Call to Order Ms. Erb called the meeting to order at 7:02 p.m. and accepted the secretary’s posting of the public hearing notices. She announced that, at the request of the applicant, the Lucatelli two-lot subdivision public hearing scheduled for 7:15 p.m. will be postponed until a future meeting. AGENDA ITEM Persons to be heard – No one came forward to address the Board. AGENDA ITEM SEQR Determination: Tutelo Park Playground, 151 Bostwick Road Creig Hebdon explained that people using the pavilion and families with older children using the playing fields have often requested that the Town provide a playground area at the park. Public Works staff came upon a sale for playground equipment and purchased it. The location chosen for the playground area keeps it away from the playing field, misses the large trees, and maintains as much green space as possible. It will approximate the layout of a playground site on Eastern Heights. Ms. Erb voiced concern about the dropping-ball zone, not for little league, but for older players. Mr. Hebdon responded that the front edge of the safety zone is 275 feet away, which is way too far for a softball to be hit. Ms. Erb asked if it was possible to flip-flop where the swings are so kids who want to get to the other equipment won’t have to cross the swings. She doesn’t think the little kids will respect the safety zone. Mr. Hebdon explained that it’s an issue of topography – the way the land is sloped in that area. The playground set needs to be on the longer, flatter area to keep it level. The other equipment is three separate components, and it will be okay if they’re off a little bit. That’s the steeper part of the site. They’re trying to minimize fill. Also, there’s a little more room than the safety zone shows because included in it is a jumping zone. He would prefer to leave the configuration as it is. Other parks have a similar configuration without any problems. Ms. Erb asked if there were any kinds of platforms for handicapped kids. Rich Schoch, Town Parks Maintenance Manager, replied that parts of the structure are handicapped accessible. Mr. Bosak commented that since the equipment is made of plastic, it is going to fall apart eventually. Mr. Hebdon responded that plastic is the new standard for playground equipment. Bob Leathers play structures can’t be used anymore because of splinters and preservatives in the wood. The plastic com- PB Minutes 06-05-2012 Page 2 of 9 ponents can be replaced as they wear out. Mr. Bates pointed out that there will be a maintenance cost no matter what the material. Vote: Ayes – Erb, Collins, Conneman, Beach, Baer, Bosak AGENDA ITEM SEQR Determination: Ithaca College Hill Center Renovations, 134 Conservatory Drive Mr. Couture stated that there’s been a change to Sheets A0.01 and A0.02 in the set of plans, and provided the Board with two new drawings that clarify the appearance of the building. These were named Sheets 1 and 2 and were date stamped June 5, 2012. They made a slight modification to the material – metal panels that are offset a bit. This will break up a flat, smooth plane. Ms. Erb requested that the new drawings be added to the plans instead of substituted for Sheets A0.01 and A0.02. Ms. Collins asked what a monumental staircase is. Dustin Ehrlich, King & King Architects, respond- ed that it’s the main staircase. Ms. Erb pointed out that the planting plan doesn’t contain counts, and that in order to be consistent with what is required of other applicants, she’d like to see them added. The applicant agreed to pro- vide a revised Sheet C400. Ms. Erb commented that she’s glad they’re installing a bike shelter. Ithaca College, Owner/Applicant; Kirk Narburgh, King & King Archi- tects, Agent Ms. Erb opened the public hearing at 7:35 p.m. Ms. Baer asked when they will start construction. Mr. Couture responded that this summer they plan to start a section of the pool building. They’ll put the remainder of the project out to bid in Septem- ber and start as quickly as they can and have the whole thing finished by August 2013. Mr. Bosak asked why they’re re-cladding the building. Mr. Ehrlich responded that it’s both for aes- thetics and to improve the building’s thermal performance; as an early 1960s building, it has zero insulation, so they’re adding insulation to bring it up to par and to reduce the load on the mechanical equipment. PB Minutes 06-05-2012 Page 6 of 9 Mr. Hebdon pointed out that this will be a simple SWPPP: there won’t be any stormwater ponds on the site. It will be inspected by the Town weekly with no separate engineering. Cayuga Medical Center at Ithaca, Owner/Applicant; HOLT Architects, P.C., Agent Paul Levesque, HOLT Architects, and Lou LoVecchio and John Turner, CMC, were present. Mr. Levesque stated that Mr. Bates asked them to do a complete inventory of all the signs on campus. With the current sign law, they’re allowed one wall sign and one freestanding sign on campus. There are three tax parcels involved in the project: Cayuga Medical Center, the medical office building, and the Biggs B lot. On the CMC lot, they have 29 signs on the building; they’re proposing to add ten more, which includes four temporary signs. The sign law would allow them to have 567 square feet of signs; they’re proposing 150 square feet. There are 40 freestanding signs on that lot; they propose to add 11. These would be permanent signs. The medical office building currently has three wall signs; they want to add one more. The law would allow 12 square feet; they’re proposing seven. The Biggs B lot has two freestanding signs; they’re proposing to add two more, both temporary. PB Minutes 06-05-2012 Page 8 of 9 Mr. Turner stated that he was involved in the University of Rochester Medical Center’s tobacco-free campaign. Signage is a key tool: it avoids using staff to enforce the rule. The majority of people will comply with the signage. It’s a tremendous tool for avoiding confrontation and high emotions. The temporary signs are to get the community’s attention and will be there for no more than three months. They don’t envision the campaign going any longer than that. One of the strategies he em- braced early on was to link this in with the County’s signage for the Tobacco-Free Tompkins cam- paign. It’s not just CMC’s campaign, but a community initiative. Ms. Erb asked why the two temporary thank-you signs are needed since people will already have been informed on the way in. Mr. Turner responded that he could very easily give up those signs. Mr. Bosak said that he personally finds this kind of thing annoying, but endorses the idea of hitting peo- ple over the head with it so they know what’s going on. It can’t be too obvious when you’re trying to change people’s habits. The other Board members agreed that they’re annoying, but that it must be done initially. Ms. Balestra asked if, aside from signs, there are staff or security personnel used for enforcement. Mr. Turner responded that this started 18 months ago when Dr. Mackenzie announced it internally. They had a whole communication plan roll out that was communicated to all staff. Everyone was given cards clearly stating the policy. If a staff person sees someone smoking and doesn’t want to engage them in conversation, he or she can simply hand the person a card. Ms. Balestra asked what they will do to violators. Mr. LoVecchio responded that they’re trying a soft approach for the first few days. First, if staff is going off the campus, they’re on a break and, as usual, need to punch out. Second, there’s a fragrance policy that’s handled the same way as any other policy if it’s violated: it’s up to the department director to address. They’ll work with the staff and, if necessary, go through a disciplinary process. Ms. Collins, who works at the hospital, noted that Dates Drive is a very popular place for smokers, but she thinks, on the whole, the campaign is working very well. Mr. LoVecchio added that leadership signs up on a schedule to walk the perimeter and talk to folks if they see anything. Ms. Erb stated that, given the nature of their business, she has never found their signs intrusive. They’re all necessary. Ms. Erb opened the public hearing at 8:00 p.m.; hearing no one, she closed the public hearing at 8:02 p.m. PB Resolution No. 2012-035: Recommendation to the Town of Ithaca Zoning Board of Appeals -- Sign Variances, Cayuga Medical Center (CMC), 101 Harris B. Dates Drive, Town of Ithaca Sign Review Board (Planning Board) Moved by George Conneman; seconded by John Beach NOW, THEREFORE, BE IT RESOLVED , that the Town of Ithaca Planning Board, acting as the Town of Ithaca Sign Review Board, hereby recommends that the Zoning Board of Appeals approve the request for sign variances to replace 18+/- existing tobacco-related signs with 24+/- tobacco-related signs, and to retain the remaining 74+/- non-tobacco-related signs at the Cayuga Medical Center, where the Town of Ithaca Sign Law restricts the number of signs in business and industrial districts to one wall or projecting sign and one freestanding sign. Any sign illumination shall comply with the provisions of the Town of Ithaca Outdoor Light ing Law, and b. All temporary signs noted on sheets SK-2 and SK-3 shall be removed no later than three months after installation, and c.
