SEPTEMBER 1998 v Volume 11 Number 9 HERE--- E - - - -E E S County Administrator's Report by Kathy West My time as Interim County Administrator since May 18 has flown by. It was a very busy summer with the budget process and other routine County business. II have released my recommendations on the 1999 Budget '° and have grave concerns regarding our ability to keep every service we provide intact beyond the end of this year. In the 1998 Budget, $1.2 million of fund balance money ',.. .- . ,. was used to keep the tax rate low. This means that we ►.:, funded ongoing expenditures with one -time money. These ongoing expenditures have resurfaced in the 1999 Budget along with increases in ongoing costs related to payroll, maintenance of contractual services and equipment. 0. My recommendation uses over $1.5 million of fund balance money for ongoing expenditures in order to keep the tax c rate "low" at 7 %. The problem compounds itself. A 7% tax rate increase is not low. As Interim Administrator, I did not ' make recommendations on the elimination of programs or services unless the department recommended that it was Richard Erb a lower priority than other services they provide. Programs and services are policy issues and will require full Board It gives me great pleasure to welcome Richard Erb as our interaction to positively or negatively affect them.
