SPECIAL TOWN BOARD MEETING BUDGET WORKSHOP The Special Meeting of the Town Board of the Town of Cortlandville was held via Zoom video and telephone conference as permitted by the Executive Order of the State of New York, with Supervisor Williams presiding. Members present: Supervisor, Thomas A. Williams Councilman, Jay E. Cobb Councilman, Jeffrey D. Guido Councilman, Theodore V. Testa Councilman, Douglas E. Withey Town Clerk, Kristin E. Rocco-Petrella Others present were: Town Financial Advisor, Richard Tupper: Supervisor’s Secretary, Patty O’Mara; Assistant to the Supervisor’s Secretary, Amanda Rainbow; Town Bookkeeper, Megan Johnson; Highway Sup’t. Larry Drach; Robert Martin; and News Reporter: Kevin Smith from the Cortland Voice. Supervisor Williams called the Special Meeting to order for the purpose of a Budget Workshop to discuss the 2022 Tentative Budget. Supervisor Williams: Thank you. This is a Budget Workshop scheduled and advertised. It's for the Board Members to discuss the Tentative Budget as proposed a few days ago, and the floor will not be open to anybody but people on the Board, Board Members. And, I have reached out to them today and ask them, that if they have a question about any particular item that because we're doing Zoom, that they identify: first the page in the Tentative Budget which are already numbered, and then eventually the line number, so that we don't have to try to flip around and figure out where we are and what we’re doing. That should make it easier for everybody. So, if you have a question about something on page 28 you say page 28. … recognized … . We'll get there, I think, quicker. Less shuffling a paper and all that. Everybody good with that? Councilman Cobb: Yes. Councilman Withey: Works for me. Councilman Testa: No problem. Supervisor Williams: Alright, so I'm going to ask our financial folks, Dick Tupper, who's our advisor, and Megan. Maybe in that order, I don’t know. Give us sort of an overview of the process and where we are now. He's muted. Okay. Dick, you're muted. Richard you're muted. Town Bookkeeper Megan Johnson: He’s trying. Supervisor Williams: Okay. Town Financial Advisor Richard Tupper: Thank you. Technology. Supervisor Williams: Dick the secret, I think I found out, is you always look for the red. If it’s red it’s a command signal. Town Financial Advisor Richard Tupper: I can use a laptop, but never a Chromebook. So, what I'm going to try to do is just go over the highlights and then I'll take the questions. Start out with some of the obvious stuff, the spending is down 4.7%. The tax levy is up 4%. The unexpended fund balance is down 36.7%. Sales tax was $2 million in 2021, and this year's budgets got $2,335,000 in sales tax in it. The current COLA announced by the federal government was 5.9% today, and the Board made a decision, a month ago or so. So, all the salaries in the budget have been increased across the board by 5%. And that's, that's the general round house. Supervisor Williams: Richard, let’s hold any comment on personnel issues to executive session at the end of the meeting. Town Financial Advisor Richard Tupper: Okay. Alright. In the A’s, the Courts, got a $30,000 line item. They're buying an X-ray machine for part of the security. The Town Clerk has a $42,500 line and it's to pay for the referendum. The law contract has a $50,000 line in it that was not there before. And the intention is for us to hire a Law Clerk to assist Mr. DelVecchio. The operation of OCTOBER 13, 2021 SPECIAL TOWN BOARD MEETING PAGE 2 the building is down from last year. Culture and Recreation in labor is up $25,000. The Parks represent about 2.6% of our total budget. The revenue for parks is up $123,000. That's because we included five months of PBR revenue. The Records Management, this is the B Budget now, the Records Management has got a $32,000 line budget in it. It's going to be paid for with ARPA funds and that's for Kristin to continue with her digitization of records and ARPA’s going to pay for that. Recreation contracts is up 47%. Most of that included in the contracts we have with the City, McGraw and Homer. In DB, the expenses are down 5.8%. We did increase the equipment line to $300,000. When Larry was interviewing with us he indicated that the cost of equipment is going right through the roof right now. So, everything's going to be terribly expensive. So, we thought instead of $250,000 we would move it up to $300,000. Sewer, the sewer budgets up 6.8%, and most of that is because of a $50,000 increase with our City sewer contract. Water budget’s up 9.7%. And, a lot of that is because we increased the water replacement number to use some of our surplus water funds. And, the sale of water is up significantly, so the revenue is up significantly, but he's got $250,000 now in his Water Replacements. So you can do a small water project right out of his budget, don't have to borrow any money. And that's pretty much a general view. Supervisor Williams: Megan, anything to add. Town Financial Advisor Richard Tupper: No. Just whatever questions you've got. Councilman Withey: I’ve got a few, Dick. Supervisor Williams: Megan, do you have anything to add to the general view? Town Bookkeeper Megan Johnson: No. We talked about it ahead of time and he covered everything very generally. He did a great job. Supervisor Williams: Just wanted to make sure you were on board. Okay. Town Bookkeeper Megan Johnson: Thank you. Supervisor Williams: Alright, questions. Councilman Withey: Page 4...1410.4 and 1420.4. Town Clerk Rocco-Petrella: I'm sorry, I'm gonna interrupt for just one moment. Because we are talking numbers, if you could slow down when you're reciting them, it would be very helpful for me and the transcription. Sorry to interrupt. Councilman Withey: No problem. So again, Page 4; line, A1410.4. Significant increase contractual just to, if you highlight that for me. Town Financial Advisor Richard Tupper: Yes, that's up $35,000, the estimated cost of the referendum was $35,000. And $10,000 was included to cover any legal costs that we might have with the referendum. Councilman Withey: Okay. Same page. Page 4, A1420.4. I assume this. I don't want to assume. Town Financial Advisor Richard Tupper: That's the, it's a part-time Law Clerk. Councilman Withey: Okay. Town Financial Advisor Richard Tupper: And that is for Mr. DelVecchio, it was $10,000 last year we moved it up $40,000 to $50,000. So that'll be able, should be enough, to cover a part-time Law Clerk Supervisor Williams: Dick, I think. let’s change the verbiage from Law Clerk to Paralegal. Town Financial Advisor Richard Tupper: Paralegal? Okay. Supervisor Williams: I think that's more accurate. Town Financial Advisor Richard Tupper: There’s no titles in our budget. Supervisor Williams: Understood. OCTOBER 13, 2021 SPECIAL TOWN BOARD MEETING PAGE 3 Town Financial Advisor Richard Tupper: Okay. Councilman Withey: Okay. Page 5, A1620.4. Town Financial Advisor Richard Tupper: We had $600,000 in that last year. And that's because there was a $500,000 building, and a $500,000 BAN. We didn't build the building and we didn't issue the BAN, but we still have to pay the expenses on the building for maintenance, electric, cable, telephone. And they generally run somewhere around $100,000. We moved that up a little bit this year just to cover in case we have inflation. Councilman Withey: Sure, that makes sense. And see… Page 6. A little unclear. I’m looking at the General Government support is $234,309. So, big reduction there from the previous year. Town Financial Advisor Richard Tupper: Which line are you on? Councilman Withey: It’d be in the Special Items, the totals there for total General Government Support. So the total’s come down $234,000 and change. Councilman Withey: Go ahead, Town Financial Advisor Richard Tupper: I’ve got the total Federal Government Support at $109,350. And that's the specialized. Councilman Withey: Yeah. And last year it was $104,350 so it's up five grand. Councilman Withey: Okay. And, Page 6 again, A3320.4, Street Lighting, I’m just not sure what that covers. Town Financial Advisor Richard Tupper: Is that the Contractual Parking? Councilman Withey: Yes. Town Financial Advisor Richard Tupper: We have to provide the Sheriff's Department with parking tickets. They will not print tickets, and they don't issue parking tickets, except in the Town of Cortlandville. And, that number has been in the budget for all the years I've been here, and we don't spend it. It doesn't appear year after year, so we don't know how many parking tickets, the Sheriff has with our name. Councilman Withey: Right. Town Financial Advisor Richard Tupper: That, or Fire lane. Councilman Withey: That refreshes my memory. I remember talking about that last year. So, Supervisor Williams: You assured me, I talked with Mark, at length, about this, he looked at their supply. He said, you know, we've got a bunch, but let's be safe and have more, so that's why it went from $2,000 to $1,500. Councilman Withey: Gotcha, makes sense now. Under... I'm sorry, Page 8. A7110.1. Town Financial Advisor Richard Tupper: Yes. The personnel was $50,000 last year, we moved it up to $75,000, because the Board Members had asked that we put the salaries for the Highway people that were doing the mowing and the maintenance out there, they're being currently run through the Highway Budget. We increase that by $25,000 to cover the cost of the Highway people that work at the Park. Councilman Withey: Okay. So highway expenses, personnel. Okay, A7110.4. Town Financial Advisor Richard Tupper: That's the Gutchess Park Contractual. Last year it was 30, we moved it up to 40. We're going to have four fields out there, we're going to have a lot more people out there, so we're assuming there's going to be some additional expense. We want to make sure we've got it covered. Councilman Withey: And, the current $30,000 covers just the ball diamonds, or is it more than? OCTOBER 13, 2021 SPECIAL TOWN BOARD MEETING PAGE 4 Town Financial Advisor Richard Tupper: As of right now, we've already spent almost $40,000 this year. Councilman Withey: Okay. Town Financial Advisor Richard Tupper: And, so moving it to $40,000 may not be enough, but that seemed to be a number everybody agreed on. Councilman Withey: Gotcha. That completes that page. Page 11, A1001. Town Financial Advisor Richard Tupper: The Property Taxes? Councilman Withey: Yeah. Town Financial Advisor Richard Tupper: The Property Tax figure is the taxes necessary to balance our budget. There's property taxes in the A line, and there's property taxes in the DB line. B and DA have no taxes in them. Councilman Withey: Okay. And the 1081? Town Financial Advisor Richard Tupper: That's PILOT Agreements. Councilman Withey: That's what I kind of figured it was, I just wanted clarification. Page 12 A4089. Town Financial Advisor Richard Tupper: Yes, that... you want to know the revenue number? Councilman Withey: Well… Town Financial Advisor Richard Tupper: The $333,000? Councilman Withey: Yes. Town Financial Advisor Richard Tupper: That’s the... Councilman Withey: I thought that was the case. Town Financial Advisor Richard Tupper: That's the ‘22 ARPA money. Councilman Withey: Gotcha. And, A5031, Interfund transfers. Town Financial Advisor Richard Tupper: We get an Interfund Transfer from Water and, we get an interfund transfer from Sewer, because the people over in the main building. From Chavonne to Megan to Kristin are doing work for water and sewer. And, years ago the city told us that we should be charging for that. And, the Water people should be paying it because it's an expense for the time and effort and that would include salaries for Tom, the Board Members, the Bookkeeping, your Auditors are all the people that are involved. And plus, it's almost 100% of the salary for Chavonne Councilman Withey: Next, Page 13, Records Management. I think you already explained that earlier but B1460.1. Town Financial Advisor Richard Tupper: We are going to use some of the ARPA money, so that Kristin can accelerate her digitizing records, and she asked us if we put that amount in, and we put $32,000 in our revenue to cover it. Councilman Withey: Okay. Same page. B1460.2. There’s a lesser amount this year. Just curious. Town Financial Advisor Richard Tupper: It's an equipment line and I think that, that was one of Tom's suggestions. That we weren't spending, if you look, we hadn't spent any money for a couple of years, so we decided that it would make sense to lower that. Councilman Withey: Okay. And... Supervisor Williams: Not only there, but across several of the other departments. OCTOBER 13, 2021 SPECIAL TOWN BOARD MEETING PAGE 5 Town Financial Advisor Richard Tupper: Correct. Town Clerk Rocco-Petrella: And that line is specific to Records Management. Supervisor Williams: Yup. Town Clerk Rocco-Petrella: And we just... our nice big ‘Stella’ scanner a year ago and we purchased most of our desktop scanners Doug, so I'm okay with that. That's my line, so I'm okay. Councilman Withey: I'm okay with it too. I just... trying to fill in the gray area. B1460.4, Contractual Expense. Town Financial Advisor Richard Tupper: That's all part of Records Management. So Kristin's the one that fills those numbers in. Councilman Withey: Okay, so the Contractual Expense is to who? Town Clerk Rocco-Petrella: That’s all for, hopefully, if you’ll allow me to use the ARPA money for digitizing the records. Councilman Withey: Okay. Town Clerk Rocco-Petrella: The .1 is for Nick’s salary, Doug. Councilman Withey: Gotcha Town Clerk Rocco-Petrella: And the .4 is to send out... I've got records that need to be flat scanned that we can't do in house, and to pay somebody to, to help with that. Councilman Withey: Gotcha. Youth Program, on Page 14, B7310.4. Town Financial Advisor Richard Tupper: Where, what was that number again? Councilman Withey: Page 14, B7310.4. Went from $60,000 to $112,000. Town Financial Advisor Richard Tupper: And that money goes to the City of Cortland, the Village of McGraw, and the Village of Homer. Councilman Withey: Okay. Town Financial Advisor Richard Tupper: Those are all by contract. Councilman Withey: Okay. Page… nope, I’m covered on that one. Page 17, B1120. Town Financial Advisor Richard Tupper: That's our Sales Tax line. And, as I indicated before, we have increased the Sales Tax from the $2 million figure in this year's budget to $2.335 million. So, $435 million goes into this account, and $1.9 million goes into the DB account. Those are the only two accounts you can put Sales Tax in. Councilman Withey: Gotcha. Page 21, DB5112.2 Town Financial Advisor Richard Tupper: That's our Chip’s funds. And, that number comes from the Highway Department and comes from the State of New York. Councilman Withey: And 5130.2. That's for the… We have a list of equipment that costs a lot more than $300,000, and we put $300 instead of $250 just because of the cost increases that Larry, the truck he wants to buy is already up by several thousand dollars and he hasn't even ordered it yet. Councilman Withey: Gotcha. This another snowplow truck is it Larry? Highway Sup't Drach: Yes, it is... And two pick-ups that we didn’t get last time. Councilman Withey: Two pick-ups. Okay. Town Financial Advisor Richard Tupper: And the pick-ups, tell him how old they are Larry. OCTOBER 13, 2021 SPECIAL TOWN BOARD MEETING PAGE 6 Highway Sup't Drach: We have 2004s still. Councilman Withey: That's almost old enough to vote. Highway Sup't Drach: What’s that? Councilman Withey: That's almost old enough to vote. Highway Sup't Drach: Yeah. Councilman Withey: Let’s see... so Page 22, DB5142.2. Supervisor Williams: Page what Doug, I didn’t hear you. What page? Councilman Withey: 22. Item DB1542.2. Town Financial Advisor Richard Tupper: That's a number that Larry put in the budget. So we spent $14,000 in the first six months of the year and we had zero budgeted. So… Councilman Withey: Okay. Town Financial Advisor Richard Tupper: Larry put that number in and he would have to tell you what it's for. Councilman Withey: No that's fine. It wasn't there last year and it’s there this year so… you explained it well for me. And, the last one I’ve got is Page 34, SW… must have wrote down the wrong number. Let's see if I got… I wrote down a bad number so we can... no, here it is. It’ll be SW8340.41, Water Replacement Projects. Town Financial Advisor Richard Tupper: 41… Okay. We. Yes, I mentioned that we had $155,000 in that this year. And because of extra revenue and extra sales we increased it to $218,000. And that should be enough money to do a small water project and pay cash for it without going to bond. Councilman Withey: I remember you saying that Dick, I just didn't have time to write down, or find it on the page. So… Okay, that answers the questions that I had. The rest looks to be in order. Oh… when I look at comparing last year's Budget Line to this year am I seeing a 3.5% increase? Town Financial Advisor Richard Tupper: I've got the total budget, I think… now spending is actually down 4.7% between last year and this year. Councilman Withey: Right. When I take the summary pages of last year to this year. Town Financial Advisor Richard Tupper: Yeah, I don't include Water and Sewer because they wash and the Fire Department washes. Councilman Withey: Okay. Town Financial Advisor Richard Tupper: I only include the $7,570,000 for the Town. And last, in ‘21, it was $5,925,000. The Water and Sewer brings in enough revenue to pay their expenses. So… And they’re going up, because revenue was up in both. Councilman Withey: So you keep them separate from the... Town Financial Advisor Richard Tupper: I do. They're included when Mark... when we do the audits and stuff like that they're all included because that actually is our tax liability, but it's also. It's got the Fire Departments $850,000 that we have nothing to do with. Councilman Withey: But, what's the percentage of increase keep all things equal last year to this year. Town Financial Advisor Richard Tupper: Okay. Give me a second here. Councilman Withey: Sure. OCTOBER 13, 2021 SPECIAL TOWN BOARD MEETING PAGE 7 Town Financial Advisor Richard Tupper: Did I bring a calculator? I know I brought one. Okay. I got 1.7 and a half percent. Looks like it's up about little less than $200,000. Councilman Withey: Okay. Town Financial Advisor Richard Tupper: And if you take that $200,000 and divide by $10,900,000, it comes up to about 1.7 and a half percent. Councilman Withey: So on the budget, this is only part of what we're discussing today so to get up to the 10 point… whatever was there a million. Town Financial Advisor Richard Tupper: Well we did discuss Water/Sewer, right. And, A, B, DB. DB is obviously the Bridge account. It's a wash. And then your DA. DB is Highway. So we've discussed Water/Sewer. All five of the account that we spend most of our… all of our money. Councilman Withey: Okay. And the Fire Department. This listed in here, that's not part of our... I know they're independent, so to speak or whatever. Town Financial Advisor Richard Tupper: The Fire Department sends over a budget, and Kristin puts that number in, based on their budget, and the Fire Tax is calculated by the County Councilman Withey: You’ve answered every question I've had, so thank you. Town Financial Advisor Richard Tupper: You're welcome. Supervisor Williams: Jeff, let’s do a round table here. Jeff, do you have anything to ask about? Or add or subtract? Councilman Guido: No, I think this is very good. Everything was pretty self... or pretty explanatory. Thank you, Dick and Megan. Town Financial Advisor Richard Tupper: Thank you. Supervisor Williams: Teddy, you good? You’re muted Ted. Teddy… Councilman Cobb: There you go. Supervisor Williams: Ah. Attaboy, Ted did you have anything to add? Councilman Testa: No thank you, very good Dick budget. Supervisor Williams: And, you've looked at a lot of them, haven’t you Ted? Councilman Testa: Yes. Town Financial Advisor Richard Tupper: This is my 17th for you, and 13 or 14 for the County. Supervisor Williams: Teddy’s got 30 some under his belt, right? Councilman Testa: I can't remember. Supervisor Williams: Oh that's good Ted. Jay, you got anything to add? I asked Jay to sit in yesterday. We sorta did, Dick and Megan and I sort of did a last minute, not last minute, last day review. Jay was there anything to add or subtract Jay? Councilman Cobb: No, I think we went through all pretty well yesterday and I want to thank Dick and Megan and you yourself for your work on it. Supervisor Williams: You do what you gotta do. Alright. I don't think we need to have another workshop, we could, we could do that if necessary, but I think everybody's satisfied with this. So I guess we're going to move this to, and Kristin correct me if I'm wrong, we’re going to move this to our next scheduled meeting, which is the third of November. Town Clerk Rocco-Petrella: So, if you do not make any changes to this at the next meeting you can declare that you're not making any changes and you can make the tentative budget, the preliminary budget, and schedule, a Public hearing to be held November 3rd. You cannot... you OCTOBER 13, 2021 SPECIAL TOWN BOARD MEETING PAGE 8 cannot hold a Public hearing until after the election, which is November 2nd. And, you must hold it by November 4th. Town Financial Advisor Richard Tupper: What is the date for a preliminary? Town Clerk Rocco-Petrella: You... well... Town Financial Advisor Richard Tupper: When does it have to be done? Town Clerk Rocco-Petrella: In order to publish the notice, the notice has to be published five days before the public hearing so… I'm looking at a calendar here, sorry. I would say that you'd want to have it finalized by the 25th of the month, so that by the 27th Megan could have it printed, and I can have the notice published. That'd be a week before the public hearing. Town Financial Advisor Richard Tupper: Okay, because just with the work that we did yesterday we can see there's some changes that are going to be made. Supervisor Williams: So let’s discuss them and our next meeting which is next Wednesday the 20th. You know, for all satisfied we’ll move that tentative to the preliminary. Have a public hearing on the meeting on the third. My suggestion is that, rather than adjourn that meeting, we go into recess the third. Come back on the fourth to accept it. After we've heard or make changes once we’ve heard public comment. Town Clerk Rocco-Petrella: So… Town Financial Advisor Richard Tupper: One last comment from me. The Board Members, you should all make sure you thank Megan. There’s an awful lot of effort that goes into this budget and takes an awful lot of hours at home and here. So, just… Supervisor Williams: Well the bright side, Dick, she doesn't have to feed her kids today, that's being taken care of by someone else. Town Clerk Rocco-Petrella: So Tom, you do have... the final budget does not have to be adopted until November 20th, that’s the final date. So you don't, after the Public hearing on November 3rd, you don't have to adopt the budget until... the 17th you meet again. So you could adopt it… Supervisor Williams: Nah. Let’s... I'm thinking let's get this over with. It’s too an important piece hanging out there. So, why don't we do this. Why don't we... on the 3rd of November we will recess until the eighth. That would be Monday. Or 9th or 10th, I don't care, one of those days. First part of the next week. And, and, you know, approve it. Pick a day, I don’t care. What do you think Kristin? Move it to the 10th? Town Clerk Rocco-Petrella: We have the day...When is Veterans Day? Is that the 11th? Councilman Cobb: Thursday the 11th. Town Clerk Rocco-Petrella: The 11th. Okay, that's... I guess it depends on if you have… if you think you'll have changes... And you adopted this night as the Public hearing. Supervisor Williams: We want to hear what the folks have to say, and before we vote. So I would say do the public hearing on the third. And then I could say, several days thereafter, few days thereafter. So you have a chance to you know look at those comments. Town Clerk Rocco-Petrella: Okay. Councilman Withey: I got a question for Dick. You said, after yesterday you had a few changes. You're muted Dick. Town Financial Advisor Richard Tupper: Yes. Yesterday while we were sitting here going over the figures and with some discussions, we've been having with our accounting people. There are some things that we want to change. So, we get a list of those sometimes soon as you made those changes. Town Financial Advisor Richard Tupper: Yes. Tom will have everything. I'm not going to be available on the 20th, so I'll make sure that you've got all your changes. OCTOBER 13, 2021 SPECIAL TOWN BOARD MEETING PAGE 9 Councilman Withey: Perfect. Supervisor Williams: Alright, is that a plan? Councilman Cobb: Sounds like it to me. Councilman Withey: So, the third. Supervisor Williams: I guess we will adjourn on the third. No, adjourn to the 20th. At which time we will move this on to the third. Yep. Town Clerk Rocco-Petrella: You're going to close the Budget Workshop, correct? Supervisor Williams: I'm going to close this and we're going to go into Executive Session, because we have to talk about some personnel matters. Town Clerk Rocco-Petrella: Okay. Supervisor Williams: That affect the budget. Okay? I would say everybody needs to leave. Leave Megan on. Obviously, the Board Members. I'm sorry, Kevin, you're going to get kicked out of here. Patty doesn't have to stay if she doesn't want to. Larry you're good to go, we're just talking about… probably Patty and Larry should leave because we're talking about Town-wide personnel. Megan, you stay please. The meeting was recessed at 4:39 p.m. Councilman Withey made a motion, seconded by Councilman Testa, to adjourn the Executive Session and reconvene the Regular Meeting. All voting aye the motion was carried. The Executive Session was adjourned at 4:42 p.m. Members of the public were invited back into the meeting. Supervisor Williams: Alright, do we have a motion to make changes to the base salaries of all employees in the Town? Councilman Guido: I’ll make the motion. Councilman Cobb: I’ll second it. Supervisor Williams: Motion by Doug. Second by Jeff, I guess. Councilman Cobb: Jay. Councilman Guido: I made the motion. Supervisor Williams: Okay, Jeff made the motion. Jay seconded it?
