Fabbroni reported that September was a record month for num- bers of building permits issued . There were approximately 15 permits issued for new homes and additions to homes . He commented that Septem- ber is traditionally a big month but this September was particularly heavy . REPORT OF PLANNING ENGINEER Mr . Fabbroni reported that the Town has forwarded the sewer exten- sion plans to D , E . C . for the proposed five sewer extensions and are now awaiting that approval . It is necessary, to have D . E . C . approval before Putting the jobs out to bid , Mr . Fabbroni reported that the joint City-Town project on the construction of Williams Glen Road is about half -way finished . The Town is doing all the work according to agreed upon State rental rates . Mr . Fabbroni reported that there has been miscellaneous road work and inspection of homes in the northeast for the Lucente development . 0Ir . Lucente has completed his - road work and final deed acceptance is in the hands of the Town attorney . Mr . Black asked about the status of Tudor Road . Mr . Fabbroni stated that it has been more or less decided to accept the road after building it back up to Town specifications at the owner ' s expense . 1r . Fabbroni stated that the contractor has just about completed all the in-pavement waterline installation for the Bolton Point project . He has stopped right now at the top of Caldwell Road . At Giles Street Town of Ithaca Planning Board - 2 - October 7 , 1975 it breaks off into Six mile Creek just before the Bridge . Chicago Bridge and Iron are erecting the water tank near the intersection of Burdick Hill and Triphammer Roads . The treatment plant construction seems to be ahead of schedule . The pumping station roof is enclosed and some apparatus has arrived . The intake work seems to be a little behind schedule . All in all the Bolton Point project is proceeding quite well . It is expected to be operational for getting the bugs out in April , with a target date of July 1976 for actual operation . PUBLIC HEARING : CONSIDERATION OF PRELIMINARY APPROVAL OF SUBDIVISION PLAN FOR LANDS OF SHIPPOS ( PARCEL N0 . 6 - 31 - 2 . 2 ) AT 611 FIVE MILE DRIVE . The proper Notices and Affidavits having been presented for the record , the Chair noted that in the absence of a quorum no decision on the matter before the Board could be reached . Mr . Shippos presented a proposed map indicating his subdivision plans . Mr . Shippos said that there is City water on the Five Mile Drive frontage portion . Mrs . Holcomb said that until it is determined what the Health De - partment requires , she did not think that Mr . Shippos could go much farther . Mrs . Holcomb noted that the lot requirements for an R- 9 district ( a portion of Mr . Shippos " parcel is zoned R- 9 ) , if there is no water or sewer , are 17. , 000 sq . ft . R- 15 requires 15 , 000 sq . ft . The front lots may be smaller but the rest have to be 12 , 000 sq . ft . in the R- 9 and 15 , 000 in the R- 15 . The only change would be if the Health Department says that they have to be larger . Twenty- eight lots were proposed by Mr . Shippos before discussions with Mr . Fabbroni about minimum lot requirements , Health Department approvals , Highway Right of Way requirements , and efficient subdivision layout . There was discussion of a flood easement . Mr . Fabbroni said that according to law the flood easement can be included in the lot size . Mrs . Holcomb stated that the Planning Board will defer this matter until Mr . Shippos has had some discussion with the Health Department . Prior to the close of the Hearing by the Chair , Mrs . Lane and Mrs . Spencer discussed the proposal from the floor . They asked Mr . Shippos what kind of houses he was proposing to build . Mr . Shippos stated that they would be single family homes of high quality . They asked Mr . Shippos why he wanted to put houses there . Mr . Shippos wondered what was so good about vacant land . Mrs . Holcomb stated that when nor . Shippos comes back to the Planning Board with a definitive plan there will be another Public Hearing which will be advertised just as this one was . PUBLIC HEARING : CONSIDERATION OF PRELIMINARY APPROVAL OF SITE PLAN FOR A GRAPHIC ARTS BUILDING ON PROPFRTY OhWED BY RIDLEY ( PARCEL NO . 6 - 62 - 2 - 1 . 125 ) AT EAST ITHACA PLAZA ON JUDD FALLS ROAD . The proper Notices and Affidavits having been Opresented for the record , the Chair noted that in the absence of a quorum no formal deci - Son on this matter could be made at this meeting . Mr . Paul Ridley and Mr . TATIlliam Summerhays , the Engineer who developed the plans , were present . They presented a site plan for the Town of Ithaca Planning . Board - 3 - October 7 , 1975 proposed building entitled " Site Plan , Ridley and Ridley , Ellis Hollow Road , William Summerhays , P . E . 8 / 27 / 75 " . The parcel in question is between the entrance road to the Shop- ping Centre that comes off Ellis Hollow Road and is the next parcel [West of the Elderly Housing project . Mr . Christianson asked if the proposed building will be used for a bindery or a printery or what . Mr . Ridley replied that it will be for a purpose in the area of graphic arts as a bindery , printery , etc . Mr . Black asked about the existing drainage ditch and whether there was an intention to close it . Mr . Summerhays stated that there were no such plans now except to keep the water flowing . Mr . Black noted that there would be access to the building in two places - - from the Shopping Centre road and .from Ellis Hollow Road . Mr . Ridley stated that all traffic will be in the area of the premises . Mrs . Holcomb noted that the proposed building contains 4 , 000 sq . ft and that there is an area shown for expansion of around 8 , 000 sq . ft . Mrs . Holcomb noted that the parking area shown for customers in the front is acceptable because the proposed building is set back 80 ' . The requirement is no parking in the front 30 ' only . She also noted that the required side lot size is 20 ' and there is shown 25 ' on one side and more on the other . The rear yard is more than adequate even with the proposed eventual expansion . Mrs . Holcomb asked how big the parking area is . r�r . Ridley did not know at this time , Mrs . Holcomb stated that the ordinance requires 12 , 000 sq . ft . of parking area including drives and lanes and that there is also a requirement for blacktopping . See Section 38 , part 1 . Mr . Fabbroni cited the same Section , same part but as specifically referring to a retail store as being more appropriate in this case . This sub-part requires one space for each 200 sq . ft . of ground floor plus one space for each 500 sq . ft . of sales area on all other floors combined . Mrs . Holcomb stated that she was not one to blacktop any more area than absolutely necessary , it being her opinion that if a variance should be needed , it should be sought . Mrs . Holcomb then read from Section 38 of the ordinance , para- graph 3 - - Access and Sidewalks . Mrs . Holcomb also cited Section 38 , paragraph 5 - - Buffer Areas and Screening as the only other require - ment since the Ridley ' s commercial area abutts a residential area , that being the requirement for a buffer area along the side where it abutts the residential area next door . Mr . Black wondered if this section would apply when there is an existing easement for the road next to the Elderly Housing project . Mr . Ridley asked what short of plantings would be expected ? TIould a solid buffer be required ? Mrs . Holcomb stated that the ordinance reads in part - - " A strip at least 10 feet wide shall be suitably planted to screen a Business District from present or future residences , or a suitable screening fence shall be erected . " The Board agreed that there was no specific reference to solid buffer . Mr . Fabbroni suggested the planting of shrubs . Mrs . Holcomb stated that a visual break is the intent . Mr . Ridley could see no problem with such a buffer being put in . Mrs . Holcomb noted that there is an access road opening onto the Town of Ithaca Planning Board , ® 4 - October 7 , 1975 rad into the Shopping Centre which is a private road . Mrs . Holcomb whether or not there is a provision in the Ridley deed for the • permanent use of that road , Mr . Ridley stated that there was such provision . Mrs . Holcomb asked for any questions or comments from the Board or the public . Mr . David Cassel asked for clarification of what the purpose of the proposed building is . Mr . Ridley stated that it will be used as a book binding plant , for printing and other such highly technical work . Mr . Cassel asked what the current zoning status is of the parcel in question and if this proposal requires a change in zoning . Mrs . Holcomb stated that the parcel in question is part of the Busi - ness " C " zoning that goes for the Shopping Centre and the proposal does not involve a zoning change . Mrs . Holcomb cited Section 34 of the ordinance which allows this type of operation in a Business " C " district . Mr . Cassel pointed out that there is a problem of access for the elderly to the Shopping Centre . He asked Mr . Ridley if he would pro- vide a walkway which he would maintain for these people in order to get them off Ellis Hollow Road itself . Mr . Ridley commented that such a proposal would only provide them a way to get to another road , Mr . Christianson commented that the Rgdleys would have a horrendous insurance problem , Mr . Black said that the Planning Board has been concerned with this problem for some time and that they will continue to look into it . Mrs . Holcomb stated that the Planning Board has been in hopes of putting a walkway in directly inboard of the drainage ditch and thus getting the people to the Shopping Centre area . She stated that the Town is seeking_ an answer from Audit and Control on this whole matter . Mr . Black asked what the proposed building is made of . Mr . Ridley stated that it is baked -on enamel steel . Mrs . Holcomb noted that this proposal is for an area zoned commercial and that the Planning Board can only make a recommendation to the Town Board on a site plan according to law . MOTION by Mr . Robert Christianson , seconded by Mr . Maurice Harris RESOLVED , that the Planning Board of the Town of Ithaca recom- mend and hereby does recommend to the Town Board of the Town of Ithaca that approval be granted to the proposed Ridley and Ridley Graphic Arts Centre as submitted on site plan dated August 27 , 1975 , prepared by William Summerhays , P . E . , and titled " Site Plan , Ridley and Ridley , Ellis Hollow Road . " , and more particularly designated as Parcel No . 6 - 62 - 2 - 1 . 125 . Such approval , is recommended with the understanding that suitable plantings will be added in the area where the property abutts the residential zone , i . e . , the Elderly Housing project . There was no vote taken in the absence of a quorum . The above - gted resolution will be considered at the next meeting of the arming Board on October 21 , 1975 . Town of Ithaca Planning Board � 5 - October 7 , 1975 PUBLIC HEARING : CONSIDERATION OF APPROVAL OF REPLACEMENT SIGN FOR P & C FOOD MARKET AT EAST ITHACA PLAZA ( PARCEL NO . 6 - 62 - 2 - 1 . 121 ) ON JUDD FALLS ROAD . it -- -- The proper Notices and Affidavits were presented for the record and the absence of a quorum was noted . The discussion before the Board is a proposed replacement for P & C sign with a new Corporate Logo , Mr . David Norcross was present from the P & C Food Markets Office in Syracuse , N . Y . He presented a front elevation plan entitled " P & C Food Market , Exterior Elevation and Signing , 10 / 7 /75 . " Mr . Norcross stated that this proposed sign is much smaller than the sign presently existing on the building . The existing sign is 1001 long . The proposed sign is approximately 481 x 81 which is 384 sq . ft . There are the letters P & C and Your Moneysaver and then two long painted stripes . There are four lights proposed above said proposed sign which are hooded down to illuminate the sign only . Mrs . Holcomb read at length from the Town Sign Ordinance . She noted that the building is 1361 long and the Sign Ordinance states that 1 sq . ft . of sign per linear foot of a building is allowed except that in the case of 2 ( or more signs ) there may be no more than 250 sq . ft . of signing . Mrs . Holcomb stated that the present sign is illegal and has to come down . Mr . Fabbroni noted that in the case of the proposed sign the thing that makes it too large is the colored bands . Mr . Christianson stated that he has no objection to the proposed sign and he thinks it would look fine on the building , but he does not see any wuy that the Planning Board can make a recommendation to the Town Board to approve it . He suggested that the Company take the matter to the Zoning Board of Appeals . Mrs . Holcomb noted that in the case of sign approval , since such approval or disapproval is handed down by the Town Board , there is no appeal to the Zoning Board of Appeals - - only to the Courts . Mr . Fabbroni noted that the Town Board itself can vary the requirements , as it has done so in the past . Mrs . Holcomb stated that the only option the Planning Board has with the sign that is presented here is to recommend that it not be approved because it does not meet the requirements of the sign ordi ® nance . She stated that the Board can include suggestions that they see might make it comply . Mr . Cassel of the East Ithaca Civic Association asked about the four lights which illuminate the sign . A discussion of same was held . Mrs . Holcomb stated that the Planning Board will forward their ° non -recommendation " of the proposed P & C Sign . to the Town Board with the following suggestions : Town of Ithaca Planning Board - 6 - October 7 , 1975 1 , The proposed sign could be scaled down to meet the requirements of the Sign Ordinance , 2 . The colored strip could be shortened . 3 . The background color could be changed to the same color as the • facia of the building . The Planning Board (without quorum ) feels that the proposed P & C sign • should not be approved since it is in violation of the following requirements of the Sign Ordinance ( LOCAL LAW # 1 1972 ) . Section 7 . Si ns in business and industrial districts . In districts zoned business or industrial by the Town of Ithaca Zoning Ordinance , no signs shall be erected or maintained except as follows : ( a ) One or more sign or signs may be attached , painted on or applied to the front or face of each building . The sign area of such sign , or , if more than one is erected , the sum total of the sign area of all such signs , in the aggregate , shall not exceed one square foot per lineal foot of the building frontage occupied by each business . In no case shall the sum of the total sign area of any one sign , or , if more than one sign , the total sign area of all signs erected or maintained on any building exceed 250 square feet . No sign shall extend above the roof line of the building to which it is attached . This should be read in connection with Section 3 . Definitions . • ( d ) The " front " of a building shall mean that face which con- tains the main entrance . If there is more than one entrance , only one face shall be deemed to be the front . DISCUSSION OF PLANNING BOARD RECOMMENDATION TO TOWN BOARD IN RE SANDRA PLACE . Mrs . Holcomb stated that the last time the Board met on this matter was October 1 , 1974 , at which time there was a lengthy discussior of opening or not opening Sandra Place . At that time it was decided that a traffic study would be conducted by Mr . Fabbroni , Mrs . Holcomb read the Resolution in re Sandra Place. as adopted by majority vote of the Planning Board on October 1 , 1974s " RESOLVED , that the Planning Board of the Town of Ithaca recommend and hereby does recommend to the Town Board that Sandra Place not be opened at this time , and THAT the Town acquire the land from Otto Schoenfeld for the right of way for Sandra Place Extension , and THAT Sandra Place Extension remain on the Official Town Map as a proposed road , and THAT a firm and final decision be made as to the opening or closing of Sandra Place no later than July 1 , 1975 , by which time the Traffic studies for this neighborhood area proposed by the Planning ngineer will have been completed . " Town of Ithaca Planning Board - 7 - October 7 , 1975 Mrs . Holcomb noted that the deadline date of July 1 , 1975 , • was extended to October upon request of the Planning Board to the Town Board , Mr . Fabbroni presented a report of his traffic study as presented to the Planning Board on September 16 , 1975 . ( See Minutes of September 16 , 1975 , and attachments . ) Mr . Peter Francese asked from the floor if Sandra Place were opened , what did Mr . Fabbroni see as a result based on the low traffic figures on Burleigh Drive ? Mr . Fabbroni stated that these figures indicate virtually no through movement in the area . Mr . Fabbroni then went over the figures on the A . M . and P . M . peak hours heading towards and from Burleigh Drive . He noted that the number of cars is very low . Mr . Fabbroni then looked at Winthrop Drive and stated that there is very little through traffic . It was Mr . Fabbroni ' s opinion that if you opened Sandra Place you would have the same traffic volume . Mr . Francese referred to the A . M . and P . M . traffic on Uptown Road and asked if Sandra Place were opened , would the people go down Burleigh? Mr . Fabbroni stated that it would be very unlikely especial ly if STOP SIGNS were erected at Winthrop on Sandra and Brandywine , at Christopher Lane on Brandywine and Blackstone , and at Burleigh on Sandra Place . A gentleman asked if Sandra Place were opened would there be signs as a part of this opening . Mr . Fabbroni said yes . • A gentleman asked if the traffic is not too great now what is there to achieve by opening Sandra Place ? Mr . Fahbroni replied that there would be a third source of access thereby spreading traffic around more and providing a second source for fire protection access . Mr . Francese asked if the primary reason for opening was to give better access to the neighborhood ? Mr . Fabbroni stated that there would be better local circulation without question , Mr . Lalonde led a discussion of school busses and whether they were included in the study . He noted that there are about 12 busses going to Northeast School , Mr . Fabbroni stated that the school busses were most definitely counted . A gentleman asked if it were conceivable that a percentage of people would use Sandra Place instead of Burleigh Drive ? Mr . Fabbroni stated that the absolute maximum would be 600 cars that would use Sandra Place in one day ( 24 - hours ) . A gentleman stated that he has three children and they live where Sandra Place intersects Winthrop Drive . He stated that his concern is not so much what the peak hours are but what the total volume is . He stated that there is inadequate police protection now , and to add traffic to Winthrop without police protection is totally • unacceptable . A gentleman noted that the survey assumes 600 cars on Sandra ' lace and there are already 625 on Winthrop , therefore , by opening Sandra Place the traffic on Winthrop will be increased 100 % . Mr . Fabbroni replied that he is talking about diverting traffic and stated Town of Ithaca Planning Board ® 8 - October 7 , 1975 that the total would never approach the sum of the two as opening will not create a substantial amount of new traffic , Mr . Lalonde noted that approximately 1 / 4 of talinthrop Drive is school property . Restricted parking is not .enforced there . There are lots of kids playing up there . Anything that can be done to relieve traffic on Winthrop should be done . It is just a matter of time before some kid gets hit . A gentleman suggested an opening from Winston through to Warren Road if the Board were so concered about alternative accesses to neighborhoods . Mr . Robert Cornell stated that he has spoken with about 300 families in the Northeast area . He noted a problem with kids getting from the Uptown Road apartments to the school , He stated that he was asked to sign a petition to close Sandra Place . He said he did not sign it . He said that three petitions have been presented to open Sandra Place . He said that some teachers signed those petitions . He stated that he was told not to say that Northeast School is for opening Sandra Place because some person from Sandra Place called the principal and he told him ( Mr . Cornell ) not to say this , so he is not saying it . At the time Mr . Schoenfeld put in the subdivision , Mr . Cornell continued , it was decided to open Sandra Place . Then it wr4s decided to close Sandra Place until Mr . Schoenfeld met certain condi ® tions . Those conditions have been met . Mr . Cornell said , " I say open lt . " A gentleman stated that he opposes the opening of Sandra Place and that he has no self - interest other than the children . Mr . Charles Burness stated that he sort of ovens the 2501 of no -man ° s land which is the unopened part of Sandra Place . He stated that he purchased a corner lot four years ago and he still cannot drive past the front of his own house . He said that the 2501 out there is a r:;.ass . Something has to be done with that 601 x 2501 strip . He said that he would like to have that intersection there in order to get a street light . He said he would like to drive past the front of his house . He stated again that he purchased his house being told it was a corner lot and for 4 - 1/ 2 years he has not been able to drive past the front of his home . He stated that he is the only guy up there without a culvert because he is on a corner lot but he does not have a corner lot . He stated that every map he has ever looked at shows that Sandra Place is supposed to be a street , fie stated that he is for opening Sandra Place at this time . Mrs . Holcomb stated that Mr . Harry Missirian called her at her home prior to coming to this meeting and he said that he opposes opening Sandra Place and he recommends that the area be made a walkway for school children . A gentleman asked if the Planning Board has the power to recom- mend increased police protection to enforce the stop signs . Mrs . • Holcomb stated that such a recommendation could be made to the Town Board who would be the ones to actually implement any such plan . Mrs . Tiolcomb stated that the Planning Board is presently on 7ecord , as shoi.m by the original subdivision plan , stating that Sandra U .lace should be opened . The Town Board took action not to open and then the '*town Board asked that the Planning Board look into it again Town of Ithaca Planning Board - 9 - October 7 , 1975 and see if the Planning Board still feels that action to open Sandra Place as originally planned is ' still proper , and then report the opinion of the Planning Board to the Town Board . She noted that the Planning Board has the choice of either reaffirming the decision that was made when the plan was approved or changing their minds . She said the Planning Board could make a recommendation to the Town Board , or the Board could only pass on its personal feeling to the Town Board at their meeting on October 13 , 1975 , in order not to delay this any more , A gentleman stated that he wanted it passed on that the people from the Northeast want more police protection . Mr . Harris stated that he voted for opening up Sandra Place at the last meeting at which the Planning Board voted on this . He said that he had heard the arguments tonight and one of the things that he had heard was that there would be a tremendous influx of traffic coming from Lansing should Sandra Place be opened . He stated that he sees no evidence of this at all , Mrs . Holcomb stated that the action taken by the Planning Board tonight would be informal because of the absence of a quorum . She noted that the Planning Board is on record as approving the opening of Sandra Place . She asked if there were anyone who wished to make a motion to re - affirm this position or change it ? MOTION by Mr . Richard Black : RESOLVED , that the Planning Board of the Town of Ithaca re - affirm and hereby does re - affirm its approval that Sandra Place be a through street from its present terminus to Burleigh Drive , such approval having been given to the original subdivision plan in 1969 . The MOTION was seconded by Mr . Robert Christianson with the following comment : " This action was done in 1969 and that was almost seven years ago . The reason I re - affirm this is that I do not see that opening Sandra Place would create a hazard but would decrease the hazard , It certainly is not a new issue . The water and muddy situation in the unopened part is because of it being in limbo for so long . It is a tribute to the Town Board for giving all sides the time to give much consideration to this matter . I believe that the opening of Sandra Place would be more of an advantage to the Town and the residents of the area and to the whole traffic flow than it would be a disadvantage . " There being no further discussion , the Chair called for a vote . Aye - Holcomb , Black , Harris , Christianson , Nay - none . Mrs . Holcomb stated that this Motion will go as a recommenda- tion from the four members present and , if it is possible to poll the other members , we will do so and add that to our recommendation . Cornell ' s class This note is from those of us who have entered a national contest forthe Bicentennial 'BL CITIZEN IN ACTION . " Current Events magazine , owned by Xerox Corporation , is sponsoring this community improvem6nt competition to honor the nation ' s 200th anniversary . We are participating *n action project : " Take action on some community project and show us what you did to help Se it . " Our action is to do what we can to COMPLETE SANDRA PLACE AS A STREET . We have measured the 250 x 60 feet of unopened section which we call "No Place . " Our motto has become , "Let ' s make No Place into Sandra Place . " We have learned these things about Sandra Place an d No Place . 1 . The original owner of the land , Mr . Otto achoenfeld , spent ' $10 , 000 to complete the building Qf a culvert in the unopened section so the street could be opened . 2 . When Mr . Burness had his home built , it was built facing onto Sandra Place ( the unopened section ) as he was told at that time that his end h6 Sandra Place would be opening . 3 . Mr . Norton , across from Mr . Burness , also had his house built facing &nto Sandra Place ( the unopened section . ) " . 4 . Mr . Burness has no drainage beneath his ' driveway , the only such instance on Burleigh Drive . He was told that when Sandra Place was completely opened , a drainage ditch would carry water along the new section of street in front of his house and empty into the creek running through Mr . achoenfeld ' s culvert . Instead , water has washed through his lawn for years . 5 . In the winter of 1973-749 when snow drifted high in the unopened section ( No Place ) , three small fourth and fifth grdde girls were unable to walk through the unopened section . They lived in Uptoi# Village and Gaslight Village Apartments , Kathy Marks , Christy Vangeli , and Patty Gay then had to- walk through snow and freezing weather the approximate extra mile down Burleigh Drive •and back up' Winthrop . Drive to Northeast School all because 250 feet of Sandra Place had never been .completed 6 . When a lady resident of Sandra Place asked Mr . Cornell to sign a petition to : keep Sandra Pik e :closed she was asked about the difficulty that students had in getting through the un- edsectbn 'during deep snow and about parents from the three apartment complexes having to drive just over twenty times as far ( down Burleigh and up Winthrop ) thah the 250 feet of driving available to connect with the opened part of Sandra Place . That lady ' s reply was , "We ' re not concerned with how those people get to school . That ' s their problem . " It was that reply indicating a total lack of consideration for. " those , people " in Uptown Village , University Park , and Gaslight Village Apartments that proppted Mr . Cornell to circulate a petition in favor of opening Sandra Place . He obtained over 200 signatures ; many .having been earlier affixed to the petition-'-.to keep Sandra, Place closed . Those people who had signed 1the earlier petition. to keep it closed indicated that they had done so because they did not know there would be another petition to have it opened or they were told by the lady with the earlier petition that Uptown Road was going to be closed at Warren Road , or they were told that opening Sandra Place would cause traffic �to - come - down .Burleigh Drive , turn through Sandra Place , and continue on down t7in' throp ' Drive • or4 they felt pressured into signing it or they knew people on Sandra Place . 7 . On all the maps which we have seen , Sandra Place is shown either as a streetnfrom Winthrop Drive to Burleigh Drive or it is shown as a proposed street. . Some people hav a purchased homes on Burleigh Drive partly because they were told that Sandra Place would be , opened . They received plot maps with their deeds showing Sandra Place to be opened . 8 . It would . seem that new families who will occupy the 37 new homesites now -under development north of Burleigh Drive will wast Sandra Place open to more fairly distribute the flow of traffic through the area instead of present jams at Triphammer , Warren Road , and Uptown Road - for early . traffic to the Northeast and DeWitt scholl areas . 9 . It would seem that much gasoline would be saved by cars now having to drive the extra miles instead of cutting through Sandra Place and - ,would reduce chance of accident and injury to many sents walking up Burleigh and Winthrop Drives . T . EFORE ; we urge you to attend the Town Planning Board Meeting on Tuesday , October 7 , 1975 .
