HomeMy WebLinkAboutPB Minutes 1977-03-15 t TOWN OF ITHACA PLANNING BOARD MARCH 15 , 1977 JOINT MEETING - TOWN BOARD/PLANNING BOARD A Joint Meeting of the Town of Ithaca Planning Board and the Town of Ithaca Town Board was held on Tuesday , March 15 , 1977 , in Town Hall , 126 East Seneca Street ( second floor ) , Ithaca , N . Y . , at 7 : 30 p . m . PRESENT : Planning Board Members - - Chairman Liese Bronfenbrenner , Henry Aron , James Baker , Eva Hoffmann , J . W . Reece ® Town Board Members � - Supervisor Walter Schwan , Andrew McElwee , Robert Powers , Noel Desch , Shirley Raffensperger , Victor DelRosso , Catherine Valentino . Town Engineer Lawrence Fabbroni , ALSO PRESENT : Gust Freeman , John Jarrett ( WTKO ) , Alan Goodman ( Ithaca Journal ) . The meeting was called to order by Planning Board Chairman Liese Bronfenbrenner at 7 : 36 p . m . PLANNING BOARD PRIORITIES . Working from an all - encompassing list of all the various Town projects that are presently under -way or might be upcoming which was prepared by Mr . Fabbroni as a basis for discussion only , the Board members noted that there is a separation but at the same time a joint relationship of priorities between the Town Board and the Planning Board . Setting up priorities in a particular time frame was decided upon and also breaking down the list of projects into certain project areas was decided upon . Some of the areas into which projects fell were Parks , Zoning , Transit , Roads , Ordinances . There followed a discussion of each item on the attached list . The members discussed the Zoning Ordinance Committee as it presently exists comprised of Noel Desch , Andrew McElwee , Shirley Raffensperger , Cathy Valentino , Victor DelRosso , Liese Bronfenbrenner and Lawrence Fabbroni , Mr . Powers moved that there be set up a group of five persons , two Planning Board members , two Town Board members and Mr . Fabbroni , to work together to put the parts of the proposed Zoning Ordinance together in a reasonable way for the Committee to proceed with work upon . Mr . Aron seconded the motion . Mrs . Valentino objected to this proposed change in the Committee make -up . Mr . Powers stated that he did not mean to change the faceof the Committee . By vote of six ayes to three nays the motion was passed , i Planning Board - 2 - March 15 , 1977 • It was decided that Mrs . Bronfenbrenner , Mr . Aron , Mrs , Valentino , Mr . DelRosso and Mr . Fabbroni would serve on this zoning ordinance compilation group . Fabbroni is or would be in charge of the • following : Federal Grant Applications for Sewer Extensions - - Preparation of all ) Done necessary material ) Surveillance of Contractor and Consultant at Town Barn Complete Eastern Heights Drainage Improvement Zoning Ordinance Enforcement Sign Ordinance Enforcement Easement procurement for extensions of Sewer Construction Field Inspections of Sewer Extensions - - in conjunction with Lozier Engineers Installation of Fuel Tanks , Septic Field , Drains at Town Barn ( supervision ) Completion of Landscaping , Grading , and Access Roads at Town Barn Reconstruction of Stone Quarry Road at Railroad - - in conjunction with Mr . Parkin Construction Supervision of Bolton Road - - SCLIWC Preparation of Final Park and Open Space Report - - this item was denoted as Priority # I Negotiate property rights for Honness Lane - Maple Avenue Bikeway It was agreed that the Town Board is or would be responsible for the following : Bid Letting of Sewer Extensions Award of Contract for Sewer Extensions eIt was agreed that Mr . Parkin is or would be in charge of the following * Supervision of Safer Roads Demonstration Project In connection with the Ordinances , as noted in Priority # III , above , Mrs . Raffensperger suggested that the Planning Board look at all of these as a group for future presentation to the Town Board , Mrs ® Bronfenbrenner noted that Mrs . Fuller is in the process of distributing copies of all ordinances to each new planning board member . Mr . Desch urged that the Planning Board take a hard look at the Comprehensive Plan . Mrs . Raffensperger suggested that , even though it is listed among Priorities # III , the Environmental Quality Review Law should be a high priority for Planning Board Study , PROPOSED ZONING ORDINANCE AND PLANNING BOARD ROLE It was agreed that the group of five would meet before April 4th and be provided with the zoning ordinance proposals now extant . The Planning Board will then receive the resulting document . It was not clear whether or not the Planning Board would then present the results of their discussions to the Zoning Committee of the Town Board . These procedures will be clarified as the final proposed zoning ordinance takes shape . Planning Board - 4 - March 15 , 1977 DISCUSSION OF WORKING RELATIONS BETWEEN BOARDS • There was an open type discussion of what the Town Board has in mind presently as the role of the Planning Board in Town affairs . There was much give and take during this discussion bearing in mind the Planning Board functions as contained in Town Law , DISCUSSION OF ROUTE 96 RELOCATION The Town Board has received the three Planning Board Resolutions adopted at their March 1 , 1977 , meeting . The details of the basis for these Resolutions ( see attached ) were given by Mr . Fabbroni . Mrs . Hoffmann suggested that this plan , R- 2 and R- 3 combination , be developed by Mr . Fabbroni and presented to the State D . O . T . Mrs , Hoffmann also suggested that the Town present an alternative for the City of Ithaca portion of the Routes 96 and 13 improvement . After discussion , it was generally agreed not to present an alternative to the City portion . It was agreed that Mr . Fabbroni should continue with the new alternative proposal for the Town section of Route 96 , ADJOURNMENT Upon Motion , the joint Meeting was adjourned at 9 : 40 p . m . . Montgomery May : Department of Transportation WHEREAS , the State of New York/has proposed six northerly alternates known as R1 , R21 R3 , R4 , R5 , and R6 for the relocation of Route 96 in the Town of Ithaca , and WHEREAS , the Planning Board has discussed the matter of the proposed Route 96 relocation at work sessions held on January 4 , 1977 and February 15 , 1977 and at its regularly scheduled meeting of March 1 , 1977 , NOW , THEREFORE , BE IT RESOLVED , that the Planning Board of the Town of Ithaca recommend and hereby does recommend to the Town Board of the Town of Ithaca their acceptance of the alternates proposed by the State of New York Department of Transportation and designated as R3 to Station 135 and R2 from said Station 135 to its juncture with the existing Route 96 , Liese Bronfenbrenner voting Aye Montgomery May voting Aye Henry Aron voting Aye Jonathan Bradley voting Aye is Eva Hoffmann voting Aye J . Montgomery May : WHEREAS , the State of New York Department of Transportation has proposed six northerly alternates known as R1 , R2 , R3 , R4 , R5 , and R6 for the relocation of Route 96 in the Town of Ithaca , and WHEREAS , the Planning Board has discussed the matter of the proposed Route 96 relocation at work sessions held on January 4 , 1977 , and February 15 , 1977 , and at its regularly scheduled meeting of March 1 , 1977 , NOW , THEREFORE , BE IT RESOLVED , that the Planning Board of the Town of Ithaca state and hereby does so state to the Town Board of the Town of Ithaca that said Planning Board strongly recommends against the implementation of the alternates proposed by the State of New York Department of Transpor - tation in re the proposed relocation of said Route 96 in the Town of Ithaca and designated as R4 . R5 , and R6 , for the following reasons : 1 . Said alternates R4 , R5 , and R6 necessitate the disruption of privately owned property . 2 . Said alternates R4 , R5 , and R6 offer poor entrance into the Tompkins County Hospital requiring left turns . 3 . Said alternates R4 , R5 , and R6 require additional distances to be travelled to reach the Hospital . Montgomery Ma Y 9 Y Y WHEREAS , the State of New York Department of Transportation has proposed six northerly alternates known as R1 , R2 , R3 , R41 R5 , and R6 for the relocation of Route 96 in the Town of Ithaca , and WHEREAS , the Planning Board has discussed the matter of the proposed Route 96 relocation at work sessions held on January 4 , 1977 and February 15 , 1977 , and at its regularly scheduled meeting of March 1 , 1977 , NOW , THEREFORE , BE IT RESOLVED , that the Planning Board of the Town of Ithaca state and hereby does so state to the Town Board of the Town of Ithaca that said Planning Board strongly recommends against the three alternates proposed by the State of New York Department of Transportation in re the proposed relocation of said Route 96 in the Town of Ithaca and designated as R4 , R5 , and R6 because of the proposed considerable additional length and proposed considerable additional cost of these three alternates , and , further THAT said additional length and additional cost is not justified by virtue of the fact that there is no apparent increase in benefits .
