HomeMy WebLinkAboutPB Minutes 1973-09-04 TMIN OF ITHACA PLANNING BOARD SEPTEMBER 4 , 1973 A special oeeting ,of the Town of Ithaca Planning Board was held on Tuesday , September 4 , 1973 , in the Town Offices at 108 East Green Street , Ithaca , New York , at 7 ° 30 p . m . PRESENT : Chairwoman Barbara Holcomb , Sam Slack , Robert Scannell , Daniel Baker , Jack Lowe , Maurice Harris and Kenneth Kroohs ( Planning Engineer ) . ABSENT : Robert Christianson , Arnold Albrecht . Mrs . Holcomb called the meeting to order at 7 : 40 p . m . She explained that this meeting had been called primarily to act on two problems due to the lack of a quorum at the regular Planning Board meeting of August 28 , 1973 Mr , Leonardo ° s subdivision on Danby Road and the Beacon Hills sign application . LEONARDO SUBDIVISION , Mrs . Holcomb showed and described the site plan . Mr . Scannell and Mr . Kroohs sketched the preliminary concept for the remainder of the tract of land owned by Mr . Leonardo . Mr . Scannell pointed out the parcel of land on the northern boundary proposed for a park . He explained that Mr . Leonardo had originally proposed dedicating park ® land contiguous to the State Park to the West . The Planning Board felt that the Northern site was better since it would be more accessible to the subdivision residents and also permit possible expansion of the park when the multi residence zone to the North is developed . MOTION by Mr . Robert Scannell , seconded by Mr. Maurice Harrise RESOLVED , that the preliminary site plan for the subdivision proposed by Mr . Leonardo on Danby Road be approved . There was no further discussion . The Chair called for a vote . All members present voted aye . Carried . The final subdivision site plan approval will be considered by the Planning Board on September 11 , 1973 . BEACON HILLS SIGN APPLICATION , Mrs . Holcomb reviewed the pertinent sections of the Town of Ithaca Sign Ordinance . Specifically , she explained that a sign which advertises a subdivision is allowed in a residential zone so long as it does not exceed 50 sq . ft . All signs over 25 sq . ft . must be approved by the Planning Board , The sign application was presented to the Board. This inclu- ded a scale drawing of the proposed sign . Mr . Kroohs indicated the location of the sign on the site plan of the project . It will be constructed West of Ridgecrest Road on the South side of East King Road . This will place the sign near the construction trailer . r w ` 1 Town of Ithaca Planning Board - 2= September 4 , 1973 ® Mrs , Holcomb mentioned that the scale drawing of the proposed sign did not clearly show what lettering would be on the sign . MOTION by Mr . Sao Slack , seconded by Mr . Daniel Baken RESOLVED , that the sign application of Beacon Hills Village for a sign of approximately 48 sq . ft . to advertise their development be approved conditional on the Zoning Officer ' s determination that all wording to be placed on the sign is acceptable under the Town of Ithaca Sign Ordinance . The Chair asked for further discussion . There was none , and a vote was called for . All members present voted aye . Carried . ARTHUR " DUTCH" PRINCE SUBDIVISION ON ST . CATHERINE CIRCLE , Mr . Prince received conditional final approval on portions of his subdivision at the June 192 1973 , Planning Board meeting . The approval was for Lots I _ 15 of Block 3 , Lots 1 and 2 of Block 2 and Lot 1 of Block 1 . Mr . Prince has an offer from a family who would like to purchase Lots 1 and 2 of Block 1 and build a single house on the land . This house will face Christopher Circle Extension , Mr . Scannell noted that the house will have a driveway to Christopher Circle Extension and also will connect to sewer and water on Christopher Circle Extension . Therefore , the proposed road which will connect St . Catherine Circle to Christopher Circle Exten- sion and border the lots in question , is not necessary for servicing the proposed house . MOTION by Mr . Robert Scannell , seconded by Mr . Jack Lowe , PXSOLVED , that Lot 2 of Block 1 be added to the final subdivision approval for the St . Catherine Circle Subdivision . It is understood that Lot 2 will be considered a part of Lot 1 for the purpose of issuing a single building permit . Lot 2 cannot have a building permit when considered separately since it does not have access to an approved road at present . There was no further discussion and a vote was called for.
