Recording minutes : Deb Austic The meeting began at 7 : 35 p . m . Karen provided a brief report on the status of the ordinance revision, including issues still needing to be addressed. She also handed out a packet of sample ordinances for review. The Board discussed the need to address larger issues about the locations of residential and commercial zones . Karen also suggested adding an agricultural or recreational district. Paula described a possible incentive system to encourage cluster development in which an owner would set aside 60% of a large lot as preserved open space (especially road corridors) in order to develop the remainder of the parcel at a higher density than would otherwise be allowed. Karen also suggested a point system could be used in which a developer would earn a higher density development by providing sewer/water, compact development, incorporating environmental practices, etc . There was a brief discussion of purchase of development rights, and transfer of development rights . The Board also discussed the tax implications of subdivision and how that discourages planned clustered housing . The Board talked about how they would like to see the town in 50 years, and the importance of open space on roads and at scenic vistas . Paula discussed the priorities of planning around existing nodes, the lake, and rural/agricultural places. Paula suggested the Board concentrate on the area close to the village first, in a perimeter from Curry Road to Rabbit Run to Taughannock Park Blvd. Paula suggested that members should drive the roads and familiarize themselves with the area before the next meeting on March 8th .
