HomeMy WebLinkAbout2002-11 COURTY A Auu �ilettor for Employee/ and Retiree, of CORRIDORS November, 2002 Volume 15 Number 11 Congrats....and Welcome Back! by Geri Lockwood, Highway i Y The "Ladies of Bostwick" presented Judy Tynyk (Weights & Measures Director) with a corsage and treated her to lunch on Friday, October 25 at the (Lehigh) Valley House (Judy's choice for the onion rings, to celebrate her retirement (her last full -time work day was Wednesday, October 30'. Although Judy has only been a part of the Public Works Facility a very short time, we have all enjoyed her presence, sense of humor, stories, and smile. After an extremely short retirement, Judy returned to work on a temporary basis on Monday, November 4 Congratulations, Judy! OEM REPORT FROM Y - THE COUNTY ADMINISTRATOR By Stephen Whicher This message is based on the expectation that the Board will complete the budget process on November 19 and that there will be no unexpected changes. This year has been particularly difficult for all who work for County government. The good news is that for 2003, reductions in our workforce — accomplished almost entirely through attrition and voluntary early retirements — and the use of rollover funds have preserved most programs. The practice of deferring tax rate increases through the use of one -time funding and fund balances to support on -going programs is greatly reduced. Also on the positive side is the relative health of the local economy, the Board's decision to reinstate the sales tax on clothing, and the continuing growth of our tax base. I wish that I could say that all the effort put into this year's budget and our relatively positive local economy will result in a fiscally sound budget that will allow us to operate at a stable, albeit reduced level, for the next few years. However, this is probably not the case. The reality of the State's dire financial condition is just beginning to be voiced in Albany. The current year's budget is expected to have a deficit of 2.5 billion dollars and that the Legislature expects to face an additional 8 billion dollar shortfall for 2004. Obviously the State is facing a massive problem and we should expect to carry a share of the burden. So where does that leave us? Although times are going to continue to be challenging, we can approach the problem differently in 2003. I am sure that most of you have heard your department head or supervisor express frustration over the amount of time spent on budget rather than the delivery of programs. I would heartily agree. Now that we have all made the transition to being profoundly aware of the budget, we can spend less time agonizing over whether the budget problems are real. They are, and we are capable of dealing with them. With this in mind, hopefully we all will be able to concentrate more on our program areas in 2003 and continue to serve the public and each other as well or better than we ever have. Pumpkin Cheesecake Recipe CRUST 3/4 c Graham Wafer Crumbs 3 Tb Melted Butter or Margarine 1/4 tsp Cinnamon 1/4 tsp Nutmeg FILLING 1 c Cream Cheese (8 oz) 1/4 c Sugar 1 large Egg 2/3 c Pumpkin, cooked or canned 3/4 tsp Cinnamon 1/4 tsp Cloves GARNIS H Whipped cream or topping In a small bowl, combine graham wafers, spices and melted butter. Mix together and press into 8x8" spring form pan. Place cream cheese in large mixing bowl and beat with an electric mixer until fluffy. Beat in sugar then egg. Blend dry ingredients together and beat into cream cheese mixture. Beat in pumpkin. Pour mixture into prepared pan and bake at 325F about 40 min or until filling is just set. Cool on a wire rack for one hour, then refrigerate until serving time. Garnish with whipped cream or topping just before serving. HAPPY THANKSGIVING! ! !
