PUBLIC HEARING Barbara & Barry Siebe, Applicants/ Reputed Owners - 800 South Main Street - TM #26.-1-25.1 - Proposed Flea Market The Public Hearing was opened at 7:30 p.m. by Chairman Mark Baxendell; the Board Secretary read aloud the Legal Notice as duly published. Proof of Publication has been placed on file for the record. Chairman Baxendell recognized the Siebes who explained to everyone present that they wished to have a flea market at this location, as shown on the drawing/maps accompanying the application. The flea market would be held the second Saturday of every month with 25-30 vendors, from 9 a.m. to 3 or 3:30 in the afternoon. They were hoping to open May 11th. Chairman Baxendell asked if there was anyone present who wished to comment on the application; there were, as follows: Martha Gleason - Asked if this would be open all year-round. Mr. Siebe responded they plan to open in April, going through August, depending on the weather. With everyone heard who wished to be heard, Chairman Baxendell closed the Public Hearing at 7:34 p.m. REGULAR MEETING The Regular Meeting of the Town of Groton Planning Board was called to order by Chairman Mark Baxendell at 7:34 p.m. APPROVAL OF MINUTES — 4 APRIL 2019 A motion was made by Member Monica Carey to approve the Minutes of 4 April 2019 Planning Board meeting, as submitted. The motion was seconded by Member Leon Brockway, with the vote recorded as follows: Ayes: Chair Baxendell Nays: None Member Carey Member Clark Member Neuhauser Member Maloney Hahn Abstain: Member Rose Member Brockway Motion carried. This becomes Action # 14 of 2019. Page 1 of 3 (T) Groton Planning Board Minutes of Public Hearing & Regular Meeting OLD BUSINESS 18 April 2019 Barbara & Barry Siebe, Applicants/ Reputed Owners - 800 South Main Street - TM #26.-1-25.1 - Proposed Flea Market In response to the Board's questions, Mr. Siebe said it was planned to have the vendors set up at 7 a.m., with the market opening at 9 a.m. Each vendor would be responsible for their own setup and takedown. There would be no overnight or long-term vendors. The site would be completely cleaned up by the following Sunday. Signage was discussed and would be as per the Tompkins County Highway Department. A copy of the Driveway Permit was included with the application. Chairman Baxendell acknowledged receipt of an 11 April 2019 letter from the Tompkins County Planning Department recommending that the applicant be required to coordinate with the County Highway Department to ensure concerns are addressed regarding the County roadway. With no further discussion, a motion was made by Member Brockway that the Town of Groton Planning Board declares itself Lead Agency under SEQRA for the proposed flea market. The motion was seconded by Member Ed Neuhauser, with the vote recorded as follows: Motion carried. Ayes: Chair Baxendell Nays: None Member Carey Member Clark Member Neuhauser Member Maloney Hahn Member Brockway Member Rose This becomes Action # 15 of 2019. Member Brockway then read aloud Part II of the Short Environmental Assessment Form. Negative responses were obtained to all questions in Part II. A motion was then made by Member Maloney Hahn that, based on the information and analysis of the SEQR concerning this application for a proposed flea market, the Town of Groton Planning Board has determined that the proposed action will not result in any significant adverse environmental impact, resulting in a Negative Declaration. The motion was seconded by Member Barbara Clark, with the vote recorded as follows: Motion carried. Ayes: Chair Baxendell Nays: None Member Carey Member Clark Member Neuhauser Member Maloney Hahn Member Brockway Member Rose This becomes Action # 16 of 2019. Page 2 of 3 (T) Groton Planning Board Minutes of Public Hearing & Regular Meeting 18 April 2019 A motion was then made by Member Brockway to approve the Final Site Plan, as requested, incorporating the recommended modification as set forth in the Tompkins County Department of Planning & Sustainability's letter of 11 April 2019 from Katherine Borgella to Deputy Town Clerk Robin Cargian. The motion was seconded by Member Carey, with the vote recorded as follows: Motion carried. Ayes: Chair Baxendell Nays: None Member Carey Member Clark Member Neuhauser Member Maloney Hahn Member Brockway Member Rose This becomes Action # 17 of 2019. ADJOURNMENT At 7:45 p.m., a motion was made by Member Maloney Hahn to adjourn the meeting. The motion was seconded by Member Rose, with all members present voting in favor. J n E.
