the trails to the trail markers. Youth cross country has been canceled for the fall and soccer, football, and cheer are to be detennined. Supervisor Scheffler asked what the policy was for hunting season. Ms. Young said that they don't close the trails but do put up signs to warn them that it is hunting season. Hunting is not allowed in that area but hunting is allowed on adjoining property. Town Board Allnutes Page 3 September A 2020 RESOLUTION 420-065 - SET DATE & TIME FOR PUBLIC HEARING ON 2021 BUDGET MOVED by Supervisor Scheffler, seconded by Councilperson Klumpp RESOLVED, that the Town Board hereby schedules a public hearing for the Fiscal Year 2021 Town Budget for 8:00 pm on the 131h of October. 2020, during the regular monthly meeting, and be it further RESOLVED, that immediately following the, a public hearing will be held on the Fiscal Year 2021 Groton Fire and _-\jnbulance Contracts Ayes - Clark, Young, Klumpp, Gamel, Scheffler Nays - Resolution Passed RESOLUTION 420-066 - URGING NEW YORK STATE TO ALLOCATE FUNDING TO LOCAL MUNICIPALITIES TO SUPPORT THE PROVISION OF RURAL EMERGENCY MEDICAL SERVICES MOVED by Supervisor Scheffler, seconded by Councilperson Gamel WHEREAS, volunteer Fire Services and Emergence Medical Services (EMS) in rural New York State have been under pressure for many years with ongoing declining volunteerism, leading to the closure of departments and the expansion of coverage areas for nearby agencies, which themselves struggle with staffing in an environment of ever-increasing costs, and WHEREAS, efforts to increase volunteerism, particularly in EMS, while noble, are neither sustainable nor effective enough to make a meaningful impact, and WHEREAS, as a result of these circumstances, mane municipalities have been forced to implement paid EMS Departments, contract for services with other paid departments, or do without timely EMS coverage for their residents, and WHEREAS, the ongoing COVID-19 pandemic has highlighted the critical nature of EMS, particularly in rural areas where EMS response is the primary source of frontline emergence healthcare to millions of New York residents, and WHEREAS, as a subset of the healthcare field, annual EMS cost increases strain the budgets of rural towns and villages who are nevertheless morally and ethically obligated to provide these services to their constituents, and WHEREAS. Article XVII §3 of the New Fork State Constitution states that. "The protection and promotion of the health of the inhabitants of the state are matters of public concern and Provision therefore shall be made br the state and by such of its subdivisions and in such rammer, and br such means as the le2islature shall from time to time determine. " (emphasis added), now therefore be it RESOLVED, that the Town of Groton requests the Tompkins County Legislature call upon New Fork State to allocate funding to local municipalities to support the provision of rural Emergence Medical Services, and be it further RESOLVED, that the Town of Groton requests the Tompkins County Legislature advocate for a Consolidated Local Street and Highway Improvement Program (CHIPS) or State Operating _assistance (STOA) model of funding wherein fiends will be allocated to municipalities using a Town Board Allnutes Page 4 September A 2020 formula which takes into account call volume, coverage area, and funding needs, and be it further RESOLVED, that the Town of Groton calls upon New York State to consider and allocate these funding requests, and be it further RESOLVED, that the Town Board hereby directs the Town Clerk to forward copies of this resolution to New York State Senator Seward, Assemblyperson Lifton, and the Tompkins County Legislature. October 5. 2020 at 7:00 pm so that the Town Clerk may present the 2021 Tentative Budget to the Town Board. Ayes - Clark, Young, Klumpp, Gamel, Scheffler Nays - Resolution Passed Privilege of the Floor: Eric Satterly - I'm Depute Highway Superintendent for the Town of Groton, as you all know. I just want to say what a wonderful job that they did on Walpole Bridge and Walpole Road. These guys went above and beyond. They got the pennits and did a really, really great job. Thee saved the Town a lot of money. I've had more than one person come and tell me that they were working like honeybees up there. They were just non-stop and were really, really good. We've got some great operators and some good guys. They got all the pennits. I've never seen anything like it. They didn't have to, but they did. Whatever you ask these guys to do, they do. They are great guys. I've never seen a municipality that has such good attitudes as they do now. They really do, and they are just great guys. I just want to say I'm really proud of the work that they did. Supervisor Scheffler - To add to that. I had a member of community call me the other day and say what a great job that they're doing on culverts. Mr. Satterly - Oh, they have, anNqhing you ask them to do. We have a laser, which we've had over a year now, and it makes a difference. Councilperson Clark - Just where you've leveled Old Stage Road. I wish the State could see that. It's beautiful work. Councilperson Gamel - I said it last month, but I stopped a couple times to see how the work was going on Walpole Road and I had a neighbor stop me and tell me what a great job they were doing and just so impressed. PUBLIC HEARING ON PROPOSED LOCAL LAW 41 FOR THE YEAR 2020 MOVED by Supervisor Scheffler to open the Public Hearing, seconded by Councilperson Gamel at 8:00 pm _dyes - Clark. Young, Klumpp, Gamel, Scheffler Clerk Scheffler read the public notice, which was duly printed in the Town's official newspaper. the Cortland Standard, on _august 29 and 31. 2020 as well as in the Freeville Shopper. Supervisor Scheffler read the proposed local law. He explained that the Board was proposing this law because they do not know what will be happening in the future with sales tax and State aid. The Governor is talking about cutting everything 2000. The Board is not intending to actually override the tax cap but this local law will allow them to if they have to. He asked if anyone from the public would like to speak and no one did. MOVED by Councilperson Klumpp to close the Public Hearing and return to Regular Session, seconded by Councilperson Gamel, at 8:05 pm. _dyes - Clark. Young, Klumpp, Gamel, Scheffler RESOLUTION 420-068 - ADOPT LOCAL LAW 41 FOR THE YEAR 2020 MOVED by Supervisor Scheffler, seconded by Councilperson Gamel RESOLVED, that the Town Board hereby adopts Local Law #1 for the Year 2020 entitled "A Local Lair Overriding the Tax Levy Lnvt Established in the Nein 1"ork General AInrncipal Lair <_ -c in and for the Torn of Groton.
