PUBLIC HEARING Peter Goodsell, Applicant (dba Goodsell Services LLC)/Paul McCarty, Reputed Owner - 556 Cortland Road (NYS Route 222) - TM #121.-l-20.12 - Proposed Business The Public Hearing was opened at 7:30 p.m. by Chairman Mark Baxendell; the Board Secretary read aloud the Legal Notice as duly published in the Finger Lakes Community Newspapers on7 August 2019. Proof of Publication has been placed on file for the record. Chairman Baxendel recognized the applicant who explained to those present that he would like to conduct his business of assembling water filtration equipment at this location, primarily for Pall Corporation. There would be no fabrication, only assembly. Chair Baxendell asked if there were any comments from the public regarding this application; there were none. With everyone heard who wished to be heard, Chairman Baxendell closed the Public Hearing at 7:32 p.m. REGULAR MEETING The Regular Meeting of the Town of Groton Planning Board was called to order by Chairman Mark Baxendell at 7:32 p.m. APPROVAL OF MINUTES — 18 JULY 2019 A motion was made by Member Lisa Maloney Hahn to approve the Minutes of 18 July 2019 Planning Board meeting, as submitted. The motion was seconded by Member Monica Carey, with the vote recorded as follows: Ayes: Chair Baxendell Nays: None Member Carey Member Clark Member Neuhauser Member Maloney Hahn Absent: Member Rose Member Brockway Motion carried. This becomes Action #20 of 2019. Page 1 of 3 (T) Groton Planning Board Minutes of Regular Meeting OLD BUSINESS 15 August 2019 Peter Goodsell, Applicant (dba Goodsell Services LLC)/Paul McCarty, Reputed Owner - 556 Cortland Road (NYS Route 222) - TM #121.-l-20.12 - Proposed Business Chairman Mark Baxendell acknowledged receipt of a 31 July 2019 letter from the Tompkins County Department of Planning and Sustainability regarding this application stating that they had reviewed the proposal and had determined that it had no negative inter -community or County -wide impacts. Chair Baxendell also acknowledged receipt of an email from Scott Doyle to Deputy Clerk Robin Cargian (dated 24 July 2019) stating "we would prefer the elimination of the direct access to Route 222." Chair Baxendell and the Board discussed having the entrance off Route 222 being used only for that, with both ingress and egress on Lick Street. Mr. Goodsell agreed to do so. With no further discussion, a motion was made by Member Leon Brockway, Jr., that the Town of Groton Planning Board declares itself Lead Agency under SEQRA for the proposed business. The motion was seconded by Member Ed Neuhauser, with the vote recorded as follows: Ayes: Chair Baxendell Nays: None Member Carey Member Clark Member Neuhauser Member Maloney Hahn Member Brockway Absent: Member Rose Motion carried. This becomes Action #21 of 2019. Member Brockway then read aloud Part II of the Short Environmental Assessment Form. Negative responses were obtained to all questions in Part II. A motion was then made by Member Barbara Clark that, based on the information and analysis of the SEQR concerning this application for a proposed business, the Town of Groton Planning Board has determined that the proposed action will not result in any significant adverse environmental impact, resulting in a Negative Declaration. The motion was seconded by Member Brockway, with the vote recorded as follows: Ayes: Chair Baxendell Nays: None Member Carey Member Clark Member Neuhauser Member Maloney Hahn Member Brockway Absent: Member Rose Motion carried. This becomes Action #22 of 2019. With no further discussion, a motion was made by Member Maloney Hahn to approve the Final Site Plan, as requested, with NYS Route 222 being used as an entrance only to the subject property. The motion was seconded by Member Carey, with the vote recorded as follows: Ayes: Chair Baxendell Nays: None Member Carey Member Clark Member Neuhauser Member Maloney Hahn Member Brockway Absent: Member Rose Motion carried. This becomes Action #23 of 2019. Page 2 of 3 (T) Groton Planning Board Minutes of Regular Meeting NEW BUSINESS 15 August 2019 Adam Leskevich, Applicant/ Reputed Owner - 86 Wood Road - TM #28.-1-54.1 - Proposed Auto Repair Shop (LADA Auto Trade) Chairman Mark Baxendell recognized the applicant who explained to everyone that would like to open a repair shop at this location for cars, trucks, and tractors, which would belong to them as dealers. Adam explained that he and Vladimir would purchase these, make any necessary repairs on them, and offer them for sale. They would be open by appointment only, with advertising being done online. Vehicles would not be on display. He stated they will build a new garage which would hold four vehicles for sale. Chair Baxendell advised that there would need to be a Public Hearing held on this matter. A motion was then made by Member Clark to accept the Preliminary Site Plan for a proposed auto repair shop, as submitted, with a Public Hearing set for 19 September 2019 at 7:30 p.m. The motion was seconded by Member Maloney Hahn, with the vote recorded as follows: Ayes: Chair Baxendell Nays: None Member Carey Member Clark Member Neuhauser Member Maloney Hahn Member Brockway Absent: Member Rose Motion carried. This becomes Action #24 of 2019. ADJOURNMENT At 8 p.m., a motion was made by Member Clark to adjourn the meeting.
