HomeMy WebLinkAboutPB Minutes 1968-12-10 a r TOWN OF ITHACA ;IV PLANNING BOARD The regular meeting of the Town of Ithaca Planning Board was held on Tuesday , December 10 , 1968 , at the Town of Ithaca offices at 108 East Green Street , Ithaca , New York , Present : Chairman Walter Schwan , Dan Baker , Reginald Collins , Bob Scannell , Paul Tavelli , John Vasse and Secretary Lempi Sincebaugh . Also , Victor DelRosso , Otis Drew , Jim Buyoucos , Rocco Lucente , Donald Lucente , Zoning Officer David Cowan , Walter Wiggins , representative from Lakeside Nursing Home , Arnold Albrecht , Radio and Press repre - sentatives , and several other interested parties . OTIS DREW SUBDIVISION Mr . Collins moved , and Mr . Scannell seconded the motion to grant final approval for the two lots receiving preliminary approval on November 19th . Preliminary approval was granted for 16 lots at the back of his subdivision with plans for some of the wooded area allowed for a park area . Mr . Baker moved to allow preliminary approval , with a second from Mr . Collins . Both motions carried . Mr . Drew is desirous of a public hearing next month . DEFINITION OF " FAMILY " The Town Board desires to clearly define " family " . Consideration was given to , and much discussion followed , a statement drawn up by Town Attorney Jim Buyoucos . Alternatives suggested in this were to allow 1 or more persons related by blood , marriage or adoption , with allowance for 2 unrelated persons such as boarders , roomers , domestic help or occasional guests to occupy a one - family unit . In the ensuing discussion , it became apparent that the Planning Board is unanimously in favor of a determination , but are unable to reach specific conclusions . Paul Tavelli will be in charge of a special meeting during December to arrive at a reasonable definition of " family " . SUBDIVISION PARKS Victor DelRosso appeared on behalf of the Town Board to attempt resolving the situation between the Town Board and the Planning Board regarding the acceptance of town lands for parks . Explanation was given for refusal of the two acres offered in the Eastern Heights subdivision - no one had presented plans for how the land was to be cleared and then maintained . Since the land involved in these subdivisions would benefit residents by providing recreation areas and also could later be sold for profit if the r L 2 - • Town desired the Planning Board feels it important to accept such lands and further feels that perhaps those who would benefit from the parks could be encouraged to help in such matters as clearing. land and/or maintenance . After considerable discussion of this item of business , it was agreed that Mr . Scannell , representing the Planning Board , could confer separately with Mr . DelRosso to reach a satisfactory plan for accepting such lands to allow for parks /play areas , green areas or allowed to remain as merely " town lands " . JOHN MC LEAN SUBDIVISION Mr . McLean presented a preliminary plan for a subdivision at 290 - 298 Hayts Road , The Board of Health is requesting lot size of 1 - 3 /4 acres . Mr . McLean was advised to have Mr . Dougherty , who drew up the plans , contact Mr . Liguori re : lot size and then redraw them to include a cul - de - sac , move the road to allow for needed lot size and also include contour lines . LAKESIDE NURSING HOME ADDITION • A plan was presented to add 56 beds on one floor on the 3 . 3 acres purchased from the Odd Fellows Home for this purpose . Since it appears to be too close to the property line , the plan was turned over to Attorney Walter Wiggins to set up a hearing by the Board of Zoning Appeals , NEW PLANNING BOARD MEMBERS The terms of John Vasse and Jim Lacy expire as of December 31 , 1968 . Mr . Arnold Albrecht , Chief Engineer , Therm , Inc . , residing at 143 Northview Road , was present as a prospective member . Mr . Scannell made the motion , seconded by Mr . Vasse , that a recommendation be given to the Town Board that Mr . Albrecht be appointed a member of the Planning Board to succeed Jim Lacy . The motion carried unanimously . Further names submitted for consideration were those of George Swanson of Cornell ' s Buildings & Grounds Department and James W . Boodley of 199 Town Line Road , who has shown a great deal of interest in past Planning Board meetings . The meeting adjourned at 9 : 35 P . M . Respectfully submitted , Lempi Sincebaugh , Secretary
