Dawson, Town Justice John Norman, Town Justice Francis Casullo, Attorney Also Present: Ben Nelson Andrew Sullivan MOVED by Councilperson Klumpp, seconded by Councilperson Gamel, to approve the minutes of the, July 9, 2019 meeting as presented. Ayes - Clark, Young, Klumpp, Gamel, Scheffler RESOLUTION #19-079 - APPROVE VOUCHERS FOR PAYMENT MOVED by Councilperson Gamel, seconded by Councilperson Young WHEREAS, vouchers for Abstract #8, numbered 333 - 388 were reviewed and audited by the Town Board, be it RESOLVED, that the Town Board hereby approves said vouchers for the accounts and in the total amounts as follows: Code Fund Totals A GE EI L. Town Board Minutes Page 2 August 13, 2019 W. Rick Fritz, Code/Fire Enforcement Officer - Submitted monthly reports for the Board's review. We are following up on some expired building permits and have issued some stop work orders and orders to remedy. Michael Perkins, Highway Superintendent - The Highway Department has been mowing roadsides, cleaning up down trees, hot blacktop patching, culvert work, and shoulder work with the County. The bidding for the items on Auctions International ends tomorrow night at 7:30. There had been more dumping on Champlin Road that has been taken care of. April L. Scheffler, RMC, Town Clerk/Tax Collector - Submitted monthly reports for the Board's review. Logan Klumpp has finished up as summer youth worker. He has helped sort court records and other records and there are a total of 39 boxes to be gotten rid of. Permission has been received to purge the court records and the shredder truck is scheduled to come tomorrow. He has also done a lot of scanning and uploading records to the electronics records repository. The Town has been given three tubs of historical documents that pertain to some local West Groton families and the Historian and Clerk are sorting through those. The photo show is on August 23rd and 24th. Heads up was given to the Board that the computers in the Clerk's Office may need to be updated or replaced next year due to the fact that Windows 7 will no longer be supported. The Clerk will look into pricing and further discussion will take place during budget time. Francis Casullo, Attorney for the Town - Was not present John J. Norman and A. D. Dawson, Town Justices - Were not present. Councilperson Crystal Young as Representative to Joint Youth Program - The Committee met on August 5th. The trails are ready and they are having a grand opening during Olde Home Days. The summer concert series is going well. There are two more. The pool is busy and the craft shack is hitting records. Soccer, cheer and football registrations are coming to a close and practice started yesterday. They are thinking about doing a tennis program. Minutes were received from the Groton Youth Commission and told about some upcoming events. One is "Overcoming Adversity" on September 10th and on October 24th will be "Why Adolescents Love Risk -Taking" and "De -Stressing the Teenage Brain." Summer Camp is going well with 61 campers this year and weekly enrollment ranging from 32 - 43 campers. Their maximum is 50, so that's pretty good for each week. They have been taking fieldtrips every Friday. Six middle and high school youths spent two weeks helping in the Summer Camp. Groton Harvest continues through August 21St. Over 200 children are attending and up to 900 pounds of produce is distributed each week. The Groton site is giving away more produce weekly than any other site, including Elmira and Watkins Glen. Ben Nelson, Groton Fire Chief - There have been 537 ambulance calls to date and he just took the 100th fire call today, which was burnt bacon on Scofield Road. For Summer Camp, there were 92 kids on the first night. After that there was an average of 80 kids each night. The crash truck came. Next year they may do four days instead of five. They did the National Night Out. They will be doing food at the Legion Pavilion during Olde Home Days on Friday and Saturday, plus doing the parade. RESOLUTION #19-080 - TOWN HISTORIAN TO ATTEND CONFERENCE MOVED by Supervisor Scheffler, seconded by Councilperson Clark RESOLVED, that the Town Board hereby approves the payment of expenses for the Town Historian to attend the Association of Public Historians of New York State Conference in Albany, September 8 - 11, 2019. Ayes - Clark, Young, Klumpp, Gamel, Scheffler Nays - Resolution Passed Town Board Minutes Page 3 August 13, 2019 Supervisor Scheffler - Back in June we passed a resolution to solve all the problems of putting in culverts and we made a terrible mistake. So, I've talked with the Highway Superintendent and Town Clerk and we've come up with a plan that is working. RESOLUTION #19-081 - RESCIND RESOLUTION #19-061 MOVED by Supervisor Scheffler, seconded by Councilperson Klumpp RESOLVED, that the Town Board hereby rescinds Resolution #19-061 of June 11, 2019 due to unforeseen complications Ayes - Clark, Young, Klumpp, Gamel, Scheffler Nays - Resolution Passed RESOLUTION #19-082 - SET POLICY FOR SALE OF CULVERTS MOVED by Supervisor Scheffler, seconded by Councilperson Gamel RESOLVED, that it shall be the policy of the Town of Groton that for new or requested culvert extensions, the Town Highway Department shall issue an invoice for the cost of the culvert pipe and upon payment to the Town Clerk, the Highway Department will supply and install the culvert driveway. Ayes - Clark, Young, Klumpp, Gamel, Scheffler Nays - Resolution Passed Privilege of the Floor: No one from the public wished to speak. W. Rick Fritz, Code Enforcement Office - Said that Rachel Clar from Abundant Solar had called him and indicated that they would be submitting an application for the September meeting, but nothing had been received yet. The Deputy Clerk had looked at the NYSEG website and they show Delaware River Solar in the queue for applications submitted to them, not Abundant. Chuck Rankin, Bookkeeper - Had arrived late. He let the Board know dates that he would be out of town and said that he would have budget worksheets out before that. MOVED by Supervisor Scheffler, seconded by Councilperson Gamel, to enter into Executive Session to discuss the acquisition, lease or sale of real property or securities with the Board and Ben Nelson, at 7:59 pm. Ayes - Clark, Young, Klumpp, Gamel, Scheffler MOVED by Councilperson Gamel, seconded by Councilperson Young to return to Regular Session at 8:48 pm. Ayes - Clark, Young, Klumpp, Gamel, Scheffler Supervisor Scheffler - Let the record show that the Executive Session was for informational purposes only and that no decisions were made.
