Tioga Street, Ithaca, NY 14850 Board Members Present: Members Hollis Erb (acting chair): John Beach, Jon Bosak, Ellen Baer, Linda Collins, David Slottje, Alternate Member Staff Present: Susan Ritter, Director of Planning; Bruce Bates, Director of Code Enforcement; Paulette Terwilliger, Town Clerk; Dan Tasman, Assistant Director of Planning; Mike Smith, Planner; Creig Hebdon, Town Engineer; Susan Brock, Attorney for the Town Call to Order Ms. Erb called the meeting to order at 7:07 p.m. and accepted the posting of the public hearing notices. AGENDA ITEM Persons to be heard There was no one wishing to address the Board at this time. AGENDA ITEM PUBLIC HEARING: Consideration of Final Site Plan Approval for the proposed Circle Apartments Expansion project located at 1033 Danby Road (NYS Route 96B), Town of Ithaca Tax Parcel No.'s 43- 1 -2.2, 43 -1 -2.3 and 41 -1 -30.2, Multiple Residence and Medium Density Residential Zones. The project includes the demolition of four existing apartment buildings (32 bedrooms) along with the removal of existing parking on the property to allow for the construction of 42 apartments in 5 new buildings containing 168 beds (net increase of 136 beds) and the construction of an approximately 2,500 square foot expansion to the Community Building. The project will also include an expansion of two existing storm water detention basins, new walkways, drives and parking spaces, construction of a 720 +/- square foot storage building, and landscape improvements. Ms. Erb opened the public hearing at 7:08 p.m. There was no one wishing to address the Board on this topic and the hearing was closed. Rick Couture and Herman Sieverding were present to answer questions from the Board. Mr. Couture gave a brief history of the project and the ownership structure. When the project was going through preliminary approvals, Ithaca College had an agreement with Integrated Acquisition & Development (IAD) with the understanding that they could purchase the property if funds became available. The funds did become available, and Ithaca College now owns the property. They noted that the Board had had some concerns about the arrangement that should now be allayed. Mr. Sieverding then pointed out the changes to the project on the display board. The project has been downsized since its inception. PB Final 01 -18 -2011 Page 6 of 8 submission of a revised easement for the sewer infrastructure satisfactory to the Attorney for the Town and the Town of Ithaca Public Works Department prior to the issuance of any Certificate of Occupancy. Vote: Ayes — Erb, Collins, Bosak, Baer, Beach and Slottje Absent: Wilcox and Conneman Motion passed Staff Question Mr. Hebdon had a question for the Board regarding the December 7th Preliminary Site Plan Approval given to Hollycreek Townhouse Project, which says, "submittal of detailed construction specifications for any material to be stockpiled during construction, for review and approval by Town of Ithaca Department of Public Works prior to final approval." The Department is trying to figure out what the Board meant by that requirement. Discussion followed, and it was determined that the Board was concerned about the location of any stockpile(s), not the particular makeup of the stockpile, and that the requirement was actually meant for Final approval, not preliminary. It was determined that the requirement would be rolled over to Final Site Plan approval and dealt with then. AGENDA ITEM Overview and discussion of Sustainability Planning at the Town of Ithaca. Katie Stoner, Sustainability Planner. Ms. Stoner gave an overview of her program and goals. There was a lot of Q &A regarding the software she is using and its capabilities as well as what the practical goals and /or uses are. The Board expressed their support for policy changes to encourage sustainability in building and projects. Mr. Bosak stated that he had a lot of comments that he will provide to the Board and Ms. Stoner. AGENDA ITEM PUBLIC HEARING: Consideration of a recommendation to the Town of Ithaca Town Board regarding the proposed Scenic Resources Inventory and Analysis Report Ms. Erb opened the public hearing at 8:28. There was no one wishing to address the Board, and the hearing was closed. Ms. Ritter gave a history of the Scenic Resources Committee and its purpose. The Board was very impressed with the document and detail and had some constructive comments /edits for the Report, which Ms. Ritter will pass along to the Committee. The Board was hoping the Report works its way through the approval process quickly so it can be used as a guide by the Board when reviewing future projects and requesting protections and /or photo shots from developers relating to scenic views and also in filling PB Final 01 -18 -2011 Page 8 of 8 Vote Ayes — Erb, Collins, Bosak, Baer, Beach and Slottje Absent: Wilcox and Conneman Motion passed AGENDA ITEM Other Business Ms. Ritter talked about how the Board receives emails sent to them via the Town and the Board discussed options. It was decided that the procedure should stay the same with emails being forwarded through the "alias" and /or staff. Meeting of January 18, 2011 Ms. Ritter gave an overview of the next meeting's agenda.
