Chairman Bronfenbrenner welcomed Mrs . Carolyn Grigorov as the new member of the Planning Board . Mrs . Grigorov lives at 126 Snyder Hill Road and is replacing Mrs . Eva Hoffmann who resigned from the Board for sabbatic . REPORT OF TOWN ENGINEER / BUILDING INSPECTOR Mr . Fabbroni presented his Report for the entire year 1977 and distributed copies of same to the members of the Board . Mr . Fabbroni ' s Report is attached to the Official Copy of these Minutes filed in the Town Office . REPORT OF COUNTY PLANNING BOARD REPRESENTATIVE No report . REPORT OF THE PLANNING BOARD CHAIRMAN Chairman Bronfenbrenner called for nominations for Vice - Chairman for the year 1978 . MOTION by Mr . Jonathan Bradley , seconded by Mr . James Baker : RESOLVED , that the Vice - Chairman of the Town of Ithaca Planning Board for - the year 1978 shall be Henry Aron . There being no further nominations , the Chairman called for a vote . Aye - Bronfenbrenner , Mackesey , May , Baker , Bradley , Grigorov . Nay - None . Abstain - Aron . The MOTION was declared to be carried unanimously . Mr . Aron accepted the Vice - Chairmanship with pleasure . S 1 Planning Board - 2 - January 3 , 1978 CONSIDERATION OF PROPOSED MODIFICATION TO OLD P & C BUILDING , JUDD ® FALLS ROAD AND MITCHELL STREET , GEORGE IDEMAN . Mr . George Ideman , the owner , proposes to modify the old P & C building on Judd Falls Road and Mitchell Street and return the build - ing to its original use as a place of public assembly . In order to improve the facilities and come up to State standards , an addition is proposed for the Judd Falls Road side for a snack bar , rest rooms , etc . Mr . Ideman presented his proposal to the Board . He stated that the building had been used as a public hall and skating rink for nine years , then it was leased to the P & C and finally to the Morse Chain Company . Mr . Ideman now wishes to rehabilitate the building for recreational activities such as roller skating , dancing , boxing matches , as well as public assembly . He plans to add a small addition of 20 ' on the Judd Falls Road side of the building that will hold a snack bar , rest rooms , etc , to meet State standards . A brief discussion followed . The following points were clarified : 1 . The building will still be back from the bowling alley area . 2 . The whole parking lot will be black - topped . 3 . The facility will accommodate a maximum of 738 people - - 226 in the proposed addition , and , 512 in the roller rink area . 4 . Traffic can come in from both Mitchell Street and Judd Falls Road . Mr . Ideman does not expect heavy traffic during the rush hour ® periods . MOTION by Mr . Henry Aron , seconded by Mr . James Baker . RESOLVED , that the Planning Board of the Town of Ithaca recommend and hereby does recommend to the Town Board of the Ithaca approval of the presented proposal by George Ideman , owner , of modification to the old P & C building , Judd Falls Road and Mitchell Street , to the Town Board , as shown on Survey Map dated 11 / 12 / 76 , with penciled additions . The MOTION was declared to be carried unanimously . CONSIDERATION OF PROPOSED ACCESSORY BUILDING FOR T & M CONVENIENCE FOODS , 614 ELMIRA ROAD , THOMAS BELL . The proposed accessory building , already on location , at Bell ' s Convenience Foods , 614 Elmira Road , consists of the back of a truck with the wheels being removed , and being used for ice storage and so labeled . The placement of the accessory building on the lot complies with the side yard requirements of the ordinance , however , the struc - ture was erected in violation of the permit requirement of the ordinance . Discussion by the Board centered around the question of the struc - ture actually being a building or an abandoned vehicle . The Board was in agreement that the proposal should be rejected pending further study to determine if the structure is actually a building or an abandoned vehicle and if all statute requirements have been met . Planning Board - 3 - January 3 , 1978 MOTION by Mr . Montgomery May , seconded by Mr . Patrick Mackesey : ® RESOLVED , that the Planning Board of the Town of Ithaca delay and hereby does delay decision on the proposed accessory building for Bell ' s Convenience Foods , 614 Elmira Road , until further clarification is obtained from the Tompkins County Health Department and the Town of Ithaca Building Inspector and the members of the Planning Board have viewed the site . There being no further discussion , the Chair called for a vote . Aye - Bronfenbrenner , Aron , Mackesey , May , Baker , Bradley , Grigorov . Nay - None . The MOTION was declared to be carried unanimously . REQUESTS FOR SIGN APPLICATION / PERMIT APPROVAL 1 . East Hill Depot , 1876 Judd Falls Road . Scott Anderson and Kenneth Wormser , as owners of the East Hill Depot , have made application for two identical gable signs reading " EAST HILL DEPOT " to be placed upon the north and south ends of the building . The signs measure 16 ' x 2 ' each . The East Hill Depot is located in a Business zone . ® The members of the Planning Board noted that although two signs of this kind are not permitted , the application should be approved by the Planning Board and sent on to the Town Board because the Planning Board is of the opinion that the signs are well within the size limitation and in the spirit of the sign ordinance . MOTION by Mrs . Liese Bronfenbrenner , seconded by Mr . Henry Aron : RESOLVED , that the Planning Board of the Town of Ithaca recommend and hereby does recommend to the Town Board approval of the sign application of Scott Anderson and Kenneth Wormser , as owners of East Hill Depot , dated December 12 , 1978 , for two identical gable signs reading " EAST HILL DEPOT " to be placed upon the north and south ends of the building and measuring 32 sq . ft . each . Sam Peter TV and Appliances has made application for sign permits for three signs located at their business establishment at 1083 Danby Road . One free - standing sign measures 36 sq . ft . and reads " SAM PETER " ; another free - standing sign holds two signs , one con - taining 15 sq . ft . and reading " WHEEL HORSE SALES & SERVICE SAM PETER T . " 1 ' Planning Board - 4 - January 3 , 1978 The Planning Board suggested possible changes in the application and suggested that the signs be consolidated . MOTION by Mr . Montgomery May , seconded by Mr . James Baker : RESOLVED , that the Planning Board of the Town of Ithaca deny and hereby does deny the application for sign permits tendered by Sam Peter TV and Applicances Inc . for the two free - standing signs , one containing two signs , such application being dated October 7 , 1977 , with the suggestion that the signs be consolidated . The MOTION was declared to be carried unanimously . LAWRENCE IACOVELLI REQUEST FOR VARIANCE , 167 KENDALL AVENUE . Mrs . June Belous asked how the Lawrence Iacovelli request for a variance was to be resolved . Mr . Fabbroni stated that the Zoning Board of Appeals would take up this issue at its next meeting , January 10 , 1978 . Appeals for variance are not matters for the Planning Board to rule upon . Desch , It is with great regret. that I hereby submit my resignation from the Town of Ithaca Planning Board , effective immediately . The time I have spent . on the board has been most enjoyable and instructive to me , and I have grown very fond of the people I have worked with on the boards and on the staff . I hope that I have also made some contribution to the work of the Planning, Board . Please be assured that my resignation is not a reaction to my not being selected for the . staff position I sought earlier this year . I have absolute faith that the Town Board gave fair consi - deration to all the applicants , and hired the person most experi - enced and qualified for the job . The resignation is simply due to family considerations . Just as my husband would have. been willing to stay in Ithaca during his 1978 sabbatic leave had I been hired for the half - time planning position , so I am now ready to give up my interest in the work of the Planning Board in order that he be able to take advantage of an opportunity . to pursue his professional interests in Cam- bridge , England, during the coming year . We will be returning to Ithaca around September 1 , 1978 , and I would very much like to be considered for reappointment to the Planning Board at that time , or at some later date . MUNICIPAL PROJECTS STATUS ( 1 ) COMPLETED : a . Parks A short public relations study of Coy Glen : Preservation Area Report was prepared and published by Barbara Zimmerman ) Restaino with staff support . The Town of Ithaca Comprehensive Park & Open Space Plan first drafted by Susan Blumenthal in 1975 was updated , illustrated , and published by Stephen Ossias with staff support . A study of the Lick Brook area was begun . At this time physical inventory and mapping are complete . A ten year park plan of stages of implementation , site acquisition , construction costs , sources of funding and cash flow was prepared for Town Board review . - The park plan for the DeWitt Junior High School site was developed by Barbara ( Zimmerman ) Restaino and initially refined by the committee chaired by Mr . Donald Culligan . After public input plans were refined and costs assigned . The Town of Ithaca , School District , Village of Cayuga Heights , and Village of Lansing were then approached to endorse the project and to solicit a commitment on cost sharing . To date the Town of Ithaca and School Board have endorsed the concept to the extent of agreeing to $ 30 , 000 shares each as part of the local share matching an anticipated BOR Grant . A conceptual design and site plan was developed for the Eastern Heights Parkland and reviewed by Planning Board . b . Transit Townwide survey was used by a Cornell Consultant - in - the - Field Student to prepare a rough draft of ideas for extension of transit services into the Town of Ithaca . - Although its scope goes beyond transit , the Town Board has resolved to join the Greater Ithaca Transportation Commission . Bus service for the elderly continues to be provided Townwide by the Office for the Aging through Gadabout . c . Sewers A package of our efforts to obtain funding was prepared for Assemblyman Lee , Senator Smith , and Congressman McHugh . A meeting was held with EPA Region II and NYDEC officials in January which established our eligibility , established our State priority number , and created a strict timetable with funding as the end reward . The Facility Plan , Archeology Study , and Environmental Assessment Statements were prepared and Plans and Specifications modified by our consultant with considerable staff input , guidance , and review . Facility Plan , Environmental Assessment , and Cost Disclosure public hearings were held in March . Entire package was submitted for review to DEC on March 15 , 1977 . NYDEC forwarded the package after additional changes provided by consultant and Town staff to EPA about May 30 , 1977 . SHPO also approved the Archeological Study and forwarded it on prior to that time . EPA Region II completed technical review of Facility Plan , Plans and Specifications by the middle of June and while awaiting EAS and Archeo - logical approvals , a new directive on required densities , studies of alternative treatment methods , public health need , etc . , came out from USEPA . Fortunately , we still met all the criteria and a package consisting of aerial photographs with overlays , comprehensive sewer plan , comprehen - sive recreation plan and a narrative on projections for growth and present ANNUAL REPORT OF TOWN ENGINEER - 1977 ( cont . ) Page Two need for sewers was prepared by Town staff and delivered to Region II ® EPA in New York in early July . Additional information was then required which , with the help of the Tompkins County Health Department and Mr . Arnold of Cornell , was put together and presented to the representative of EPA Region II when he visited Ithaca and the sites with Town staff in August . Grant was awarded on or about September 30 , 1977 . Materials for signature were received and returned signed in mid - October , 1977 . Authorization to proceed with bidding was delayed due to lack of Federal Wage Rates and was finally given without same in mid - November . Project bidding period was started December 1 , 1977 . Easements have been obtained on all but about 10 properties , with only one condemnation proceeding having been started . The bonding limit was formally increased from $ 970 , 000 to $ 1 , 200 , 000 , although the local share is expected to be less than $ 400 , 000 . The City and Town negotiated a draft agreement for sewer services with staff support . The City and Town formed a selection committee including staff to screen over 30 consultant proposals for Step 1 work to upgrade the Wastewater Treatment Plant and evaluate the sewer system it serves . Staff jointly reviewed all proposals recommending interviews with O ' Brien and Gere , Stearns and Wheler , and Metcalf and Eddy . Stearns and Wheler was ultimately chosen . EPA has approved the choice of consultant and Step 1 budget amounts and work items to date . Investigation and repair of services at 131 Salem Drive and 315 Winthrop Drive . d . Town Barn Staff continually advised the Town consultant and the four contractors on appropriate courses of action and appropriate change orders . Staff coordinated Town completion of grading inside and around the building , installation of fuel tanks and pump island , installation of septic system including tank and field , installation of outside portion of building floor drain , and preliminary landscaping with timing requirements of contractors . Final contract amounts were as follows : Chrisanntha $ 139 , 085 . 00 Box Electric 23 , 966 . 00 Kimble Plumbing & Heating 12 , 411 . 00 A . Roy Auchinachie & Sons 17 , 538 . 00 $ 193 , 000 . 00 Only the General Contractor remains to be paid a retainage held back due to extensive leaks in the roof openings . A maintenance bond was executed with the help of the Town Attorney to cover questionable concrete work . To date no problems have become apparent under heavy use . Preparation of Salt Shed Specifications and Town Board authorization to bid . e . Drainage The problems with drainage along Brandywine and Christopher Lane were investigated with landowners and solutions discussed with BOCES , School District , and the Highway Department . As a part of the DeWitt Recrea - tion site a pond was designed that offers the greatest relief to this peak runoff problem . Much design data was prepared by staff for presen - tation to School Board . ANNUAL REPORT OF TOWN ENGINEER - 1977 ( cont . ) Page Three Final account of Federally eligible flood work was made with a request for final inspection and payment of $ 35 , 000+ mailed December 17 , 1977 , and received in Albany December 19 , 1977 • Mrs . Vatter of East Shore Drive had a flooding problem . Town staff inventoried the sources of her creek problem primarily from the Village and gave her a complete list of property owners , an analysis of her problem , and suggestions for solution . Installation of storm sewers at 307 and 309 Salem Drive as requested . f . Surveying Grade checks for Town Barn floor gravel base , underground exhaust system , fuel tanks , septic system , and perimeter drainage and road grades . Grade checks for Town Highway ditch work . Grade checks for Sewer repair , easements , and new design . Grade checks for isolated resident complaints or requests relating to public service . g . Highways Plans and profile of a Town - County preferred Route 96 alternative were developed and refined by Town staff and reviewed and endorsed in the following chronological sequence of public forums : informally by Planning Board , with the majority of residents in the Town north of the Hospital ; publicly announced Planning Board meeting ; public informal discussion of Town Board ; Publicly Advertised Information meeting of Town Board ; Resolution of Town Board ; public presentation at Consensus Committee meeting ; petition of 97 landowners north of Hospital ; petition of 60 Physicians and Employees of Professional Building ; Resolution of support from Paleontological Research Institute ; Resolution of Buildings and Grounds Committee of Tompkins County Hospital Board of Managers ; Resolution of full Tompkins County Hospital Board of Managers ; Resolution of County Planning and Public Works Committee ; Resolution of County Planning Board ; Resolution of Tompkins County Board of Representa - tives . Each resolution came after a full staff presentation of the pre - ferred alternative . The details were then transmitted from staff to NYDOT in June and NYDOT consultant has been working on details since then . The biggest question to be answered which will greatly affect the improvement in the Town , is what the City will do . Through the request of Supervisor Schwan , Mayor Conley has appointed Lawrence Fabbroni as an ex officio Town observer on his technical committee to study alter - natives in the City . Mr . Liguori serves a similar role for the County on that committee . The Highway Master Plan was revised removing a stretch of a proposed new road connecting Pine Tree near East Hill Plaza to Slaterville Road , Project Applications for improvements on Snyder Hill Road and Sand Bank Road under the Safer off - systems Program were prepared by staff , given preliminary approval by County and are under review by State . Phase 1 of Safer Roads and Pavement Marking Program for signs was com - pleted by Highway Department and approved by State Inspector . h . Traffic Completion of Traffic Analysis of Judd Falls - Pine Tree Road Corridor and Five Key Intersections ( East Ithaca Traffic Study ) . i . Ordinances A Resolution of Town Board intent to enforce the State Environmental Quality Review Act was passed . A follow - up Local Law has now been drafted . J .
