Robert Young The Special Meeting was called for the purpose of opening bids for the Highway Garage Roof Replacement; for discussion and action on awarding such bid; and for action on a Permissive Referendum to spend funds from the Town of Groton Capitol Municipal Building Repair Account for said purpose. BID OPENING Bids had been received from AB Construction and Roofing, Inc. and J&B Installations, Inc. and are attached in the following pages. David Spaulding, from J&B Installations, was present and spoke to the Board about his company's process and their plans for the Highway Garage roof. He said that one of the things they would do would be to install crickets that would direct all of the water toward the drains and explained how they would work. The crickets hadn't been specifically listed on the bid but had been figured into the total price. The Board had an extensive discussion on the differences between the two bids. One important difference to the Board was that AB Construction would put one layer of fleece -back EPDM roofing material over the existing roof and J&B Installations would install 1" thick insulation board and then an EPDM membrane over that. They felt that the J&B proposal would provide additional insulation as well as cover any irregularities in the existing roof that might cause problems with the membrane. The other main concern was that there is a very large, existing roof -top exhaust fan structure above the former paint shop. At the pre-bid meeting, the Code Enforcement Officer had let everyone know that this structure needed to be removed and a suitable plan provided for covering the approximately six-foot hole that would be left after its removal. The AB proposal said that it would flash to the existing vent/exhaust pipes and exhaust fan curb. The Board interpreted this as not removing the fan structure as there was no plan to cover the hole. The J&B proposal said that they would remove the roof -top structure and cover the hole with new 1/4" steel. Mr. Spaulding said that the roofing would then go over the top of the steel. The Board and the Code Enforcement Officer felt that this would be a good solution and would make the roof safe should anyone be walking around up there in the future. In addition to the obvious leaks in the existing roof, there is also a problem of pooling water. The Board felt that the crickets to direct the water to the drains was definitely an added benefit and would help prevent future problems. RESOLUTION #19-064 - AWARD BID FOR HIGHWAY GARAGE ROOF REPLACEMENT MOVED by Councilperson Clark, seconded by Councilperson Gamel WHEREAS, the Groton Town Board has reviewed and compared bids for the replacement of the Highway Garage roof from AB Construction & Roofing, Inc. and J&B Installations, Inc., and WHEREAS, the Town Board has determined that in their opinion the J&B Installations proposal for 1" insulation board covered by an EPDM membrane would be of better quality and provide more insullation than a fleece -backed EPDM membrane, and WHEREAS, J&B Installations has provided a plan for removing the roof -top fan structure and safely repairing the resulting hole while AB Construction provide no plan and indicated just flashing, and WHEREAS, J&B has provided what the Town Board considers and excellent plan for ensuring that the water drains efficiently by installing crickets, no therefore be it RESOLVED, that the Town Board has determined that it is in the best interest of the Town to award the bid for replacement of the Highway Garage roof to J&B Installations, Inc., in the amount of $74,000.00, and be it further RESOLVED, that said award is contingent upon the Town receiving all approvals necessary to use funds from the Capital Municipal Building Repair Reserve Fund as required by the laws of the State of New York. Ayes - Clark, Young, Klumpp, Gamel, Scheffler Nays - Resolution Passed Special Town Board Minutes Page 7 June 26, 2019 RESOLUTION #19-065 - AUTHORIZE USE OF FUNDS FROM THE CAPITAL MUNICIPAL BUILDING REPAIR RESERVE FUND FOR THE HIGHWAY GARAGE ROOF SUBJECT TO PERMISSIVE REFERENDUM MOVED by Councilperson Gamel, second Supervisor Scheffler RESOLVED, that the Town Board hereby authorizes the replacement of the Town Highway Garage roof. The contract amount of $74,000.00 will be taken from the Town's Capital Municipal Building Repair Reserve Fund, and be it further RESOLVED, that said roof repair will take place unless a petition, in compliance with Section 91 of New York State Town Law, protesting said resolution and requesting a referendum thereon is received by the Groton Town Clerk.
