COUNTY ADMINISTRATOR'S REPORT

NEW FACES GRACE US
This year has been the busiest I've ever experienced in terms of filling positions. Five new faces -
two of them new to County government, three of them new to their positions - have been appointed to serve
as Commissioner of Personnel, Public Health Director, Director of Computer Services, Employee Safety and
Health Coordinator, and Secretary to the County Administrator. Please welcome them.
Anita Fitzpatrick was appointed to a six year term as Commissioner of Personnel. Anita
started as a Social Welfare Examiner in the Social Services department, was promoted there twice, was
appointed Personnel Associate in 1988 where she spearheaded the Countywide position classification study,
and had served as Acting Commissioner since Hugh Hurlbut retired last October.
Alice Cole has been appointed to a six year term as Public Health Director. Alice was the
Director of Nursing at Oak I -Till Manor Nursing Home and the Director of Patient Services in our Health
Department. Alice's appointment is a joint one by the Board of Health, the County Administrator and the
County Board.
Dean Eckstrom will assume the position of Director of Computer Services on 2 August.
Dean has worked in Computer Information Technologies at Cornell and for Digicomp of Ithaca. He has
already established at Cornell systems that are as complicated, and in many cases more complex, than anything
currently in use in County Data Processing. County departments are asking for more computer education for
their staff and Dean has extensive experience providing that.
Dean happens to be the spouse of Solid Waste Division Manager Barbara Eckstrom.
Frank Croteau has been appointed Tompkins County's first Employee Safety and Health
Coordinator. The position has been slated for the Department of Administration but may be moving to the
Health Department even before Frank starts his duties. Frank managed a bridge crew for the U.S. Army as
a Major for a number of years, and more recently served as Safety Coordinator for two industrial firms in
Elmira.
Kathleen Drew is the new Secretary to the County Administrator. She moves "down the
hill" from DSS where she was Secretary to the Commissioner. Before that she worked in Probation and at
the County home.
Many thanks to the staff and Board members who volunteered to serve on the selection committees for all
of these positions.
EMPLOYEE COUNCIL CHAIR'S REPORT by Cheryl Nelson
WHO'S ON FIRST, WHAT'S ON SECOND, AND
I DON'T KNOW WHERE ANYONE IS!
Have you ever felt perplexed or wonder where your fellow employees are located and how to reach them? Have all of the
recent moves left you feeling confused? Well, the Employee Council's Communication Committee, chaired by Bill Chapp, has
come to your rescue. At the Employee Council meeting on July 7th, a draft Tompkins County Phone Directory was distributed
to Council members by Bill Chapp. Council representatives will be circulating their copy to constituents for review and
correcting of any information listed.
Please take a moment to review the directory. The Communication Committee has requested that any corrections be made
and returned to Bill Chapp by July 31s1.
The intent is to have this directory published twice annually in order to keep the information current. The Employee Council
appreciates your taking the time to review the information listed and correcting it if needed.
In other Council business, revised Council bylaws went to the Board for action on July 13 and the Performance Review Policy
will go August 10 for action. A sincere thank you goes to all of the employees who worked so diligently on both of these items.
They are both jobs well done.

UNCLASSIFIEDS CAREGIVER PROJECT
