Call to Order & Pledge of Allegiance
Supervisor Engman opened the meeting at 5 : 30p . m and led the assemblage in the
pledge . He noted that a presentation on Mitigation Fees will be given on June 10th at
7 : 00 p . m . by one of the presenters from the recent Association of Towns Annual
Meeting held in New York City . Agenda items were added .
AGENDA ITEM — Persons to be Heard
Bruce and Doug Brittain addressed the Board . Doug Brittain spoke first about traffic
calming — history of their involvement . Mr. Brittain distributed a handout showing the
curve in the road near the entrance feature on Forest Home Drive by Table Rock .
(Attachment # 1 ) He stated that the current plan would move the center line 3 feet
towards the creek and cause an unsafe sharp turn where inbound cars will be heading
right for the shed and will either cut the corner too sharply or go off road . They wanted
to point this out to the Board . They stated that they had shown Staff other photos
addressing this concern on July 13th and they didn 't want any subsequent issues
blamed on traffic calming measures .
Board Questions — Councilwoman Leary asked if this was new information and they
responded that they presented this photo to the Public Works Committee this afternoon
and they had also talked about it in February before it went to the State and in March
and April . They added that at those earlier meetings they had not laid out the paint dots
and taken the photos , but they had talked about it . Councilwoman Leary asked what
the Committee response was and Councilwoman Riha answered that the consensus of
the Committee was to go ahead , adding that if they changed it, the plan would have had
to go back to the State and the Committee decided to go ahead with the Plan . Jim
Weber added that the photos were not an accurate representation of the location . He
went on to say that the proposed line will fulfill the expectations of the community and
has been developed , prepared and reviewed by engineers and the State . He did not
foresee the problems that the Brittain 's were expressing . The point that they were
referencing is off of the center line and not an accurate depiction . He went on to say
that there is a concept that the FH homeowners would like to see , and the speed tables
and entrance features are just a part of the plan .

Councilwoman Hunter was confused about whether issues were worked out at the
Public Works Committee meeting . Mr. Weber responded that the Committee did review
the concerns and some adjustments were made . The adjustments were not substantive
and therefore the Plan did not have to go back to the State . He added that this has
been a point of contention with the Brittain 's and Councilwoman Riha added that the
President of the Forest Home Homeowners Association was at the meeting and he was
comfortable moving ahead with the plans and the Brittain 's do not necessarily represent
the whole .
Councilwoman Hunter asked if this particular issue was included in the construction
plan right now? Councilwoman Riha stated that it was not in the plan right now , it may
be in the future , but it isn 't now. Mr. Weber explained that this project is just the
installation of the speed table (s) and there are other parts that may or may not be
installed and there will be a larger picture to be looked at when that time comes . So the
dot on the right that the Brittain ' s are using may or may not be accurate because that
portion of the Plan is not complete . The double line exists now and that has to be the
line that is used for referencing the current conditions and current Plan , not possibilities
that may or may not happen .

AGENDA ITEM — Report of Town Officials
Paulette Terwilliger, Town Clerk's Office
Mrs . Terwilliger announced that the Ethics Disclosure forms have been completed by all
applicable Staff ; approved by the Ethics Board and are on file in the Town Clerk' s
Office . A notice stating such is posted on the Town Clerk's Board in the Lobby and a
public notice will be added with the next Public Notice as required by law .
Jonathon Kanter, Planning
Mr. Kanter reminded the Board that a Comprehensive Planning Committee meeting is
scheduled for Tuesday, May 11 tr,
Mr. Kanter also reported that the ITCTC Planning Committee met to look at possible
modifications to the TIP update and there is approximately $ 1 . 5 million that will be put
into the Hanshaw Rd /Cayuga Heights to Sapsucker Woods walkway which may allow a
reimbursement to the Town for some monies already spent . Some revised cost
estimates for the project came in higher than expected and the Committee is
recommending that any available monies go into the project to cover those estimates .
This should keep the project going and fully funded . Supervisor Engman asked about
Burns Rd concerns , especially with the recent fatality there and Mr. Kanter stated that
there are safety funds that they want to use for that particular site . Supervisor Engman
thanked Mr. Kanter for his active involvement in the Committee and watching out for
Town interests and opportunities .

AGENDA ITEM — Discuss draft Official Town Map
Mr. Weber updated the Board on the draft Official Town Map stating that the Planning
Board has reviewed the draft map and recommended it be referred to the Board .
a . Consider setting a public hearing
Discussion followed on when to set the public hearing . Resolution was
moved , seconded and voted on unanimously to set the Public Hearing on
May 24th at 4 : 35 . Subsequently , a resolution was moved seconded and voted
on unanimously to rescind the first resolution and reset the hearing for June
71 2010 at 5 : 35 .
TB RESOLUTION NO . 2010 = 094 : Set a Public Hearing Regarding Changes to the
Official Town Map
WHEREAS , Section 270 of NYS Town Law authorizes the Town Board to establish an
official map of that part of the town outside the limits of any incorporated city or village
showing the streets , highways , and parks theretofore laid out, and may also show
.drainage systems ; and
WHEREAS , the current Official Map of the Town of Ithaca dates back to 1968 and has
not been changed or amended since then ; and
WHEREAS , the Highway Superintendent/Director of Public Works has prepared a draft
proposed , revised Official Map , dated February 2010 , showing the current and
proposed streets , highways and parks in the Town of Ithaca , which represents changes
from the 1968 Official Map ; and
WHEREAS , the Town of Ithaca Planning Board reviewed the draft Official Map , dated
February 2010 , and held a public hearing on the draft Official Map at its meeting on
April 6 , 2010 ;
WHEREAS , the Town of Ithaca Planning Board recommends that the Town Board
adopt the proposed revised Official Map with changes ; and now therefore be it ,
RESOLVED , that the Town Board of the Town of Ithaca hold a public hearing at the
Town Hall , 215 North Tioga Street , Ithaca , New York , on the 7th day of June , 2010 , at
5 : 35 p . m . for the purpose of considering changes to the Official Town Map ; and it is
further
RESOLVED , that at such time and place all persons interested in the proposed
changes to the Official Town Map may be heard concerning the same ; and it is further
RESOLVED , that the Town Clerk of the Town of Ithaca is hereby authorized and
directed to publish a notice of such public hearing in the Ithaca Journal published in the
City of Ithaca , Ithaca , New York, and to post a copy of same on the signboard of the
Town of Ithaca .

AGENDA ITEM — Consider setting a Public Hearing for Ridgecrest Tank
There was some discussion on the need to have the Public Hearing at the study
session because the premise for those are non -action items such as committee reports
and department reports . Mr. Weber responded that this is a temperature sensitive
project and the timeline involved with the financing leaves very little leeway. This
discussion then brought the topic of the previous public hearing being set for the Study
Session and consequently that resolution was rescinded and another vote taken to have
the Official Map public hearing at the regular Town Board meeting in June .

A Proposed Water Improvement in the Town of PUBLIC
Ithaca, Tompkins County, New York, pursuant to HEARING
Article 12-C of the Town Law, to be known as
the Town of Ithaca Ridgecrest Road Tank
Renovations Water Improvement
WHEREAS , a plan , report and map, including an estimate of cost, have been duly
prepared in such manner and in such detail as has heretofore been determined by the Town
Board of the Town of Ithaca, Tompkins County, New York, relating to the creation and
construction, pursuant to Article 12-C of the Town Law, of water system improvements to be
known and identified as the Town of Ithaca Ridgecrest Road Tank Renovations Water
Improvement, and hereinafter also referred to as "Improvement," to provide such water
Improvement to the present Town water improvement, such Improvement to be constructed and
owned by the Town of Ithaca, and
WHEREAS , said plan, report and map, including estimate of cost, were prepared by a
competent engineer, duly licensed by the State of New York, and have been filed in the office of

the Town Clerk of said Town, where the same are available during regular office hours for
public inspection , and
WHEREAS , the area of said Town determined to be benefited by said Town of Ithaca
Ridgecrest Road Tank Renovations Water Improvement consists of the entire area of said Town
excepting therefrom the area contained within the Village of Cayuga Heights , and
WHEREAS , the proposed Improvement consists of the water improvements set forth
below, and in the areas of the Town as set forth below , and as more particularly shown and
described in said plan, report and map presently on file in the office of the Town Clerk:
Relining of the interior of the Ridgecrest Road water tank, which is a 500,000 gallon steel
tank located on Ridgecrest Road . The work will require the removal of the existing coating on the
inside walls of the tank to bare metal . The new coating will be a 2 coat epoxy system to be placed in
accordance with ANSI and AWWA standards to a thickness of 8 millimeters, and
WHEREAS , the maximum proposed to be expended by the Town of Ithaca for the
aforesaid Improvement is $ 150,000. The proposed method of financing to be employed by said
Town of Ithaca consists of expenditure of current revenues and surplus funds from the Town of
Ithaca water system benefited area, and
WHEREAS , it is now desired to call a public hearing for the purpose of considering said
plan, report and map, including estimate of cost, and the providing of the Improvement, and to
hear all persons interested in the subject thereof concerning the same, all in accordance with the
provisions of Section 209-q of the Town Law ;
NOW, THEREFORE, IT IS HEREBY ORDERED , by the Town Board of the Town of
Ithaca, Tompkins County, New York, as follows :
Section 1 . A public hearing shall be held by the Town Board of the Town of Ithaca,
Tompkins County, New York, at the Town Hall , 215 North Tioga Street, in Ithaca, New York, in
said Town, on the 24`h day of May, 2010, at 4 : 35 o ' clock P .M. , Prevailing Time, to consider the
aforesaid plan, report and map, including estimate of cost, and the question of providing the
Improvement, and to hear all persons interested in the subject thereof concerning the same and to
take such action thereon as is required by law .
Section 2 . The Town Clerk is hereby authorized and directed to publish this Order
Calling for Public Hearing in the "official" newspaper, and post same on the Town Clerk' s
signboard, not less than ten ( 10) nor more than twenty (20) days before the day designated for
the public hearing, in accordance with the provisions of Section 209-q of Town Law ,
Section 3 . This Order shall take effect immediately.
The question of the adoption of the foregoing Order was duly put to a vote on roll call,
which resulted as follows :

TB RESOLUTION NO . 2010=095 : Appointment of Planninq Department Review
Committee.
WHEREAS , a vacancy will exists in the position of Director of Planning effective
January 1 , 2011 ; and
WHEREAS , the Town Board wishes to appoint a committee to evaluate the
staffing levels of the Planning Department , to conduct interviews for and to make a
recommendation of appointment for the Director of Planning position ;
Now, therefore , be it

AGENDA ITEM — Consider Approving an Increase to the Flexible Spending
Maximum
There was some discussion on raising the limit to the maximum for the 2 years allowed
and then bringing it down when required by law . Staff spoke in favor of keeping it the
highest it could be .
TB RESOLUTION NO . 2010=096 : Approval of Increase in Maximum Contribution
Level for Medical Care Reimbursement Accounts.
WHEREAS , the Town authorized providing employees a Flexible Spending
Program effective January 1 , 2005 , with a maximum employee contribution level of
$ 1 , 000 for the Medical Care Reimbursement Account for the first year, with the option to
change the amount , if recommended in the future ; and
WHEREAS , the Town Board due to employee requests increased the maximum
contribution level to $2 , 000 , effective January 1 , 2006 ; and

WHEREAS , the Employee Relations Committee and Personnel Committee
reviewed a request to increase the maximum contribution level for the Medical Care
Reimbursement Account to $3 , 000 ; and
WHEREAS , the Personnel Committee reviewed the request and the future
changes made by the Health Care Reform Law and recommends increasing the
maximum contribution level for the Medical Care Reimbursement Account to the $2 , 500
maximum established in the law;
Now, therefore , be it
RESOLVED , the Town Board of the Town of Ithaca does hereby approve
increasing the maximum contribution level for the Medical Care Reimbursement
Account from $2 , 000 to $3 , 000 , to be effective January 1 , 2011 .
Be it further
RESOLVED , that the level will change to $2 , 500 as per federal law as of January
1 , 2013

TB RESOLUTION 2010 - 097 : Authorization of Amendment to the Lease Between
the Town of Ithaca and the United States Postal Service
Whereas an amendment to the lease between the Town of Ithaca and the United States
Postal Service has been submitted to the Town Board for review and approval detailing
additional space in the parking lot for use by the Town for vehicles , motorcycles and
bicycles ,
Now Therefore Be It Resolved , that the Town Board of the Town of Ithaca does hereby
authorize the Town Supervisor to forward said amendment to the United States Postal
Service , and
Be It Further Resolved , that upon approval of the amendment by the United States
Postal Service , the Town Board further authorizes the Town Supervisor to sign said
amendment , subject to the approval of the Attorney for the Town .

TB RESOLUTION NO . 2010=098d & APPOINTMENT OF A PLANNING INTERN
WHEREAS , the Director of Planning has recognized the need for additional staff
support for the Planning Department during the summer months and has specific
projects that would be appropriate for the involvement of a Planning Intern ; and

WHEREAS , the Planning Department has budgeted funds to cover the cost of
having planning interns and has traditionally hired temporary interns to provide them
with valuable work experience while the Town of Ithaca has received valuable technical
support from the interns ; and
WHEREAS , Meghan Thoreau Jaquet will be completing a Master of Regional
Planning degree in Cornell University's Department of City and Regional Planning in
May 2010 and desires to expand her experience as a Planning Intern while considering
her next career steps , and has been assessed as possessing the qualifications
necessary for appointment to this temporary intern position ; and
WHEREAS , Account # B8020 . 110 contains sufficient funds to pay for this
temporary Planning Intern position ;
RESOLVED , that the Town Board of the Town of Ithaca hereby authorizes the
Director of Planning to hire Meghan Thoreau Jaquet as a temporary full -time Planning
Intern , beginning on May 10 , 2010 through August 20 , 2010 , at an hourly rate of $ 12 . 00
based on a maximum of 37 1/2 hours a week to be charged to Account # B8020 . 1101
Benefits are limited to the temporary status of this position .

TB RESOLUTION NO . 2010-098e : Appointment of Two Project Assistants=
En_ Vneering
WHEREAS , there is presently two vacancies in the temporary position of Project
Assistant in the Engineering Division of the Public Works Department , which is a
position not to exceed six months as an internship opportunity working on a specific
project ; and
WHEREAS , the Project Assistants will be doing surveying , watershed mapping
and data collection projects for the summer that require more personnel to finish during
workable weather conditions ; and
WHEREAS , the Director of Public Works has determined that Zach Wachtl and
Jing Song (Joseph ) Xi , Cornell University Civil Engineering students , possess the
necessary knowledge and skills to satisfactorily perform the duties of the Project
Assistant position for these projects and makes the recommendation for their
appointments ;

RESOLVED , the Town Board of the Town of Ithaca does hereby approve the
appointments of Zach Wachtl and Jing Song Xi as Project Assistants for Engineering ,
eff ective June 1 , 2010 through August 20 , 2010 ; and be it further
RESOLVED , these positions are temporary summer positions not to exceed 40
hours per week, at the hourly wage of $ 11 . 10 , from account number A14408110 , no
benefits apply.

TB RESOLUTION NO . 2010 — 098f: Approval of Federal Work Study Agreements.
WHEREAS , the Town has budgeted the necessary funds to cover the cost of
participating in the Cornell University and Ithaca College Federal Work Study Program
to provide student interns with a valuable work experience while providing the Town of
Ithaca with valuable technical support; and
WHEREAS , Cornell University covers 75% of the hourly wages and 100% of the
employment expenses of this program and the Town would be responsible for the other
25% of the hourly wages plus 10 . 25% for non - registered students employed for the
summer; and
WHEREAS , Ithaca College covers 100% of the hourly wages and 100% of the
employment expenses of this program ; and
Now, therefore , be it
RESOLVED , the Town Board of the Town of Ithaca does hereby approve the
participation in the Cornell University and Ithaca College Federal Work Study Programs
for the school year of July 1 , 2010 through June 30 , 2011 ; and be it further
RESOLVED , the Town Board of the Town of Ithaca does hereby authorize and
direct the Town Supervisor to sign any necessary Agreements or Participation forms ;
and be it further
RESOLVED , the cost of participating in the said program for the year 2011 shall
be reviewed and approved during the budget process .

RESOLUTION NO . 2010 — 098q : Provisional Promotional Appointment of
Production Manager- SCL/WC.
WHEREAS , there is presently a vacancy in the full time position of Production
Manager in the Production Department at the Southern Cayuga Lake Intermunicipal
Water Commission ; and
WHEREAS , The Commission May 6 , 2010 promoted Joan Foote , Water
Treatment Plant Operator Lead -person , to Production Manager; and
WHEREAS , the said position is appointed provisionally, pending results from the
next civil service exam for the said position ;
Now, therefore be it
RESOLVED , the Town Board of the Town of Ithaca does hereby approve the
provisional appointment of Joan Foote as the Production Manager for the Production
Department at SCLIWC , effective May 9 , 2010 ; and be it further
RESOLVED , this is a 40 hours a week position , at the salary of $64 , 000 , from
account number SW8330 . 100 , in Job Classification "9" , with full time benefits ; and be it
further
RESOLVED , the said appointment is a provisional appointment pending the
results from the next civil service exam for this position .

April 12 , 2010 meeting , and
WHEREAS : the Public Works Department would like to advertise a request for bids on
the item ; now therefore be it ,
RESOLVED : that the Town Board of the Town of Ithaca does hereby declare the
above-described equipment to be surplus ; and
BE IT FURTHER RESOVED : that the request for bid may be published and the money
from the sale of the item be deposited into the Cash Reserve—Highway Equipment

TB RESOLUTION NO , 2010=0,99m, Resolution Supporting the Employment
Non-Discrimination Act
WHEREAS , the Employment Non - Discrimination Act ( ENDA , S . 1584/H . R . 3017) would
provide basic protections against workplace discrimination on the basis of sexual
orientation and gender identity; and
WHEREAS , it remains legal in 29 states for employers to discriminate based on sexual
orientation , and in 38 states to discriminate based on gender identity or expression ,
such that lesbian , gay , bisexual , and transgendered people are vulnerable to
discrimination in hiring and promotion , harassment on the job , and dismissal ; and
WHEREAS , progress on human rights has historically been advanced in the United
States through legislation at the national level ; and
WHEREAS , hundreds of companies , including 87% of the Fortune 500 companies ,
have recognized the business case for hiring and promoting based on talent and for
maintaining a diverse , inclusive workplace , and have implemented non -discrimination
policies that include sexual orientation and/or gender identity ; and
WHEREAS , the Town of Ithaca supports equal employment opportunity as a basic civil
right ;
NOW, THEREFORE BE IT
RESOLVED , that the Town Board of the Town of Ithaca declares its support for the
Employment Non - Discrimination Act and urges its passage in the current session of

Regular Meeting of the Ithaca Town Board , May 10, 2010
Human Resources Report for April 2010
Personnel and Employee Relations Committees :
Committee continued reviewing the discussions on a part time position for Codes , seasonal
positions for Public Works and elected officials salaries . New discussions were started
regarding the request for additional funding for college credit courses and the retirement of
the Director of Planning . Codes position was advertised with only 5 applications approved
by Civil Service . Judy and Bruce will be conducting interviews in mid April . Tee Ann is
working on collecting information from other towns on their elected official's salaries , so this
discussion will continue at the next meeting . There was a lengthy discussion regarding
funding assistance for an employee to return to CU for his Master's degree . Committee
discussed the process for the replacement of Jon Kanter. Committee concluded that a
separate committee should be formed , so that Personnel Committee can continue with its
work.
The Employee Relations committee discussed comment card topics of increasing the College
Credit course policy. The committee reviewed the current policy regarding College Credit
Courses and asked staff to get input as to how many employees may want to use the policy.
The results from the 2009 Employee Satisfaction Survey were passed out. They will be
discussed further at the May meeting .
Bolton Point's Personnel & Organization Committee received an update from each manager
and discussed the replacement process for the Production Manager position .
Personnel — Civil Service :
In April , 3 PWD seasonal position began , just in time for spring brush pick up . Interviews will
be conducted to fill the other 3 slots for the temps that will start at the end of May. The
college student slots have been filled also. Work has begun on the Sustainability Planner
position with Dryden . I attended the interview for the Production Manager at SCLIWC.
Commercial Insurance ( Ithaca Agency — NYMIR Insurance Company) : no new claims.
Workers' Compensation ( Public Employers Risk Management Assoc — PERMA) :
No lost time injuries to report. Perma's renewal is up for June 1St, so I have been working on
the renewal information and evaluation . Town's insurance broker has asked for a
comparison quote with NY Workers' Comp Alliance Company. The Town's experience
modifier increased from . 79 to . 84 due to an injury from 2009.
Health and/or Dental Insurance :
The Greater Tompkins County Municipal Health Consortium board has continued to progress
forward with the meeting the requirements of the NYS Insurance Department to obtain a
Certificate of Insurance. As of the April meeting , we are still pending the voting number of
the collective bargaining units to be determined and some issues on the reserving
requirements .
Other Items:
Nationwide Retirement Solutions was on site to do an employee workshop and one on one
consultation , which resulted in an additional person enrolling in the program .
PWD management staff and I attended a session on Reasonable Suspicion Drug and
Alcohol testing . Connie , Debby Kelley and I attended a workshop on the NYS Labor Law,

DEVELOPMENT REVIEW
April 6, 2010 Planning Board Meeting:
Chaffee 2-Lot Subdivision, 1584 & 1586 Slaterville Road: The Planning Board granted
Preliminary and Final Subdivision Approval for the proposed 2-lot subdivision located at 1584 and
1586 Slaterville Road (NYS Route 79), Town of Ithaca Tax Parcel No. 56-3 - 16, Medium Density
Residential Zone. The proposal involves subdividing the +/- 42,725 square foot parcel into two lots
(+/- 27 ,724 sq. ft. and +/- 15 ,001 sq. ft.), each containing an existing residence. Scott & Ellen
Chaffee, Owners/Applicants.
Recommendation to Town Board Regarding Official Map: The Planning Board issued an
affirmative recommendation to the Town Board regarding proposed changes to the Official Map of
the Town of Ithaca.
Sketch Plan — South Hill Business Campus Master Plan, 950 Danby Road: The Planning Board
reviewed a sketch plan for the proposed South Hill Business Campus Master Plan located at 950
Danby Road (NYS Route 96B ), Town of Ithaca Tax Parcel No. ' s 39- 1 - 1 .2 and 39- 1 - 1 . 1 , Planned
Development Zone No. 12 and Office Park Commercial Zone. The Master Plan includes the
development of three new buildings (totaling +/- 197 ,000 GSF), a new loop road, additional storm
water facilities, and new landscaping. The new buildings would contain a mix of office,
manufacturing, and research and development uses, and would be phased in one at a time as needed.

Sketch Plan — Circle Apartments Expansion, 1033 Danby Road: The Planning Board reviewed a
sketch plan for the proposed Circle Apartments Expansion located at 1033 Danby Road (NYS
Route 96B ), Town of Ithaca Tax Parcel No. ' s 43 - 1 -2.2, 43 - 1 -2 . 3 and 41 - 1 - 30.2 , Multiple Residence
and Medium Density Residential Zones . The project includes the demolition of four existing
apartment buildings (32 bedrooms) along with the removal of multiple existing parking spaces on
the property to allow for the construction of 78 four bedroom apartment units in nine new buildings
(net increase of 280 bedrooms) , construction of an approximately 2 , 500 square foot expansion to
the Community Building, and a net addition of 106 parking spaces on the property. The project will
also include new storm water facilities, walkways , drives and landscaping. College Circle

April 20, 2010 Planning Board Meeting: (Cancelled)
CURRENT PLANNING DEPARTMENT PROJECTS/FUNCTIONS
The following have been accomplished over the past month.
Codes and Ordinances Committee (COC) : The Committee met on April 21 , 2010 and continued
review of the proposed Stream Setback Law, discussed possible revisions to the Sign Law (Chapter
221 Town of Ithaca Code), and began discussion regarding affordable housing regulations . The
next COC meeting is scheduled for May 19, 2010 at 7 :00 p.m. Tentative agenda items include
continuation of review of revised draft of Stream Setback Law and possibly continuation of review
of amendments to the Sign Law (Chapter 221 of the Town of Ithaca Code). The draft amendments
to Conservation Zone requirements were forwarded to the Conservation Board and Cornell
University for preliminary comments. These should be ready for review at the June meeting.
Planning Committee: The Committee met on April 8, 2010 to discuss the proposed Conifer/Cornell
proposal on Route 96 that had been referred by the Town Board; discussed the possibility of a joint
meeting of the Planning and Public Works Committees to address stormwater management issues in
the Town; and had a brief discussion regarding the materials on impact mitigation fees that had
been distributed at the Association of Towns meeting. The Committee is considering inviting the
consultants who spoke at the Association of Town s meeting to come to Ithaca to further discuss
impact mitigation fees. The next meeting is scheduled for May 13 , 2010. Proposed agenda items
include continuation of discussion regarding the proposed Conifer/Cornell proposal on Route 96,
and discussion regarding the Ithaca Beer Co. proposal .
Planning staff did some research on historic commercial zones in other areas and drafted an initial
"Limited Historic Commercial Zone" as a follow up to the discussions regarding the Grippi
property on Trumansburg Road. The draft was distributed to Committee members and could be on
a future agenda for review.
Comprehensive Plan Committee: The Committee met on April 13th and April 22nd, 2010. The
Committee continued a discussion regarding growth and development in the Town, discussed plans
for follow-up meetings with neighborhoods in areas around the Town, heard a presentation
regarding the draft Agriculture and Farmland Protection Plan, and discussed arrangements for the
Public Information Meeting scheduled for Tuesday, May 11 , 2010 at 6 : 30 p.m. in Town Hall . The
next meeting of the Committee is scheduled for Thursday, May 27th, 2010 at 6 : 30 p.m. to continue a
map exercise and discussions regarding growth and development in the Town, review draft Plan
section on demographics and housing, and have a follow-up discussion on the Public Information
meeting.
Conservation Board: The next regular meeting of the Conservation Board is scheduled for May 6,
2010. Agenda items include scheduling of a date for swallow-wort pulling, committee reports and
updates, presentation by a local forester on forest management practices, and finalize recommendations
and comments on proposed Conservation Zone amendments.
Trail Committee : The next meeting is scheduled for May 13 , 2010 to hear a student presentation
regarding the proposed extension of the South Hill Recreation Way into Caroline.

Agriculture Plan: Planning staff continued work with Cooperative Extension and the client
committee regarding the Agriculture and Farmland Protection Plan that is being funded by a grant
from NYS Agriculture & Markets . The client committee gave a presentation to the Comprehensive
Plan Committee on the progress in these sections at the April 22"d meeting. The Committee held a
follow-up meeting with farmers on May 1 , 2010 to review the draft vision statement, goals and
strategies, and agricultural profile that have been developed. The Committee met on May 4, 2010
to continue discussion regarding the Agriculture Plan.
Economic Development (ED) Collaborative: The ED Collaborative met on April 22, 2010 and
discussed a number of interesting issues and programs . TCAD is holding its annual meeting on
June 4, 2010. The Tompkins County Water and Sewer Study is complete and is available on
TCAD ' s website. In the City: The City is working on a plan for the dredging of the Inlet and needs
to find a viable site for the dredging spoils ; the Emerson site is on the market at an asking price of
$3 .9 million; P & C on Hancock Street is closed, and the owner is looking for a local food market to
locate there; the Olive Garden proposal on Route 13 is moving ahead. Cooperative Extension is
working on a bio-mass demonstration project involving energy-efficiency improvements in 24 rural
houses in Tompkins County and installation of pellet stoves for heating the homes .
ITCTC Planning Committee: The ITCTC (Ithaca-Tompkins County Transportation Council)
Planning Committee met on April 20, 2010. Agenda items included two TIP administrative actions
regarding the ( 1 ) Prospect Street Reconstruction and Clinton Street Bridge projects in the City and
(2) Newfield Depot Road and County Bridge Repainting ; discussion regarding the draft 2011 -2015
TIP Update (to be continued at a special meeting on May 10, 2010) ; and a coordinated public
transit-human services transportation plan being initiated by Tompkins County.
