OF ITHACA Meeting .Tiny 8 , 1969 WHEREAS -this Board , following a Public , Hearing. held on the 10th day of. June 1969 upon _ the Application . of Groff Associates for the rezoning - of two parcels - .of land from Multiple Residence _ -to Business uses , recommended the requested- rezoning of the 7 /10 Acre gore of land to Business "C " , but voted to take no- - action on the request to rezone to Business "D " the 2 . 2 Acre parcel adjacent south, . thereof , fronting on the Ellis Hollow Road and bound easCerly by the proposed Forest Home By -Pass Road and westerly - by the ' Barnes Reserve_'. ; . . AND WHEREAS the Town Board of the Town of Ithaca has now asked that this Board reconsider -. the zoning of -the. 2 -, 2 -- Acre parcel and make a specific recommendation to 'it for or ' against .:such, requested rezoning , or for it with modification , all as provided in . Section 46 (3 ) of the Zoning Ordinance ; NOW THEREFORE $ having ; given; due, - further . consideration to the matter at .the regular meeting of this Board held ori the 8th day of July 1969, at which 'members . of the public again appeared and were further heard , - this Board thereupon by a 4 : 2 -vote , _ duly adopted the following Resolution : RESOLVED , that because of our ` abilty to thereby concentrate commercial development in this area ; and • ' to. increase competitive factors between- the only- service stations-'. within that area , to the - benefit of the public, and because of the ` incompatibility of having a Multiple Residence Zone in one corner of this commercial zone acreage , this Board recommends the rezoning of this 2 . 2 Acre ' corner parcel to - a -Business "D " zone as requested , and suggests that the Town Board of the Town .of Ithaca .look with - favor upon such rezoning . A copy of this Resolution should be filed •with the Town Clerk . for transmittal to the Town - Board before its next scheduled meeting in August . TOWN OF ITHACA PL41MNG BOARD MINUTES July 8 , 1969 Planning Board Minutes for July 8 , 1969 , Present : J . Boodley , A . Albrecht , E . Phillips , D . Baker , P . Tavelli , W . Schwan- Chairman - E . King and others . Discussion of the road from Hudson St . to Therm , Inc . which Therm deeded to the Town when there was another industry on the road . The land along the road belongs entirely to Therm , Inc . now and they would like the road returned to them . Motion was made by J . Boodley seconded by E . Phillips that the Town return the road in question back to Therm , Inc . as their own private road . All voted aye . A presentation was made by Ed King , Attorney for the developers of the Barnes Property situated on the corner of Judd Falls Road and Ellis Hollow Road . His presentation was for the re - zoning of 2 . 2 acres from Multiple Housing to Business D for a second Gas Station . At a previous meeting the Planning Board had voted to take no action on this request . His major points were as follows : Prime Interest Rate has risen from 7 to 82 percent . Construction costs are 12% higher in Ithaca compared with surrounding ares . Gas Station will not be built unless the Gas Companies feel it will go . Developer wants the opportunity to build the Gas Station if it will pay . Motion made by E . Phillips seconded by A . Albrecht as follows : Because of ability to contain commercial development in one area ; Because of ability to contain commercial development in one area ; to increase competitive factor in the areas because of incomPa.t - ibility of multiple residences in one corner of Business C , we suggest that the Town Board look with favor on rezoning the 2 . 2 acre plot to Business D . Aye - E . Phillips , A . Albrecht , D . Baker , W . Schwan Nay - J . Boodley , P . Tavelli Final approval was given to the 10 unit Multiple Development on Winthrop Drive as proposed by Francis Chase . The parking lot has been enlarged as the Board requested at a previous meeting . The Planning Board is not too happy with this development but since the land has already been rezoned Multiple their hands are tied . Motion made by J . Boodley seconded by D . Baker . All aye vote carried . Paul Tavelli abstained from discussion and vot - • ing because he is the attorney for F . Chase . Meeting adjourned at 10 : 00 P . M . W . Schwan
