The Board of Supervisors of the
County of Tompkins, met in annual ses-
sion at their room in the Court House,
in the village of Ithaca, on the 15th day
of November, 1870, and was called to
order by the nomination of Josiah
Hawes, Esq., of Danby, as temporary
Chairman.
The roll of Supervisors was then
called by the clerk, and the following
members were found present :

M. Smith was unanimously chosen per-
manent Chairman.
The Board then proceeded to ballot

Mr. S. H. Wilcox was then declared
Clerk of the Board for the ensuing

On motion of Mr. Williams the daily

On motion of Dr. Cook,
Resolved, That all resolutions of the Board
be presented in writing.
On motion of Mr. Stevens,
Resolved, That all County orders issued by
this Board be countersigned by the Chairman.;
and all Town orders by the Supervisors of the
respective towns.
On motion of Mr. Smith, the Board
adjourned until Wednesday morning,
at 9 o'clock.

On motion of Mr. Williams,
Resolved, That the County- Treasurer is here-
by directed to pay to Supervisors of the sever-
al towns all fines properly levied in such
towns and received by him.
The Clerk then presented the follow-

place, an examination of the candidates of'the
Duly Assembly District of said County, for the
State Scholarship of 1870 in the Cornell Uni-
versity; and do hereby certify that George. L.
Graham, of the town of Enfield, of.sa.id Conn -
Ly, leas passed the best examination, and that
Henry W. Sackett, of the town of Ithaca, has
ranked second in the examination.

for admission into the Cornell University, in
accordance with the provisions of said law ot
1865 ; and that the said committee meet with
the said School Commissioners, at the reacting
room of the Cornell Library, in the village of
Ithaca, on. the th day June, 1871, at ten
o'clock A. M., for the purpose of making the
examination ; and that the Clerk of this Board
is hereby required to notify the members of
said committee of their appointment.

County of Tompkins.:
Sin: I enclose a form of a statement of the
valuation of Real and Personal Estate required
to be made by you, pursuant to Chapter 117,
of the Laws of 1836, and forwarded to this of-
fice previous to the second Monday in Decem-
ber in each year, under a penalty of fifty dol-
lars, together with a form of a return of incor-
porated companies liable to taxation. It is-
indispensable
eindispensable that this Report be furnished by
Me time prescribed.
The Boarcl of Equalization of Taxes, in pur-
suance of Chapter 312, of the Laws of 1859,
have fixed the aggregate valuation of property
in your County, at the sum of $7,680,703, upon
which amount a State Tax of $55,783,57 must
be levied for the current fiscal year, (commenc-
ing October 1st, 1870, being 7 41 156 mills on
the dollar,) for the following purposes viz: .
Resolved, That the report of the Committee
on examination for CornellUniversity scholar-
ship be accepted, and that the appointment of
George L. Graham be, and the same is hereby
confirmed.
The Chairman then appointed Mr.
Wolcott, Mr. Stevens and Mr. Wort -
man a comrnittee on •the accounts of the
Board of Town Auditors. •
On motion of Mr. Woodbury,
Rooked, That all "bills and demands pre-
sented to this Board be referred to the proper
committee by the Chairman, without further
action by this Board.

Resolved, That in pursuance of 9, Chap.
585, of the Laws of 1865, a committee of three

Mr. Hawes presented the following
preamble and resolution which were re-
ceived and adopted by the Board:
Whereas, At a regular town uueeting of the
toof Danby, in Tompkins County, held in
.said town of Danby, on the 5th day of April,
1870, a majority of the legal voters of said
town, voting. at said town meeting, voted a
tax of three mills on the dollar of the assessed
valuation of said town, for the purpose of
erecting a monument to the memory of the
soldiers of said town who lost their lives dur-
ing the rebellion. .
Therefore, be it Resolved, That in pursuance
of the provisions of 4, chapter 855, laws of
1869, the said -vote of the said town of Danby
is hereby legalized and confirmed ; that the
object for which such tax is to be imposed is
hereby approved by this Board, that a tax of
three mills upon the dollar of the assessed val-
uation of said town, be levied and assessed up-
on the taxable property of said town, in ac-
cordance with and in the manner prescribed
by the provisions of said § 4, chapter 855,
laws of 1869, and that the money so raised'
be expended for the purpose hereinbefore set
flnrth and in the manner prescribed by law.

The Board was engaged during the
evening in the .examination of bills, and
bills from No. 1 to 25 inclusive were
passed.

Resolved, That the Clerk of this Board be in-
structed not to deliver any of the Town or
County orders for bills audited at this session
of the Board, to those persons to whom the_
same are payable until after the adjournment
of the Board. The Board then engaged M au-
diting bills, and bilis from 26 to 61 inclusive
were passed.

Board by H. A. Dowe, Esq., in refer-
ence to raising the salary of District
Attorney. Remarks were made by O.
G. Howard, W. O. Wyckoff and 111.
Van \Talkenburgh, Esq., in favor of the
petition.
I{r. Hawes presented a remonstrance
from certain persons in the town of D'n-
by, against raising money by taxation
for building a Soldiers' Monument in
said town of Danby. On motion of
Mr. Woodbury, the remonstrance was
Laid on the table. -
On motion of Mr. Williams,
Resolved, That in pursuance of the provisions
of chapter 645, laws of 1863, entitled "An Act to
facilitate the construction. of the Ithaca and To-
wanda Bail Road, (by act of Feb. l8th,18 70,now
the Ithaca and Athens Bail Road) and to autho-
rize towns to subscribe to the capital stock there-
of," and of a -notice served upon this Board by
the Commissioners of the town of Ithaca, there
be levied and assessed upon the taxable proi,-
erty,of the said town of Ithaca, the sum of
nineteen thousand, nine hundred and fifty

Resolved, That the Supervisors of the sever-
al towns be and are- hereby directed to .draw
from the County Treasurer the excise money
belonging to the several towns, to be applied
by them to defray the expenses of the town
poor,

Resolved, That the printing of the proceed-
ings of this Board be given to the Ithaca Jour-
nal at the rate of 50 cents per folio for all
work ; and printing 1560 pamphlet proceed-
ings at actual cost of labor and material.

Mr. Stevens presented- the following
report.
.To the Board of Supervisors of the County of
Tompkins : • • -
The report of the undersigned, Commission-
ers of the town of Groton, appointed under the
act entitled "An Act to facilitate the construe -
tion of the Southern Central Rail Road, and
to authorize -towns to subscribe to the .capital
stock thereof," passed April 701, 1866, respect-
fully show that they as such Commissioners
have issued the bonds of said- town to the ag-
gregate - amount of fifty thousand - (1150,000)
dollars, that the whole of said bonds have
been sold by the undersigned as such Com-
missioners; that no. dividends have been re-
ceived by the undersigned, and there will be-
come clue and payable for interest upon said
bonds during the next ensuing year in the ag-
gregate, the stun of thirty-five hundred dollars,
and that amount will be required to pay said
interest. -
Anti the undersigned, as such Commission-
ars as aforesaid, therefore requests that that
amount inay be Levied upon said town of Gro-
ton, to pay said interest beside the expenses
of collection.
Dated at Groton this 19th day o'Novem-

Resolved, That in pursuance of sec. 1, chap.
855, laws of 1869, the Supervisor of the town
of Dryden, by and with the consent of the .
Commissioner of' Highways, Town Clerk and
Justices of the Peace, be authorized to borrow
such stns or sums of money as said town offi-
cers may deem necessary, not exceeding two
thousand dollars, for and on the credit of said
town, for the purpose of building or repairing
bridges in said town of Dryden. That the Su-
pervises and Town Clerk of said town of Dry-
den, sj'all issue a certificate or certificates at
indebtedness for the amount- or amounts so
borrowed, setting forth the amount or amounts
doe, and in whose favor and the nature of the
work done and material t rnislled,tlhatsuchder-
tificate or certificates of indebtedness be made
payable on the lirit day of February, 1872, at
the store of Houtz, Wood & Davis, Etna,
Tompkins Co-, and shall bear interest at the
rate of seven per cent. per annum.

In conformity to the 30th Section, Title 1st, Chapter
20th, of the Revised Statutes, the Superintendents es-
timate the expenses for County and Town Paupers in
the County House the ensuing year $2,800 00

the equalization reports. At eleven

Resolved, That the Clerk of this Board be
authorized and is hereby directed to draw on
the Conpt`roller for the amount apportioned
to this County from the Asylum fund, when
said apportionment is made, and to pay the
same to the County Treasurer to be placed to
the credit of the general fund of the County.
On motion of Mr. Woodbury,
Resolved; That the County Judge be author-
ized to employ a stenographer to attend the
trial terms.of the County Court and Courts of
Sessions, whenever he deems it advisable and
for the best interest of the County.

Resolved, That_ the stun of- seventeen hun-
dred ($1700) dollars,' 111 addition to the stmt of
two, hundred and fifty ($250) dollars; as allowed
by the statutes. be' levied and assessed upon
the said., town of .Dryden, for the, following
muted purposes:711,e stun of eight hundred
($800) dollars tier the purpose of erecting a
bridge at 'E. E. S. 'Est}'s Saw infill.': The Stith of

erecting a bridge at Bradford Snyder's, and

by directed to pay Birdsey Clark one hundred
