HomeMy WebLinkAboutPB Minutes 1968-09-10 i TOWN OF . ITHACA , PLANKING' BOARD MINUTES September 10 , 1968 The Regular Meeting of the , Town of Ithaca Planning Board was held at 7 : 30 P . M . on September 10 , 1968 . Present : Acting Chairman Walter Schwan , John Vasse . Dan Baker , Reggie Collins , Bob Scannell . Reporters from the hthaaa. Journal , WHCU , WTKO , and approximately 25 residents from Snyder Dill ; over 50% of whom were from the Town of Dryden . Absent : E . Phillips , J . Lacy . EASTERN HEIGHTS MULTIPLE HOUSING PROPOSAL The Committee to study the proposal , consisting of John Vasse and Elmer Phillips , reported as follows : Mr . Phillips reported by letter since he was unable to attend . Buildings 20 feet from East property line should be 50 feet . Recommends 150 to 200 units only , but is inclined to favor R - 15 because of the fairly steep and narrow road . John Vasse concurred and said lending institutions he had talked with felt 400 units would saturate the market , Mr . Schwan made the following obser - vations to the people present . There are 108 multiple housing units on Winston Court , 8 on Tareuton Drive , 17 on Warren Road ( all R . Lucente ) , 180 units for Lansing East on Warren Road , Carriage House at Community Corners - 102 units , Lansing West on Triphammer Road - 114 units , and Chateau Claire on Triphammer - 64 units , making a total of 595 units in the Northeast Section of the Town of Ithaca , Cayuga Heights and Town of Lansing . He stated that he lives in a nice residential area at 16 Muriel Street but multiple housing has not devaluated property in the area and it has not changed the residential character of the area . The same kind of p - ople live in multiple housing that live in houses . A check with the Northeast Elementary School shoved 16 chil - dren added to the school in 1967 - 68 - - from Lansing East with 90 units rented and Chateau Claire with 36 units rented- -Lansing East had 72 units rented to married couples and 18 units rented to students with 1 - 2- 3 or 4 men per apartment . Mr . Schwan also gave the results of a traffic count he took between 7 : 00 A . M . and 8 : 00 A . M . on Tuesday , September 10 , 1968 , as follows : Total Down U Snyder Hill Road S�cars 44 Ellis Hollow Road g0 cars ( All West ) Pine Tree Road 2 2 cars ( 212 - North and 30 -South ) In executive . sesson , the Board reviewed the Eastern Heights proposal and the . fol7owirg motion was made by Mr . Scannell and seconded by Mr . Vasse : Moved the Planning Board notify the developer that the Board will consider the zoning change if the following conditions are met : 1 . The developer cannot include the public park acreage in figuring the total area . 2 . The plan be prepared with more consideration of open area . 3 . The density be reduced to a maximum of 10 units per acre . 4 . The next proposal be more specific , and rear and side yard setbacks and height requirements of the ordinance be adhered to . Approval unanimous . PLANNING BOARD CHAIRMAN The Board moved that the Town Board appoint Walter Schwan Chairman of the Planning Board . Approval unanimous . A replacement for Noel Desch was discussed . The feeling of the Board was that every effort should be made to find a lawyer to round out the group on the Planning Board before con - sidering other replacements . All members will attempt to find a lawyer who is interested and report back at the next meeting . The meeting adjourned at 9 : 30 P . M .
