HomeMy WebLinkAboutPB Minutes 1973-02-06 TOWN OF ITIIACA PLANNING BOARD February 6 , 1973 A regular meeting of the Town of Ithaca Planning Board was held on Tuesday , February 6 , 1973 , in the Town Offices at 108 East Green Street , Ithaca ,. New York , at 7 * 30 p . m . PRESENT ,: Chairwoman Barbara Holcomb , Daniel Baker , Jack Lowe , Arnold Albrecht , Peter Francese ( Planning Consultant ) , Ken Kroohs ( Planning Consultant ) , Miss Sandy McCullough ( Planning Student ) and Miss Kay Burgunder ( Planning Student ) . ABSENT : Maurice Harris , Robert Christianson , Sam Slack , Robert Scannell . ALSO PRESENT : Mr . Herbert 14ahr . Mrs . Holcomb called the meeting to order at 7030 p . m . INTERSECTION . OF HONNESS LANE AND SLATERVILLE ROAD , Mrs . Holcomb and Mr . Kroohs went by car to the intersection of Honness Lane and Slaterville - Road to test it for visibility . They found that the visibility is over 500 feet . However , the stop sign is set back and if you stop there you cannot see . Mr . Kroohs suggested , that the Town paint a white line where it would be best to stop and also that the Town request the State Department of Transportation to cut back the bank , SPEED LIMIT FOR HONNESS LANE , Mr . Lowe inquired about the speed limit signs that had been okayed by the State for Honness Lane and Snyder Hill Road and when they will be going up . Mr . Kroohs will check with the Highway Superintendent . REQUEST FROM ZONING OFFICER FOP. A DECISION ON A REQUEST FOR A NON- CONFORMING SIGN FOR KENNIL14ORTH ASSOC . FOR THE ITHACA PLAZA ON JUDD FALLS ROAD , . Mr . Cowan was unable to be present at this meeting so in his place the Secretary presented a request from Cayuga Signs for per- mission to erect a sign which advertises property for sale or lease at the Ithaca Plaza on land leased by Kennilworth Assoc . It was noted that the Sign Ordinance does not permit signs of this nature that are larger than six sq . ft . The request is for a sign approximately 20 sq . ft . After discussion , it was agreed that Mrs . Holcomb would talk with the renresentative from Cayuga Signs , Inc . , and inform him of the regulations within the Sign Ordinance , PROPOSED ZONING ORDINANCE - - INTENT . Mr . Francese had the Intent prepared and the members of the • Planning Board went over the wording page by page , The first zone to be discussed was the Agricultural Zone , Page 6 , of the Intent . Mrs . Holcomb noted that Mr . Hopkins wants his land to be included in the Agricultural Zone , and discussion was held . There was Town of Ithaca Planning Board - 2 - February 6 , 1973 / also continued discussion of the Perry Farm on Trumansburg Road . After considerable discussion of the wording in the Intent regarding the Agricultural Zone , Mr . Francese stated that he felt that if the Planning Board wants the Agricultural District- - Mr . Baker corrected him to say Agricultural Zone throughout the Intent - to be weak , then they should do so , but , if that is not the intent of the Planning Board , then they should look to strengthening the wording for that Zone . Mr . Kroohs displayed the County Planning Office map that they are developing showing viable lands for Agricultural . Mrs . Holcomb felt that there are two intents here , 1 . Keep good farm land in farming . 2 . We lc.now that some of these lands will not remain in farming for a long period of time but by planning them in the Agricultural 'Lone , we will be alerted to the fact that these parcels are now changing character since the owner must request rezoning to develop his Agricultural land : Mr . Francese noted also that if an area that is zoned agricul - tural is requested to be rezoned to residential then that rezoning must be tied to a plan : Discussion of the wording continued and several changes were made , •' The next section of ,, theroposed I the section entitled ` °Residence° , Page 2ntent to be d iscussed was With regard to the question of zoning by density ; i , e , , using percentages , there has been much research done by Misses McCullough and Burgunder . They stated that there are no court cases that they can find which refer to this concept of zoning by percentages of density . They also could find no reference to any place where this has been done before . Mr . Francese did not think that it has been done . Misses McCullough and Burgunder could see no reason why it cannot be done . There followed considerable discussion of how to approach getting a figure for total density. Mr . Francese outlined his thinking in detail calling it in essence a staging effect . There should be a set proportion which should be maintained at all times . finish . Now , discussion began on the netire Intent from start to In the section of the Intent called Business Districts - on Page 5 it was Mr . Francese ' s opinion that there is enough commercial area in the Town of Ithaca . A lengthy discussion followed and the entire section was rewritten . Planned Unit Development , Page 4 , was now discussed . After all • viewpoints were aired , it was decided that Mr . Francese would rewrite this section completely . It is to be noted , however , that Planned Residential Development which differs frog Planned Unit Development needs to have a description of its own someplace . Town of Ithaca Planning Board - 3 - February 6 , 1973 The . section in the Intent entitled Industrial on Page 5 was discussed . A d.Eew word changes were made . The section on Cluster Residences on Page 3 was looked at . There was some discussion of the requirement of the present existing Zoning Ordinance that buildings be no more than two stories high . The Planning Board now reviewed the section on Mobile Home Park Districts on Page � . After discussion , it was decided to put in a reason why there are no individual mobile homes in any area . The section on Multiple P�esidence Districts , Page 4 , was not discussed . It is to be noted that the Intent as presented by Mr . Francese for this meetin„ is attached to the official copy of the Minutes of this meeting with the various changes marked upon it ; The Official Minutes are filed in the ToTwm Office . Mrs .
