WORK SESSION
FEBRUARY 15 , 1977
A Work Session of the Town of Ithaca Planning Board was held in the
Town Hall , 126 East Seneca Street ( second floor ) , Ithaca , N . Y . , on Tuesday ,
February 15 , 1977 , at 7 : 30 p . m .
PRESENT : Liese Bronfenbrenner ( as Chairman ) , Henry Aron , Montgomery May ,
Eva Hoffmann , James Baker , J . W . Reece , Frank Paolangeli ,
Jonathan Bradley , Lawrence Fabbroni ( Planning Engineer /Building
Inspector ) , James V . Buyoucos ( Town Attorney ) .
The Meeting was called to order by Mrs . Bronfenbrenner at 7 : 30 p . m .
DESIGNATION OF PLANNING BOARD ACTING-CHAIRMAN
MOTION by Mr . Henry Aron , seconded by Mr . Frank Paolangeli :
RESOLVED , that Mrs . Liese Bronfenbrenner shall serve as Acting-
Chairman of the Town of Ithaca Planning Board .
There being no further discussion , Mr . Bradley , having served as
Acting-Chairman at the last meeting , called for a vote .
Aye - Aron , May , Hoffmann , Baker , Reece , Paolangeli , Bradley .
Abstain - Bronfenbrenner .
Nay - None .
The MOTION was declared to be, carried unanimously .
DESIGNATION OF PLANNING BOARD ACTING -VICE -CHAIRMAN
MOTION by Mr . Henry Aron , seconded by Mr . Frank Paolangelis
RESOLVED , that Mr . Jonathan Bradley shall serve as Acting -Vice -
Chairman of the Town of Ithaca Planning Board .
There being no further discussion , Mrs . Bronfenbrenner called for a
vote .
Aye - Bronfenbrenner , Aron , May , Hoffmann , Baker , Reece , Paolangeli .
Abstain - Bradley .
Nay - None .
The MOTION was declared to be carried unanimously .
PRESENTATION BY TOWN ATTORNEY
Mr . Buyoucos spoke to the members of the Planning Board on some of
the legal aspects of their job . He spoke of the role of the Planning Board
in Town affairs and their relationship with the Town Board .
Mr . Buyoucos also provided some background information in connection
with the Blatchley matter as it pertains to the proposed road running
through his land and some of the legal aspects relevant thereto .
Mr . Buyoucos stated that he will be happy to meet with the Planning

Board for a full working session in order to help them understand the
many aspects of Town planning . In the meantime the Secretary will continue
tto supply the members with documentation , ordinances , regulations , minutes
and other information to aid them in focussing in on just where the Town
planning area stands .
ROUTE 96 RELOCATION UP - DATE
Mr . Fabbroni outlined the six alternatives for the Route 96 relocation
in the Town of Ithaca . The Planning Board members found that a combination
of alternates 2 and 3 seem to be the most satisfactory especially since
this would provide much better access to the Hospital .
Mrs . Bronfenbrenner directed that this matter be placed on the Agenda
for the March 1st , 1977 , Planning Board meeting .
PROPOSED MEETING WITH THE TOTIN BOARD
The Planning Board members agreed that a joint Town Board/Planning
Board meeting for discussion of priorities , needs and direction would be
very helpful . Mrs . Bronfenbrenner will write to the Town Board members
and suggest March 15th as a suitable meeting date .
PRIORITY DETERMINATION
The Planning Board members discussed at great length a listing of
priorities for this Board . Mr . Fabbroni will put the results of this
discussion on paper for use at the March 15th meeting .
ADJOURNMENT
Upon Motion , the Meeting was adjourned at 10 : 10 p . m . .
