Planning Board
® February 11 , 1969
The Regular Meeting of the Town of Ithaca Planning Board was held
February 11 , 1969 , at the Town of Ithaca offices , 108 E . Green St . ,
Ithaca .
Present : Acting Chairman Robert Scannell , Arnold Albrecht ,
Jim Boodley , Elmer Phillips , Paul Tavelli and Secretary Lempi
Sincebaugh . Also Sue Strandberg , Ithaca Journal Writer , WTKO
and WHCU representatives , David Cowan , Zoning Officer , Richard
Blatchley , Rocco Lucente , John McNeil , Arthur Prince , three
residents from Sapsucker Woods area and sig other interested
parties .
BLATCHLEY SUBDIVISION
Mr . Blatchley returned with his entire subdivision maps now
including the missing 60 ' highway . Preliminary approval was given
to Phase I ( all marked on his map ) . Phase I is described as the
church lot and about 5- 6 others on Slaterville Road , as well as
the lot on Honness Lane which has already been sold to Francis
Chase and one on Honness Lane sold to George Nickles , plus two
additional lots . He is to return after having the Phase I area
within the blue line surveyed and accurate lot lines added . After
a public hearing , final approval can be given .
Mr . Phillips made the motion , seconded by Mr . Boodley , that
due to the fact that we have tentatively outlined Phase I of the
Blatchley subdivision development , permission be given for a permit
and certificate of occupancy on 135 Honness bane . Unanimously
carried .
ARTHUR PRINCE SUBDIVISION
Mr . Prince , with John McNeil appeared for preliminary approval
for 48 lots next to St . Catherine of Siena Church off Hanshaw Road .
Mr . Phillips ' motion with Mr . Boodley ' s second , was to give
preliminary approval to the entire plot plan of the Arthur Prince
subdivision drawn by John McNeil and dated 1/20/69 .
RECOGNITION LETTERS TO MR . VASSE & MR . LACY
Drafts of the letters of appreciation to Mr . Vasse , who re -
signed in December after 15 years of service , and Mr . Lacy , whose
term was 5 years , were read by Mr . Phillips . It was recommended
that they be typed and sent as commendation for the outstanding
services which they have each performed on the Planning Board .
" FAMILY"
After considerable discussion on the part of the Planning
Board and those present , a committee consisting of Elmer Phillips

as Chairman , Jim Boodley and Arnold Albrecht , was formed to study
the matter .
The first draft by Mr . Buyoucos proposed that " family " be
restricted to persons related by blood , marriage or adoption who
could rent to not more than two other persons , such as a boarder
or household help .
The Ordinance Review Study Committee proposal would provide
a separate area for group student rental of family dwellings with
a maximum density of 250 square feet per student . Necessary would
be one parking place per resident for those not related . This
should be rear - yard , off - street space and should be landscaped
to screen the lot if more than four spaces are needed .
Mr . Phillips brought up the possibility of settling the
matter by considering the function of the buildings rather than
occupants .
The town ' s present land use , population distribution and
future growth will be a part of the study , the result of which
will be a revision of the zoning ordinance .
At 8 : 45 , Mr . Phillips moved we adjourn the meeting , with second
by Mr . Boodley .
