HomeMy WebLinkAboutPB Minutes 1968-01-23 , TOWN OF ITHACA � PLANNING BOARD MINUTES JANUARY 23 , 1968 The Regular Meeting of the Town of Ithaca Planning; Board was held Tuesday , January 239 1968 at 7 : 30 P . M . at the Town of Ithaca Offices , 108 fust Green Street , Ithaca , New York , Members of the Board present : Chairman Noel Desch , Robert Scannell , James Lacy , Reginald Collins , John Vasse , Elmer Phillips and Secretary Cheryl Beninatio Others present : Otto Schoenfeld , Lagrand Chase , Mr . Guydash , Mr .. Boodley and Ithaca Journal reporter Sue Strandberg . SCHOENFELD _ WILLIAMSBURG PARK SUBDIVISION Mr . Schoenfeld presented his revised plan with the changes thereon as requested by the Planning Board at the public hearing previously held on this matter . Ficial approval was, granted tor this subdivision * CHASE v REZONING TO MULTIPLE RESIDENCE Mr . Chase appeared before the Board and presented his plans to develop 20 acres in a 55macre parcel north of t.17inthrop Drive up to the Town of Lansing line . Mr . Urease requested a recommendation from the Planning, Board to the Town Board to rezone this 20 - acre area to Multiple Residence with the proposal to construct town house - type units . Mr . Chase pointed out on his - plan that the density of the 20 � acre parcel will be 160 units , each building containing 8 units . Mr . Chase pointed out that there are several other Multiple Residence areas in this section � Chateau Clare in the Town of Lansing and the Lansing East development in the Town of Ithaca , and a re - zoni.ng to Multiple Residence of the 20 - acre parcel in questrion is the only feasible means of the development in this area . Mr : Chase also pointed out that these units would be built over a three -to- five year period . Further discussion will be had on this matter in Executive Session REmAMENDMENT , REOrNACTN'ENT AND RE -ADOPTION OP ZONING ORDINANCE It was the opinion of the Board members that the change requiring the Planning Board, to have a. public hearing; before recommendation to the Town Board for a rezone to Multiple Residence be eliminated inasmuch as this additional hearing would cost the developer at least three months in obtaining, final - approval . Upon motion by Mr . Phillips ,, seconded by Mr . Scannell and carried by unanimous vote , it was moved t9. .at the revisions of the Zoning Ordinance be supported with the e -tception of the change to Article IX which places ark undue hardship on the developer of property in the Town of Ithaca I 1 ' . 1 I Planni.ng? Board Minutes - January 23 , 1968 Page 2 CHASE REQUEST FOR REmZONE The Board agrees that ichere is a place for this Multiple Residence pros posal in this area of the Town of Ithaca . Considerable discussion was had concerning; the road layout situation and the increased traffi4- hazard in this area . Upon :motion by Mr . Scannell , seconded by Mr . Phillips and carried by unanimous vote , it was moved that the Planning Board request the developer to decrease the density of his development submitted as of January 23 , 1968 so it does not exceed the R- 15 requirement for the 55 acres . On the basis of this density reduction , the Town Planning) Board recommends to the Town Board that the 20 acres be redzoned to Multiple Residenceo The park shall be no smaller than designated on the plan submitted 1 / 23 / 68 . For the developer ' s informations This request is made in light of a difficult transportation problem that we have in the Town of Ithaca and contiguous areas , and the Board feels this is a fair request on its part .
