HomeMy WebLinkAboutPB Minutes 1976-10-19 TOWN OF ITHACA PLANNING BOARD SPECIAL MEETING, OCTOBER 19 , 1976 A Special Meeting of the Town of Ithaca Planning Board was held on Tuesday , October 19 , 1976 , in Town Hall , 126 East Seneca Street ( second floor ) , Ithaca , N . Y . , at 7 : 30 p . m . PRESENT : Chairman Barbara Holcomb , Maurice Harris , Daniel Baker , Jonathan Bradley , Liese Bronfenbrenner , Richard Black , Sam Slack , ABSENT and EXCUSED : Lawrence P . Fabbroni ( Planning Engineer/Build - ing Inspector ) . Chairman Holcomb opened the meeting at 7 : 42 p . m . REPLACEMENT FOR MR . CHRISTIANSON ON PLANNING BOARD Mr . Christianson ' s term expires on December 31 , 1981 . A possible replacement was discussed . REPLACEMENT FOR MR . CHRISTIANSON AS VICE -CHAIRMAN It was noted that Mr . Christianson has been Vice-Chairman of the Planning Board for many years . Mr . Harris nominated Mr . Slack for the position of Vice -Chairman . Mr . Slack declined the nomination . Mr . Harris nominated Mr . Black for the position of Vice -Chairman . Mr . Black declined the nomination . Mr . Black nominated Mr . Harris for the posi - tion of Vice -Chairman , seconded by Mrs . Bronfenbrenner , Mr . Slack moved that nominations be closed , seconded by Mr . Black . There were six ayes with Mr . Harris abstaining . Mr . Harris is the Vice -Chairman of the Planning Board . CONFLICT BETWEEN NEXT REGULAR MEETING DATE AND ELECTION NIGHT Mrs . Holcomb pointed out that the next regular meeting date is November 2nd , 1976 , which is a national election night . The Board mem- bers agreed to meet on November lst , 1976 , Monday . There will be Public Hearinqs scheduled , QUESTION OF TWO MEETINGS PER MONTH Mrs . Holcomb asked if the Planning Board members felt that two meetings a month were necessary , It was agreed that the Planning Board would continue to meet in regular session on the first Tuesday of each month and would meet only on the third Tuesday if necessary . EASTERN HEIGHTS DRAINAGE Mr . Harris asked about the status of the Eastern Heights drainage problems , especially since the flood damage repair program has been 10 underway under Mr . Fabbroni ' s direction . Mrs . Holcomb brought the Board up- to -date . She stated that Mr . Fabbroni has been working night and day up there . He has been getting easements , putting in check dams , diver - sion ditch through Marion ' s land . He obtained an easement from Mr . Marion . Harris wondered what the status of Beacon Hills is . Mrs . Holcomb stated that it remains in limbo . EXECUTIVE SESSION At 8 : 05 p . m . the Board retired into Executive Session to discuss where the Planning Board wants to go in the months to come . The following is a summary of the Planning Board consensus : 1 . The Planning Board requests of the Town Board that their Zoning Ordinance review committee give the Planning Board a report on the status of the Zoning Ordinance by December 7 , 1976 . 2 . The Planning Board requests of the Town Board that they inform the Planning Board of the status of the Planning Board ' s proposed amendments to the Sign Ordinance , and , should it be that the Town Board does not approve of the proposed amendments , they indicate why . 3 . The Planning Board requests of the Town Board that the Planning Board be informed of the condition of the recommendations which were made in connection with parks in order that they may be acted upon by this budget year . 4 . The Planning Board wishes to know what is happening with the traffic study . 5 . The Planning Board wishes to know what is happening with the develop - ment of the bikeways . 6 . The Planning Board wishes to express its concern in the matter of Mr . Fabbroni ° s need for aid in planning and engineering . It was agreed that Mrs . Holcomb would write a letter to the Town Board members . ADJOURNMENT Upon Motion , the meeting was adjourned at 9 : 30 p . m . Respectfully submitted , Nancy M . Fuller , Secretary , 40
