Agenda Item No. 3 : Persons to Be Heard and Board Comments Councilwoman Hunter moved and Councilman DePaolo seconded that a discussion of a potential traffic study on West Hill be added to the agenda . Discussion : Councilman DePaolo suggested that the scope of the discussion be to define the preliminary financial parameters : whether or not the Town has the money in the current year's budget and if we have the money moving forward . Supervisor Engman suggests adding the discussion as Agenda Item 14a . Agenda Item No. 9 : Discuss and consider non-bargaining unit wages TB RESOLUTION NO . 2009-192 : Approval of Year 2010 Employee Wages WHEREAS , the governing Town Board of the Town of Ithaca has reviewed the proposed wages for the Town of Ithaca non-collective bargaining employees for the year 2010 , utilizing the wage scale approved by the Town Board October 19 , 2009 ; Now, therefore , be it RESOLVED , the governing Town Board of the Town of Ithaca does hereby approve the said wages for the non -collective (bargaining employees for the year 2010 for the Final Budget , and as filed in the Human Resources Office . Motion approved — Unanimous Agenda Item No. 10 : Discuss and consider approval of Relevv of Delinquent Water and Sewer Charges on the 2010 Town and County Taxes Mr. Carvill explained that many of the unpaid water/sewer bills are attributed to Lakeside , who is under reconstruction and has tried to get their assessment lowered . They tried to go through bankruptcy , but were not successful . The unpaid water bill is added to tax bill . There is no penalty to add it to taxes , and taxes are a deductible expense . It costs nothing for us to collect delinquent water bills . Motion approved — Unanimous Agenda Item No 14a : Discuss West Hill Traffic Study Mr. DePaolo opened the topic by noting his concern that , as there are various development proposals on West Hill , the Route 96 Corridor Management Study is insufficient. to adequately address the potential impacts of the cumulative build -out on West Hill . He invited a discussion on an additional traffic study related to West Hill . Mr. DePaolo pointed to the document provided by Mr. Kanter in the packet (see attachment #3) that lays out possible timelines and some financial parameters of such a study . Mr. DePaolo stated that Mr. Kanter indicated that there ' s $ 15 , 000 in the 2009 budget related to the Comprehensive Plan update that could be allocated to a traffic study , and Mr. DePaolo wanted to discuss whether there's sufficient need to acquire more funds next year to do a traffic study in conjunction with the Comprehensive Plan update . Mr. Stein agreed that it's an important issue -- there is considerable concern about traffic problems on West Hill -- and that the time for a study is now . He agreed that the study should be funded sufficiently to get the results necessary for proper planning . Ms . Hunter reported that there's concern about emergency vehicle access , which needs to be included in the study, and that it does not have to be limited to car count . Mr. Engman does not support the study since $ 15 , 000 was budgeted to study traffic in the entire town ; he does not think it is reasonable to use all the funds allocated for one section of the town . If the goal is to figure out how the traffic on West Hill compares to traffic in other parts of the town , then we' d need to do a study of the whole town . Mr. DePaolo responded to the argument that since West Hill serves only a small percentage of the town population , it is not deserving of this sort of allocation . Assuming the traffic is the same on all hills , one can extrapolate how much more of a problem it will be when West Hill is built out . He advocates allocating some money in the budget Town Board Minutes : November 5, 2009 Page 10 of 17 . for a study — it doesn 't all have to be spent . If the Town does not do a study now, we : won 't have the answers we need to formulatelan effective Comprehensive Plan . Mr. Engman : Reminded the Town Board that ' the Town completed a transportation plan 2 years ago and has a joint study with Cornell : If the Town is going to spend $30 , 000 for West Hill , we are obligated to spend the same on East Hill . Mr. Goodman is supportive of adding money to the budget , but not clear that he'd want to spend $ 15 , 000-$25 , 000 on a consultant unless he knew exactly what the consultant was going to provide . He agreed with supervisor that if the amount of money we have allocated the comp plan committee to do its study throughout the town is inadequate , we should up that budget line because that's where a study should be happening , in conjunction with revising the Comprehensive Plan , Ms . Hunter expressed concerns about the Route 96 Corridor Study . It adopts Route 96 as a bicycle corridor; it feeds into the city and has no shoulder. There are problems in the existing studies the Board is not addressing . Addressing those problems will require intermunicipal cooperation . West Hill is not like South Hill or East Hill . It does not have a university that supports development of alternative transportation systems . It has a hospital — a very different neighborhood in its character, and Ms . Hunter feels the Board owes it to the residents to listen to their concerns and study mitigation . Mr. Stein noted that he was the person who had the preliminary conversation with Jonathan and Sue about the cost of such a study. He said he wanted to understand the impact of a full build -out , a half a build-out on West Hill on the traffic situation . They discussed that there had been various studies done , but at no point did Jonathan say that those studies were sufficient to answer that question . The number Mr. Stein quoted for the study to answer that question was $30 , 000 . He reminded the Board of the hydrology and biological studies done in the area of the "cigarette streets , " which cost $40 , 000 to $50 , 000 , even though the people in that area only represented 5% of the town . It was a unique situation and a legitimate question , and they owed it to those citizens to answer the issues they had . This is a repeat of that situation . Just because there 's a problem in one place that requires money to be spent to answer it does not mean that you have to spend the same amount of money in every place . Mr. DePaolo agreed with Mr. Goodman about wanting to know the parameters of the study before allocating money toward it . He stated that it's appropriate to set aside money and reserve the right to decide whether the study is worthy of the money based on what the Board hears from the consultant . With respect to the Town of Ithaca Transportation Plan — he's not sure that Carrowmoor, the hospital node , and Holochuck were envisioned when that document was written . He thinks of it as more of a policy document , but it doesn 't answer the question of what happens if you put 6000 more people on West Hill in the next 20 years . It's a glaring omission of the report . He urges putting money in the budget , and that it happen early enough in the process to inform the Comp Plan , and is not dome as an addendum . Town Board Minutes : November 5 , 2009 Page 11 of 17 Mr. Engman : The Town Board has been addressing the issues on West Hill . There were two off- road bicycle and walking trails in the plans . He noted the debate lbetween road cyclists and off- road cyclists . Road cyclists ( urban cyclists) don 't worryrabout things like steepness of hills and how narrow the road is . He believes that if money is going to be spent on West Hill , the Town has an obligation to spend money on the other hills also because they' ll be facing the same nodal examination as West Hill . He also noted that we've dug into our reserves and the only way to fund such a study is by increasing the tax rate . Ms . Leary would like to address the reserve fund and not make a decision about hiring a consultant yet . She argued that the Town can start the process without spending any money and feels it's premature to commit money to a consultant so soon . She thinks putting more money in fund balance will allow the Town mid year to spend money on the traffic study or we could decide to put it toward building sidewalks . Some of what we need is already known . Ms . Hunter confirmed with Mr. Carvill that there is a budget line in the B fund that for a planning study with $ 15 , 000 — it' s not expenditure specific . That money can be expensed out as an accrued liability and not collapsed into fund balance . There's also $ 15 , 000 in next year' s budget . There is $30 , 000 . The supervisor thought that money had been spent on the Cornell people who helped the Comp Plan committee do a survey. Mr. Carvill noted that if we had to raise the $ 15 , 000 , it would be an increase of 3 cents per $ 1000 of assessed value . Mr. Stein thinks it's the wrong way to frame the discussion . We need to look at what services we are obliged to provide our citizens : what can be put off and what can 't . He thinks we should keep money in reserve for unusual situations so there ' s always money to spend on things that need immediate attention . The supervisor noted that these are not usual times , and this is a very hard time for many constituents . Mr. DePaolo reminded the Board that there's a time premium to this ; if it is put off for a year, we may not have the information we need to inform the Comp Plan , which is not stopping because of the economy. Mr. Goodman would like to figure out a way to get the developers to fund the study since they will be making lots of money off the housing they build there . Ms . Hunter pointed out that the Board missed that opportunity — the Planning Board needed to have done that and they did not. So the Town Board has to do it . And if we are going to look to the developers to help pay for some of the needed infrastructure improvements to maintain any kind of quality of life on West Hill , we need to do it now. If we don 't do it now , we miss the boat . The Planning Board allowed the developers to get their own traffic consultants . Town Board Minutes : November 5, 2009 Page 12 of 17 Ms . .Hunter moved that we put $ 15 , 000 in the budget for a traffic study on West Hill with the schedule and the scope to be determined by the: Planning Committee . Mr. Stein seconded . Ms . Hunter clarified for Ms . Leary that the money is not being committed for a consultant , but being earmarked for a traffic study, the shape of which has not been determined . If it is not used , it will go back into fund balance . Mr. Engman pointed out that each developer had already hired a reputable consultant to do a traffic study and these cannot be discounted . We have professional staff who can analyze those studies to see that they were properly done , and to see if the development will have a detrimental effect on the community. Mr. Stein agreed with the supervisor, and noted that in the proposal made by Jonathan , the basic data was those traffic studies that had been done and the Transportation Plan had all been factored in . The question is : how do you put it all together to get the overall impact of a build-out , not simply a single development . It needs to include projects that have not yet been conceived . Mr. DePaolo pointed out that the hospital node is not a single project , but is comprised of many projects , so the cumulative effects of putting that many people on that side of the Octopus needs to be evaluated . An East Hill build-out may be the same as the West Hill build-out , but the funnel effects are different . The majority of people from East Hill don 't have to funnel through the city to get to work like West Hill people will . Without the city cooperating to alleviate some of these traffic concerns , nothing we do will make a difference , so some of this is out of our control . Our constituents are telling us that despite the fact that the economy is a consideration , traffic is an issue . Most of the constituents , he believes , won 't mind spending a couple dollars to make sure the Town is not in gridlock in the next 20 years . Ms . Leary also expressed concern about cooperation from the city. Doing a study on our own and mitigation on our own , what would a study do? Mr. Stein responded that it would tell us what has to be done . We have to figure out what has to be done , and if we can 't , we can 't develop West Hill . Both projects will involve EIS ' s and full traffic studies . • Other possible development could be pending (e. g. , Cornell parcel on Route 96). • The Route 96 Corridor Study (Draft) was completed. This recommends pursuing the concept of nodal development in the vicinity of the Cayuga Medical Center. • The Town of Ithaca is in the process of updating the 1993 Comprehensive Plan, which should include reviewing and evaluating growth potential , development patterns, development scenarios and related impacts in all parts of the Town, including West Hill . Suggestion for Possible Approach to a Traffic Study: Conduct a traffic study of West Hill (as well as possibly other areas of the Town) in conjunction with the Comprehensive Plan update process . The following components could be part of the process . A. Planning_& Engineering Staff: Compile existing traffic and transportation system data on West Hill (from sources such as the Town of Ithaca Transportation Plan, Route 96 Corridor Study, Cornell t-GEIS , existing EIS ' s and/ or traffic studies — e. g. , Overlook, Linderman Creek, Holochuck). B . Planning Staff & Comp Plan Committee: Do a development potential/build-out analysis of vacant and underutilized parcels on West Hill under existing zoning (including current development proposals) to look at the possible cumulative impacts/worst-case scenario to establish a baseline for comparative analysis. C . ITCTC : Run the build-out scenario outlined in "B " above in ITCTC ' s traffic model to assess the generic impacts/problems that this level of development might cause on the existing West Hill transportation system. D . Comp Plan Committee with Staff: Based on the draft goals and objectives developed in the ongoing Comp Plan update, identify possible development/growth scenarios (for West Hill in this case). This might include possibly two or three scenarios , including a nodal development scenario as outlined in the Route 96 Corridor Study. E. Hire a Consultant: Conduct a transportation impact analysis of the Comp Plan development scenarios referenced in "D" above with suggested mitigation measures as appropriate. F.
